9/11 Terrorism: Global Economic Costs

The 9/11 attacks were part of Al Qaeda’s strategy to disrupt Western economies and impose both direct and secondary costs on the United States and other nations. The immediate costs were the physical damage, loss of lives and earnings, slower world economic growth, and capital losses on stock markets. Indirect costs include higher insurance and shipping fees, diversion of time and resources away from enhancing productivity to protecting and insuring property, public loss of confidence, and reduced demand for travel and tourism. In a broader sense, the 9/11 attacks led to the invasions and occupations of Afghanistan and Iraq (and the Global War on Terrorism) and perhaps emboldened terrorists to attack in Bali, Spain, Morocco, and Saudi Arabia. A policy question for Congress is how to evaluate the costs and benefits of further spending to counter terrorism and its economic impact.

The 9-ANGIE, one of a series of reactor neutronic programs for an IBM 709 or 7090 data processing system, solves the time-dependent, multi-group, neutron diffusion equation for one to eighteen energy groups applied to a rectangular mesh superimposed on either an x-y or an r-z plane. It is characterized by its generalities in region description, boundary conditions, etc., without sacrificing simplicity of input preparation and ease of machine operation. The notation, the style, and the format have been held as consistent as possible with 9-ZOOM, the companion one-dimensional program.

10 MMBt/Hr AFBC Commercial Demonstration Cedar Lane Farms

The objective of this project was to demonstrate and promote the commercialization of coal-fired atmospheric fluidized bed combustion (AFBC) systems, with limestone addition for SO2 emissions control and a baghouse for particulate emissions control. This AFBC system was targeted for small scale industrial-commercial-institutional space and process heat applications in the 4-40 MMBtu/hr size range. A cost effective and environmentally acceptable AFBC technology in this size range could displace a considerable amount of heating gas and oil with coal, while resulting in significant total cost savings to the owner/operators.

A general demonstration test plan is provided for the activities to be accomplished at the Systems Integration Laboratory. The Master Control System, Subsystem Distributed Process Control, Representative Signal Conditioning Units, and Redline Units from the Receiver Subsystem and the Thermal Storage Subsystem and other external interface operational functions will be integrated and functionally demonstrated. The Beckman Multivariable Control Unit will be tested for frequency response, static checks, configuration changes, switching transients, and input-output interfaces. Maximum System Integration Laboratory testing will demonstrate the operational readiness of Pilot Plant controls and external interfaces that are available. Minimum System Integration Laboratory testing will be accomplished with reduced set of hardware, which will provide capability for continued development and demonstration of Operational Control System plant control application software. Beam Control System Integration Laboratory testing will demonstrate the operational readiness of the Beam Control System equipment and software. (LEW)

14 mrad Extraction Line Optics for Push-Pull

The ILC design is based on a single Interaction Region (IR) with 14 mrad crossing angle and two detectors in the 'push-pull' configuration, where the detectors can alternately occupy the Interaction Point (IP). Consequently, the IR optics must be compatible with different size detectors designed for different distance L* between the IP and the nearest quadrupole. This paper presents the push-pull optics for the ILC extraction line compatible with L*= 3.5 m to 4.5 m, and the simulation results of extraction beam loss at 500 GeV CM with detector solenoid.

15 cm duoPIGatron ion source

The 10-cm (grid diameter) duoPIGatron ion source produces pulsed hydrogen ion beams of 10 to 15 A beam current in the 20- to 40-keV energy range for a duration of a few tenths of a second. To fulfill the requirements of the next generation of high-power neutral beam injectors for heating plasmas in CTR devices, this source has been enlarged to a version 15-cm in grid diameter. In addition, by utilizing a magnetic multipole line cusp field confinement method, the plasma created is characterized over the 15 cm grid diameter by a noise level within +- 10 percent and spatial density variations within +- 15 percent at a density on the order of 10/sup 12/ cm/sup -3/. This larger source has operated reliably and produced a beam current exceeding 30 A of hydrogen at 27 keV. Initial operation of a 20-cm version of this source employing line cusp confinement has produced an extraction current of 60 A at 33 keV.

A 15 MeV proton diagnostic for DIII-D

A 15 MeV proton diagnostic that is patterned after the ASDEX proton probe is presently being fabricated for the DIII-D tokamak. A bellows assembly inserts a silicon detector into the vacuum for plasma operation and retracts it for baking. The detector preamplifier is situated in a reentrant tube (at atmosphere) beside the detector; electrically, the whole assembly is referenced to vessel potential. Orbit calculations in realistic magnetic field geometries predict a proton detection efficiency of O(10{sup {minus}7}). The diagnostic will be used for burnup studies at high {beta} and particle transport studies in the H-mode. 25 refs., 4 figs.

