5MW Raft River Facility Experience

Located in Northern California In Lake and Sonoma Counties about 90 miles north of San Francisco, Pacific Gas and Electric Company's (PG and E's) The Geysers Power Plant, which has at present fourteen units in service with a net generating capacity of 798MW, is the largest geothermal development in the world. Eight additional PG and E units now in construction, design, and planning will add 720MW of additional capacity by 1986. Figure 1 shows the location of this project and the locations of the existing and future units. This paper discusses evolution of Geysers Unit 18 through resource and project planning, licensing, design, and what is expected during construction, and startup. While many of the experiences are unique to The Geysers units, some could be applicable to other geothermal developments. This unit is one of a series of 110MW units of standardized design which are being developed to reduce the cost and improve schedules. Construction has just commenced, and it is expected to be in commercial operation in October 1982.

Abandoned Texas oil fields

Data for Texas abandoned oil fields were primarily derived from two sources: (1) Texas Railroad Commission (TRRC), and (2) Dwight's ENERGYDATA. For purposes of this report, abandoned oil fields are defined as those fields that had no production during 1977. The TRRC OILMASTER computer tapes were used to identify these abandoned oil fields. The tapes also provided data on formation depth, gravity of oil production, location (both district and county), discovery date, and the cumulative production of the field since its discovery. In all, the computer tapes identified 9211 abandoned fields, most of which had less than 250,000 barrel cumulative production. This report focuses on the 676 abandoned onshore Texas oil fields that had cumulative production of over 250,000 barrels. The Dwight's ENERGYDATA computer tapes provided production histories for approximately two-thirds of the larger fields abandoned in 1966 and thereafter. Fields which ceased production prior to 1966 will show no production history nor abandonment date in this report. The Department of Energy hopes the general availability of these data will catalyze the private sector recovery of this unproduced resource.

Achieving Technical Performance

Originally, operating a license and protecting the environment were to be handled in separate workshops but since these two subjects are closely related they were combined. The workshop participants did, however, try to focus the discussion on the two separately, though we were not always successful. Fortunately, we had two people in our group who are intimately involved in licensing proceedings in the only two states that have considered geothermal power plants, California and New Mexico. Lavonne Blucher-Nameny of PG and E reviewed the California procedure and Dave Sabo of Public Service Company of New Mexico covered New Mexico.

Activity and Diffusion of Metals in Binary Aluminum Alloys

To determine the activity of zinc in Zn-Al alloys, the electromotive force (emf) of the cell: Zn/ZnCl/sub 2/-KC1 (eut)/Zn,Al was measured at temperatures between 569.5 K (296.5C) and 649.5 K (376.5C). The applicability of a two-suffix Margules equation was demonstrated, in good agreement with theoretical expectations. The diffusion coefficient of Zn in Al determined from a planar diffusion model for the experimental data was about 3 x 10/sup -10/ cm/sup 2//sec to 2 x 10/sup -9/ cm/sup 2//sec in the range of temperature studied. This is higher than that found in the literature. The most plausible reason appears to be the high alumina concentration in the working electrode because of partial oxidation. Oxidation of the alloying metals was the primary cause of poor alloying between calcium/or zinc and aluminum, thereby frustrating similar measurements at a Ca-Al/or Zn-Al alloy. The literature on the activity of calcium and zinc is aluminum is reviewed.

Objectives of this program are to evaluate candidate alloys for Very High Temperature Reactor (VHTR) Nuclear Process Heat (NPH) and Direct Cycle Helium Turbine (DCHT) applications, in terms of the effect of simulated reactor primary coolant (helium containing small amounts of various other gases), high temperatures, and long time exposures, on the mechanical properties and structural and surface stability of selected candidate alloys. A second objective is to select and recommend materials for future test facilities and more extensive qualification programs. Work covered in this report includes the activities associated with the status of the simulated reactor helium supply system, testing equipment and gas chemistry analysis instrumentation and equipment. The progress in the screening test program is described: screening creep results and metallographic analysis for materials thermally exposed or tested at 750, 850, 950 and 1050/sup 0/C. Initiation of controlled purity helium creep-rupture testing in the intensive screening test program is discussed. In addition, the results of 1000-hour exposures at 750 and 850/sup 0/C on several experimental alloys are discussed.

