The War on Terrorism and What We Can Learn from our War with Fire

The highly leveraged, asymmetric attacks of September 11th have launched the nation on a vast ''War on Terrorism''. Now that our vulnerabilities and the enemies' objectives and determination have been demonstrated, we find ourselves rapidly immersed in a huge, complex problem that is virtually devoid of true understanding while being swamped with resources and proposed technologies for solutions. How do we win this war? How do we make sure that we are making the proper investments? What things or freedoms or rights do we have to give up to win? Where do we even start? In analyzing this problem, many similarities to mankind's battle with uncontrolled fire and the threat it presented to society were noted. Major fires throughout history have destroyed whole cities and caused massive loss of life and property. Solutions were devised that have gradually, over several hundred years, reduced this threat to a level that allows us to co-exist with the threat of fire by applying constant vigilance and investments in fire protection, but without living in constant fear and dread from fire. We have created a multi-pronged approach to fire protection that involves both government and individuals in the prevention, mitigation, and response to fires. …

One issue concerns the division of war powers between the President and Congress, whether the use of armed forces falls within the purview of the congressional power to declare war and the War Powers Resolution. The other issue is whether or not Congress concurs in the wisdom of the action. A longer-term issue is whether the War Powers Resolution is an appropriate and effective means of assuring congressional participation in actions that might get the United States involved in war.

A letter report issued by the Government Accountability Office with an abstract that begins "In 2006, the Department of Defense (DOD) established the Joint Improvised Explosive Device Defeat Organization (JIEDDO) to lead, advocate, and coordinate all DOD actions to defeat improvised explosive devices (IEDs). Since 2007, GAO has reported on several issues related to JIEDDO's management and transparency of operations. In response to the 2008 National Defense Authorization Act conference report, mandating that GAO review JIEDDO's efforts, this report addresses the extent to which JIEDDO has (1) measured the effectiveness of its efforts and investments, (2) adhered to its review and approval process for developing counter-IED initiatives, and (3) taken action to address overall internal control weaknesses previously reported by GAO. To address these objectives, GAO analyzed relevant documents and discussed with relevant officials their guidance, oversight, and internal control processes to carry out JIEDDO operations. GAO also conducted case studies of 56 of 497 initiatives JIEDDO's initiative management system."

Correspondence issued by the Government Accountability Office with an abstract that begins "Combat soldiers operate in diverse environments and face injury threats that place demands on the protective equipment systems they use to provide consistent protection throughout a range of temperatures and threat magnitudes. Protective helmets are one of those systems. In addition to protecting against ballistic threats, Army and Marine Corps ground combat helmets are now designed to absorb energy in order to reduce head injury risk from blunt impacts; previous combat helmets, such as the Personnel Armor System for Ground Troops helmet in use until 2002, were not designed to provide any tested levels of blunt impact protection. The currently used Army Advanced Combat Helmet and Marine Corps Light Weight Helmet are outfitted with a pad suspension system to protect against these threats. These pad suspension systems have been found to offer superior blunt impact protection over the older sling suspension systems. The Explanatory Statement accompanying the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act of 2009 directed GAO to review ground combat helmet pads. Warm, Dense Plasma Characterization by X-ray Thomson Scattering

We describe how the powerful technique of spectrally resolved Thomson scattering can be extended to the x-ray regime, for direct measurements of the ionization state, density, temperature, and the microscopic behavior of dense cool plasmas. Such a direct measurement of microscopic parameters of solid density plasmas could eventually be used to properly interpret laboratory measurements of material properties such as thermal and electrical conductivity, EUS and opacity. In addition, x-ray Thomson scattering will provide new information on the characteristics of rarely and hitherto difficult to diagnose Fermi degenerate and strongly coupled plasmas.

A warning concerning the take-off with heavy load

"A successful take-off can be made with an airplane so heavily loaded that it cannot climb to a height greater than the span of its wings. The explanation is that the power required to maintain level flight at an altitude of the order of the wing span may be as much as 50 per cent greater than that necessary when the airplane is just clear of the ground. The failure of heavily loaded airplanes to continue climbing at the rate attained immediately after the actual take-off is a grave hazard and has resulted in great risk or catastrophe in three notable cases which are cited" (p. 1).

Wasco Riparian Buffer Project, Annual Report 2003-2004.

This project implements riparian buffer systems in the Mid-Columbia, addressing limiting factors identified in the Deschutes River Sub-basin Summary, March 2, 2001. This project is providing the technical planning support needed to implement at least 20 riparian buffer system contracts on approximately 800 acres covering an estimated 36 miles of anadromous fish streams. During this second year of implementation, 17 buffer contracts were established on 173,462 ft. of stream (25.9 miles). Acreage included in the buffers totaled 891.6 acres. Average buffer width was 112 ft. on each side of the stream. Cumulative totals through the first two project years are 26 buffers on 36.6 stream miles covering 1,283.6 acres. Actual implementation costs, lease payments, and maintenance costs will be borne by existing USDA programs: Conservation Reserve (CRP) and Conservation Reserve Enhancement Programs (CREP). The lease period of each contract may vary from 10 to 15 years. During this year, the average lease period was 14.9 years. The total value of contracts established this year is $1,421,268 compared with $55,504 in BPA contract costs to provide the technical support needed to get the contracts implemented. Cumulative contract value for the first two years is $1,919,451 compared to $103,329 cost to BPA. …