16,000-rpm Interior Permanent Magnet Reluctance Machine with Brushless Field Excitation

The reluctance interior permanent magnet (RIPM) motor is currently used by many leading auto manufacturers for hybrid vehicles. The power density for this type of motor is high compared with that of induction motors and switched reluctance motors. The primary drawback of the RIPM motor is the permanent magnet (PM) because during high-speed operation, the fixed PM produces a huge back electromotive force (emf) that must be reduced before the current will pass through the stator windings. This reduction in back-emf is accomplished with a significant direct-axis (d-axis) demagnetization current, which opposes the PM's flux to reduce the flux seen by the stator wires. This may lower the power factor and efficiency of the motor and raise the requirement on the alternate current (ac) power supply; consequently, bigger inverter switching components, thicker motor winding conductors, and heavier cables are required. The direct current (dc) link capacitor is also affected when it must accommodate heavier harmonic currents. It is commonly agreed that, for synchronous machines, the power factor can be optimized by varying the field excitation to minimize the current. 23 to 300{degrees}C demagnetization resistance of samarium-cobalt permanent magnets

The influence of temperature on the knee point and squareness of the M-H demagnetization characteristic of permanent magnets is important information for the full utilization of the capabilities of samarium-cobalt magnets at high temperatures in demagnetization-resistant permanent magnet devices. Composite plots of the knee field and the demagnetizing field required to produce a given magnetic induction swing below remanence were obtained for several commercial Sm{sub 2}Co{sub 17}-type magnet samples in the temperature range of 23 to 300{degrees}C. The knee point was used to define the limits of operation safe against irreversible demagnetization, and the resulting plots are interpreted to show the temperature-induction swing limits of safe magnet operation. The observed second quadrant M-H characteristic squareness is shown, by two measures, to increase gradually with temperature and to peak in the interval 200 to 300{degrees}C.

24-Channel Geophone Array for Horizontal or Vertical Boreholes: Final Report

Improved ground-imaging capabilities have enormous potential to increase energy, environmental, and economic benefits by improving exploration accuracy and reducing energy consumption during the mining cycle. Seismic tomography has been used successfully to monitor and evaluate geologic conditions ahead of a mining face. A primary limitation to existing seismic tomography, however, is the placement of sensors. The goal of this project is to develop an array of 24 seismic sensors capable of being mounted in either a vertical or horizontal borehole. Development of this technology reduces energy usage in excavation, transportation, ventilation, and processing phases of the mining operation because less waste is mined and the mining cycle suffers fewer interruptions. This new technology benefits all types of mines, including metal/nonmetal, coal, and quarrying. The primary research tasks focused on sensor placement method, sensor housing and clamping design, and cabling and connector selection. An initial design is described in the report. Following assembly, a prototype was tested in the laboratory as well as at a surface stone quarry. Data analysis and tool performance were used for subsequent design modifications. 25 megajoule energy storage and delivery system for the Shiva laser

A 25 megajoule, 20 kV capacitive energy storage and delivery system has been built and tested for Shiva--a 20 arm, 10 kJ, 20 TW neodymium glass fusion research laser. This system supplies over 3.5 megamperes to xenon flashlamps for optical pumping of the laser amplifier. About 15% of the energy is used to establish magnetic fields within Faraday rotator glass. A digital based control and diagnostics scheme is employed through the entire pulse power system. This scheme utilizes a distributed digital data bus that addresses every element through two levels of optical isolation. The interfacing of low level digital circuitry to a pulse power environment is discussed, as well as the design and performance of the total system. Cost and manufacturing details are important in a project of this size. The projected cost goal of 27 cents/joule, installed and operating, has been met. The general approach to the design, transient analysis, manufacture, and activation of this large power conditioning system is also discussed.

Research and development progress specifically directed toward the construction of a 40-Mw(e) prototype power plant employing a high-temperature, gas-cooled, graphitemoderated reactor known as the HTGR is reported. Irradiation of element III-B in the in-pile loop continued satisfactorily. The element has generated a total of l36.3 Mw-hr of fission heat. The gross activity in the purge stream increased slightly to about 350 mu C/cm/sup 3/. By taking larger gas samples than were previously taken, a value of 0.02 VC/cm/sup 3/ was obtained for the gross activity of the primary loop. Element III-A, which was removed from the loop after generating 133 Mw-hr of fission heat, was disassembled and examined. No fuel-compact damage of any type was visible. Determination of the distribution of fission products in the element is under way, Fissionproduct- release data for in-pile-loop element III-A were calculated. During the 133 Mw- hr of operation, the release fraction increased by approximately one order of magnitude. Also calculated were the xenon and krypton release data for the first 100 Mw-hr of III-B operation. The release rate for the longer-lived isotopes increased bv about a factor of 10 and that of the shorter-lived isotopes by about a factor of 100. A test …