Advanced Two-Phase Flow Instrumentation Program. Quarterly progress report, April-June 1980

Work performed to develop and evaluate liquid level sensors for in-vessel use in pressurized water reactors is described. Experiments were performed with three thermal-type level sensors in natural convection to saturated water and steam. Pressures in those tests ranged from 0.1 to 8.6 MPa (15 to 1250 psia). Thermal-type sensors were also tested in steam-water forced convection at low and moderate pressures. Sensor response was found to be insensitive to flow velocity and void fraction but sensitive to the presence or absence of a liquid phase. A series of meetings was held with representatives of three pressurized water reactor vendors regarding research goals and implementation of reactor-vessel monitoring instrumentation.

An aerial radiological survey encompassing the Western New York Nuclear Fuel Services Center (NFS) near West Valley, New York, was conducted during 7-12 September 1979. The survey data showed that the average ground surface radiation levels for the site and its environs are less than were measured during the 1969 survey when reprocessing was occurring. The area exhibiting above-background radiation levels is decreasing with time due to (1) radioactive decay, (2) dilution and dispersion of man-made radionuclide reprocessing plant effluents produced during the period April 1966 to early 1972, and (3) the discontinuation of reprocessing operations. Excluding specific, localized NFS site facility areas, the background radiation levels for the recently surveyed area approximate the preoperational background radiation levels.

Ahuachapan Geothermal Power Plant, El Salvador

The Ahuachapan geothermal power plant has been the subject of several recent reports and papers (1-7). This article is a condensation of the author's earlier writings (5-7), and incorporates new information on the geothermal activities in El Salvador obtained recently through a telephone conversation with Ing. R. Caceres of the Comision Ejecutiva Hidroelectrica del Rio Lempa (C.E.L.) who has been engaged in the design and engineering of the newest unit at Ahuachapan. El Salvador is the first of the Central American countries to construct and operate a geothermal electric generating station. Exploration began in the mid-1960's at the geothermal field near Ahuachapan in western El Salvador. The first power unit, a separated-steam or so-called ''single-flash'' plant, was started up in June 1975, and was followed a year later by an identical unit. In July 1980, the Comision Ejecutiva Hidroelectrica del Rio Lempa (C.E.L.) will complete the installation of a third unit, a dual-pressure (or ''double-flash'') unit rated at 35 MW. The full Ahuachapan plant will then constitute about 20% of the total installed electric generating capacity of the country. Alternating-direction implicit numerical solution of the time-dependent, three-dimensional, single fluid, resistive magnetohydrodynamic equations

Resistive magnetohydrodynamics (MHD) is described by a set of eight coupled, nonlinear, three-dimensional, time-dependent, partial differential equations. A computer code, IMP (Implicit MHD Program), has been developed to solve these equations numerically by the method of finite differences on an Eulerian mesh. In this model, the equations are expressed in orthogonal curvilinear coordinates, making the code applicable to a variety of coordinate systems. The Douglas-Gunn algorithm for Alternating-Direction Implicit (ADI) temporal advancement is used to avoid the limitations in timestep size imposed by explicit methods. The equations are solved simultaneously to avoid syncronization errors.

