Department of Energy FY1999 Research and Development Budget: Description and Analysis (open access)

Department of Energy FY1999 Research and Development Budget: Description and Analysis

This report focuses on the R&D programs. It divides the programs into four categories: energy resources R&D, science, national security R&D, and environmental quality R&D. Those categories, which approximate the way DOE has divided up its programs, are set up to keep similar research activities together.(1) R&D funding is concentrated in the first three. The report gives a description of the programs within each category including their research objectives and the activities where significant budget changes were requested for FY1999. It then describes the request, and congressional appropriation and authorization action. There follows a discussion of issues about the FY1999 request that are emerging during congressional consideration of the budget.

Defense Authorization and Apropriations Bills: A Chronology, FY1970-FY2006

This report is a research aid, which lists the DOD authorization bills (Table 1) and appropriations bills (Table 2). This report includes all the pertinent information on the passage of these bills through the legislative process: bill numbers, report numbers, dates reported and passed, recorded vote numbers and vote tallies, dates of passage of the conference reports with their numbers and votes, vetoes, substitutions, dates of final passage, and public law numbers. Table 3 shows real growth or decline in national defense funding for FY1940-FY2009. Table 4 gives a more detailed picture of both regular and supplemental defense appropriations from the 103rd Congress to the present (FY1993-FY2005). Table 5 shows the President’s DOD appropriations budget requests for FY1950-FY2005 vs. final amount enacted.

WASTE PACKAGE OPERATIONS FY99 CLOSURE METHODS REPORT (open access)

WASTE PACKAGE OPERATIONS FY99 CLOSURE METHODS REPORT

The waste package (WP) closure weld development task is part of a larger engineering development program to develop waste package designs. The purpose of the larger waste package engineering development program is to develop nuclear waste package fabrication and closure methods that the Nuclear Regulatory Commission will find acceptable and will license for disposal of spent nuclear fuel (SNF), non-fuel components, and vitrified high-level waste within a Monitored Geologic Repository (MGR). Within the WP closure development program are several major development tasks, which, in turn, are divided into subtasks. The major tasks include: WP fabrication development, WP closure weld development, nondestructive examination (NDE) development, and remote in-service inspection development. The purpose of this report is to present the objectives, technical information, and work scope relating to the WP closure weld development.and NDE tasks and subtasks and to report results of the closure weld and NDE development programs for fiscal year 1999 (FY-99). The objective of the FY-99 WP closure weld development task was to develop requirements for closure weld surface and volumetric NDE performance demonstrations, investigate alternative NDE inspection techniques, and develop specifications for welding, NDE, and handling system integration. In addition, objectives included fabricating several flat plate mock-ups that …
