Fuel Failure Examinations and Analyses in the High Power Density Program

Summary: The High Power Density Project includes a comprehensive fuel development program which has the objective of developing and demonstrating the performance of a nuclear reactor core having a high power density, long fuel life, and low fabrication cost. The fuel program is made up of two principal tasks. Task 1A consists of irradiation tests in the VBWR of Type 304 stainless steel clad, UO2 pellet type fuel rods fabricated by current commercial processes. Task 1B consists of the investigation of lower cost fabrication processes and the irradiation testing of fuel elements fabricated by these processes. Both tasks include the investigation of the feasibility and use of thin-wall stainless steel cladding as a means of improving the neutron economy and fuel cycle costs of stainless steel clad fuel. Irradiation of the Task 1A fuel assemblies in the VBWR was initiated in September, 1960. Subsequently, Task 1B fuel assemblies were inserted in the VBWR as various fabrication processes and design concepts were investigated. Fuel cladding failures have occurred in fuel rods in both Task 1A and 1B. As of this date, cladding failures have occurred in twenty-two rods of approximately 700 fuel rods which have been irradiated. Twenty of the failures …

This is a preliminary report on the investigation of the N.S. Savannah replacement fuel rod vibration amplitude when excited by water flowing parallel to the axis of the fuel rod. Methods of calculating the fuel rod frequency in air were verified by experiment. Work is continuing to establish the validity of methods of calculating natural frequencies in water and to confirm the correlation of flow induced vibration amplitude found in reference (1).

Design and Fabrication of Coextruded Stainless Steel Clad UO2 Fuel Rods

A process was developed in which stainless steel-clad UO2 fuel rods are fabricated by high-temperature coextrusion. The process has a potential of being a more economical method for the preparation of stainless steel-clad UO2 fuel rods than the conventional pellet process. Consequently, it was considered advantageous to evaluate the irradiation characteristics of fuel rods fabricated in this manner. Therefore, 24 coextruded fuel rods were manufactured for evaluation in a reactor. The required amounts of UO2 and clad were soaked in separate containers at 1875 and 760 degree C, respectively. The containers were removed from their respective furnaces and were coextruded in one pass. A force of 450 to 475 tons was used, and a reduction ratio of 18 to 1 was obtained. The coextruded rods were cut to the approximate length, and the ends were sealed with an acid-resistant tape. The carbon steel can covering the stainless steel clad was removed by immersion in 1:1 nitric acid for 20 minutes. The rods were visually inspected, the specified lengths of clad and fuel were obtained by machining, and the correct diameter was obtained by belt sanding. Reactor Pressure Vessel Material Surveillance Program at the Garigliano Nuclear Power Plant

Abstract: A materials exposure program has been established in the Garigliano Nuclear Power Plant to measure the effect of neutron irradiation and time at temperate on the mechanical properties of the reactor pressure vessel steel. Base metal specimens were made from portions of the pressure vessel steel, and weld heat-affected zone and weld metal samples were taken from a weldment made from the pressure vessel steel and simulating a pressure vessel circumferential weld since there are no longitudinal welds in the forged ring shell. The specimens were sealed in helium-filled capsules and placed in the reactor vessel at locations where they will be exposed to a variety of conditions. Tensile property changes will be measured by pre- and post-irradiation tests on small tensile specimens. Fracture characteristic changes will be measured in similar fashion by Charpy V-notch impact tests. The program is planned to cover a 32-year period, with specimens to be removed for test at intervals of 1, 2, 4, 8, 16, and 32 years.

Preoperational Power Stability Analysis of the Consumers Big Rock Point Plant

Summary: An analytical study of the stability of the Big Rock Nuclear Reactor has been performed for the plant as built, and supplements a previous design stability study. The plant has been determined by this analysis to be very stable under every mode of operation anticipated during Phase I of the development program testing. Even under conservative assumptions of system parameters the minimum calculated gain and phase margins do not go below 13.0 db and 46 degrees, respectively. (Nor are these both reached simultaneously for the same operating condition.) These are characteristics of a very stable, well-behaved system. In addition to this analysis, a second, less conservative series of computations was performed to provide expected realistic closed loop data for comparison with Phase I test results. The most responsive test thus predicted occurs at 60 percent power, 1500 psia, minimum flow, and maximum subcooling. For this case the closed loop peak response of power to reactivity occurs at a frequency of 0.90 cycles per second with an amplitude of 3.90 db. This corresponds to an expected open loop gain margin of 16.5 db and a phase margin of 63 degrees. Although knowledge of reactor transfer function is to be determined …
