This report discusses laws related to the protection of marine mammals when using mid-frequency active sonar including the Marine Mammal Protection Act (MMPA), the Endangered Species Act (ESA), the National Environmental Policy Act (NEPA), and the Coastal Zone Management Act (CZMA). The report discusses each of the laws generally, and then reviews the litigation surrounding the Navy's compliance with these laws in the context of using the sonar for training purposes off California's coast.

LARP Long Nb3Sn Quadrupole Design.

A major milestone for the LHC Accelerator Research Program (LARP) is the test, by the end of 2009, of two 4m-long quadrupole magnets (LQ) wound with Nb{sub 3}Sn conductor. The goal of these magnets is to be a proof of principle that Nb{sub 3}Sn is a viable technology for a possible LHC luminosity upgrade. The design of the LQ is based on the design of the LARP Technological Quadrupoles, presently under development at FNAL and LBNL, with 90-mm aperture and gradient higher than 200 T/m. The design of the first LQ model will be completed by the end of 2007 with the selection of a mechanical design. In this paper we present the coil design addressing some fabrication technology issues, the quench protection study, and three designs of the support structure.

Time-dependence ion charge state distributions of vacuum arcs: An interpretation involving atoms and charge exchange collisions

Experimentally observed charge state distributions are known to be higher at the beginning of each arc discharge. Up to know, this has been attributed to cathode surface effects in terms of changes of temperature, chemical composition and spot mode. Here it is shown that the initial decay of charge states of cathodic arc plasmas may at least in part due to charge exchange collisions of ions with neutrals that gradually fill the discharge volume. Sources of neutrals may include evaporated atoms from macroparticles and still-hot craters of previously active arc spots. More importantly, atoms are also produced by energetic condensation of the cathodic arc plasma. Self-sputtering is significant when ions impact with near-normal angle of incidence, and ions have low sticking probability when impacting at oblique angle of incidence. Estimates show that the characteristic time for filling the near-cathode discharge volume agrees well with the charge state decay time, and the likelihood of charge exchange is reasonably large to be taken into account.

Development of Novel Polymeric Materials for Gene Therapy and pH-Sensitive Drug Delivery: Modeling, Synthesis, Characterization, and Analysis

The underlying theme of this thesis is the use of polymeric materials in bioapplications. Chapters 2-5 either develop a fundamental understanding of current materials used for bioapplications or establish protocols and procedures used in characterizing and synthesizing novel materials. In chapters 6 and 7 these principles and procedures are applied to the development of materials to be used for gene therapy and drug delivery. Chapter one is an introduction to the ideas that will be necessary to understand the subsequent chapters, as well as a literature review of these topics. Chapter two is a paper that has been published in the ''Journal of Controlled Release'' that examines the mechanism of drug release from a polymer gel, as well as experimental design suggestions for the evaluation of water soluble drug delivery systems. Chapter three is a paper that has been published in the ''Journal of Pharmaceutical Sciences'' that discusses the effect ionic salts have on properties of the polymer systems examined in chapter two. Chapter four is a paper published in the Materials Research Society Fall 2000 Symposium Series dealing with the design and synthesis of a pH-sensitive polymeric drug delivery device. Smith River Rancheria's Development of an Energy Organization Investigation

Smith River Rancheria (SRR), for some time, has had a strong commitment to attaining energy selfsufficiency, to reduce overall energy costs and concurrently initiate economic development within the community. Early on it was recognized that the development of an energy organization was important and for this reason was made part of the SRR's strategic review not only for economic development but also the reduction of energy costs. Towards this end, SRR retained Werner G. Buehler of W.G. Buehler & Associates to investigate the many phases or steps required to establish such an energy organization and determine, if in fact, it could benefit the Tribe. The basic phases are delineated as: (1) Identify potential sources of wholesale power and transmission paths; (2) Evaluating the various forms of energy organizations; (3) Determining the benefits (and disadvantages) of each form of organization; (4) Gathering costs to organize and operate the selected form or energy organization; (5) Performing an economic analysis of forming and operating an energy organization; and (6) Develop an implementation plan.

The dimensional stability of lightly-loaded epoxy joints

The use of adhesives to bond metal mounting structures to optical components can significantly simplify the design of an optical system. In precision applications, dimensional instability of the adhesive must be included as a component of the overall error budget. This paper describes the qualification testing of a balanced heterodyne interferometer system in a carefully controlled environment for the purpose of measuring joint stability. Results of this qualification test are reported.

An Improved Continuous Ether Extractor for the Determination of Uranium in Dissolver Solutions

An improved continuous ether extractor is described. The modifications include a means of safely disposing of the active raffinate and a means of positivity checking the raffinate for completeness of uranium extraction. The results obtained on synthetic samples and on dissolver solutions are given. This work was undertaken because of a need for the determination of uranium in dissolver solutions with an accuracy of 0.1 per cent. After a review of available methods it was decided that a gravimetric determination would meet the requirements of precision and accuracy.

Lateral gene transfer in the subsurface

Lateral gene transfer (LGT) is an important adaptive mechanism among prokaryotic organisms. This mechanism is particularly important for the response of microorganisms to changing environmental conditions because it facilitates the transfer of a large number of genes and their rapid expression. Together the transferred genes promote rapid genetic and metabolic changes that may enhance survival to newly established and sometimes hostile environmental conditions. The goal of our project was to examine if and how LGT enhances microbial adaptation to toxic heavy metals in subsurface environments that had been contaminated by mixed wastes due to activities associated with the production of nuclear energy and weapons. This task has been accomplished by dividing the project to several sub-tasks. Thus, we: (1) Determined the level of resistance of subsurface bacterial isolates to several toxic metals, all identified as pollutants of concern in subsurface environments; (2) Designed, tested, and applied, a molecular approach that determined whether metal resistance genes had evolved by LGT among subsurface bacteria; and (3) Developed a DNA hybridization array for the identification of broad host range plasmids and of metal resistance plasmids.