Analysis of 12 electric power system outages/disturbances impacting the Florida Peninsula

Between January 3 and August 3, 1979, there were 12 occasions on which electric power was curtailed or public appeals were made to customers to reduce their load in Peninsular Florida due to bulk electric power supply problems. The Economic Regulatory Administration (ERA) of the US DOE, pursuant to its electric power supply adequacy and reliability responsibilities, initiated a twofold analysis of the bulk power supply situation in Florida. The first phase of the analysis evaluated the technical and engineering aspects of the overall Florida bulk power supply system with special attention given to the City of Jacksonville's electric system. The second phase evaluated the socioeconomic impacts of the bulk power supply outages on residential customers in Jacksonville. The 12 disturbances are described and a comparative analysis of the causes is presented. (LCL)

Analysis of alternative-fuel price trajectories

Findings are presented from a study to (1) acquire, analyze, and report alternative published price projections including both oil- and coal-price trajectories, and to (2) apply the fixed-annuity formula to the updated primary source projections (Energy Information Administration; Data Resources, Inc.; and Wharton Econometric Forecasting Associates, Inc.) and to the newly acquired price projections. This report also encompasses: comparisons of key assumptions underlying the price projections, and a discussion of the applicability of the fixed-annuity formula as used in the alternative-cost calculation. Section II contains graphic presentations of all updated and newly acquired coal and oil price forecasts and the corresponding calculated annuity equivalents, tabulated presentations and discussions of each forecast and underlying assumptions, and a description of how each forecast price series was transformed into input for the present-value formulas. Section III presents the fixed-annuity formula employed and discusses its appropriateness for this application. Section IV discusses the applicability of the net present value approach for comparing alternate-fuel price trajectories. Analysis of alternative strategies for energy conservation in new buildings

Building Energy Performance Standards (BEPS) were mandated by the Energy Conservation Standards for New Buildings Act of 1976 (Title III of Energy Conservation and Production Act) to promote energy efficiency and the use of renewable resources in new buildings. The report analyzes alternative Federal strategies and their component policy instruments and recommends a strategy for achieving the goals of the Act. The concern is limited to space conditioning (heating, cooling, and lighting) and water heating. The policy instruments considered include greater reliance on market forces; research and development; information, education and demonstration programs; tax incentives and sanctions; mortgage and finance programs; and regulations and standards. The analysis starts with an explanation of the barriers to energy conservation in the residential and commercial sectors. Individual policy instruments are then described and evaluated with respect to energy conservation, economic efficiency, equity, political impacts, and implementation and other transitional impacts. Five possible strategies are identified: (1) increased reliance on the market place; (2) energy consumption tax and supply subsidies; (3) BEPS with no sanctions and no incentives; (4) BEPS with sanctions and incentives (price control); and (5) BEPS with sanctions and incentives (no price controls). Analysis of heat transfer in building thermal insulation

The measurement of the apparent thermal properties (i.e., conductivity, resistivity, and resistance) of insulation by the guarded hot-plate technique is mathematically simulated on a computer by assuming that coupled conductive and radiative heat transfer occurs in an absorbing and emitting single-phase gray medium. Calculations are performed for insulation extinction coefficients between 0.001 and 1000 ft-/sup 1/, thicknesses between 0.0208 and 1.0 ft, continuous-phase thermal conductivities between 0.1800 and 0.1980 Btu in./(h ft/sup 2/ /sup 0/F), hot-plate temperatures between 485 and 635/sup 0/R, and cold-plate temperatures between 435 and 585/sup 0/R. A three-region approximate solution to coupled conductive and radiative heat transfer in an infinite slab of absorbing and emitting gray material bounded by black surfaces is also developed and shown to agree to within +-0.5% of the numerical results for most cases. The approximate solution to the coupled problem and the exact solution to the uncoupled problem are used to establish the effect of test conditions (such as specimen thickness, plate emissivity, plate temperatures, and continuous-phase thermal conductivity) on the measured apparent thermal properties of an insulation specimen. Analysis of Preliminary Flow Data from Pleasant Bayou No. 2 Geopressured Well

The main purpose of this study is to analyze pressure drawdown and buildup data to evaulate formation parameters. In this connection, we note that the, flow periods 1 and 2 were too short (13 minutes and 184 minutes respectively) to give meaningful data for analysis purposes. Also, flow data for part of flow period 3 and pressure buildup data for practically all of buildup period 4 are missing. The complete flow and pressure drawdown/buildup data are, however, available for flow/shutin period S (flowing time - 10.5 days, shutin time - 20 days). For the aforementioned reasons, our analysis will be primarily concerned with the flow/shutin period 5.

Analysis of the performance and space-conditioning impacts of dedicated heat-pump water heaters

A description is given of the development and testing of the newly-marketed dedicated heat pump water heater (HPWH), and an analysis is presented of its performance and space conditioning impacts. This system utilizes an air-to-water heat pump, costs about $1000 installed, and obtains a coefficient of performance (COP) of about 2.0 in laboratory and field tests. Since a HPWH is usually installed indoors and extracts heat from the air, its operation is a space conditioning benefit if an air conditioning load exists and a penalty if a space heating load exists. To investigate HPWH performance and a space conditioning impacts, a simulation has been developed to model the thermal performance of a residence with resistance baseboard heat, air conditioning, and either heat pump or resistance water heating. The building characteristics are adapted for three US geographical areas (Madison, Wisconsin; Washington, DC; and Ft. Worth, Texas), and the system is simulated for a year with typical weather data. For each city, HPWH COPs are calculated monthly and yearly. In addition, the water heating and space conditioning energy requirements of HPWH operation are compared with those of resistance water heater operation to determine the relative performance ratio (RPR) of the HPWH. Analysis of the thorium axial blanket experiments in the proteus reactor

Detailed analysis has been completed for the ThO/sub 2/ and Th-metal axial blanket experiments performed at the Swiss PROTEUS critical facility in order to compare reaction rates and neutron spectra measured in prototypic GCFR configurations with calculated results. The PROTEUS configurations allowed the analysis of infinitely dilute thorium data in a PuO/sub 2//UO/sub 2/ fast lattice spectrum at core center as well as the analysis of resonance self-shielding effects in the thorium-bearing axial blankets. These comparisons indicate that significant deficiencies still exist in the latest evaluated infinitely dilute thorium data file. Specifically, the analysis showed that the /sup 232/Th capture is underpredicted by ENDF/B-IV data, and the discrepancies are further exaggerated by ENDF/B-V data. On the other hand, ENDF/B-V /sup 232/Th fission data appear to be significantly improved relative to ENDF/B-IV data, while discrepancies are extremely large for the (n,2n) process in both data files. Finally, the (n,n') cross sections for thorium also appear improved in ENDF/B-V, except for a small energy range just above the 50 keV threshold. Therefore, these combined data deficiencies suggest that relatively large uncertainties should be associated with many of the results obtained from recent fast reactor alternate fuel cycle analyses. 38 figures, 12 tables.

Analysis on the use of engineered barriers for geologic isolation of spent fuel in a reference salt site repository

A perspective on the potential durability and effectiveness requirements for the waste form, container and other engineered barriers for geologic disposal of spent nuclear fuel has been developed. This perspective is based on calculated potential doses to individuals who may be exposed to radioactivity released from a repository via a groundwater transport pathway. These potential dose commitments were calculated with an integrated geosphere transport and bioshpere transport model. A sensitivity analysis was accomplished by varying four important system parameters, namely the waste radionuclide release rate from the repository, the delay prior to groundwater contact with the waste (leach initiation), aquifer flow velocity and flow path length. The nuclide retarding capacity of the geologic media, a major determinant of the isolation effectiveness, was not varied as a parameter but was held constant for a particular reference site. This analysis is limited to looking only at engineered barriers whose net effect is either to delay groundwater contact with the waste form or to limit the rate of release of radionuclides into the groundwater once contact has occurred. The analysis considers only leach incident scenarios, including a water well intrusion into the groundwater near a repository, but does not consider other human intrusion …
