A letter report issued by the Government Accountability Office with an abstract that begins "The Medicare program makes about $500 billion in payments per year and continues to have a significant amount of improper payments--almost $48 billion in fiscal year 2010. The Centers for Medicare & Medicaid Services' (CMS) Medicare Integrity Program (MIP) is designed to identify and address fraud, waste, and abuse, which are all causes of improper payments. MIP's authorizing legislation provided funding for its activities and subsequent legislation provided additional funding. GAO was asked to report on how effectively CMS is using MIP funding to address Medicare program integrity. GAO examined (1) how CMS used MIP funding to support the program's activities from fiscal years 2006 through 2010, (2) how CMS assesses the effectiveness of MIP, and (3) factors CMS considers when allocating MIP funding. GAO analyzed CMS budget and other documents, interviewed CMS officials, and examined the agency's method of calculating return on investment (ROI), a performance measure used by CMS to measure the effectiveness of MIP activities."

Correspondence issued by the Government Accountability Office with an abstract that begins "Recent catastrophic flooding in Arkansas, Louisiana, Mississippi, Missouri, and Tennessee caused levee breaches and forced mandatory evacuations; while record flooding along the Mississippi and lower Ohio River valleys prompted the U.S. Army Corps of Engineers (Corps) to rupture the Bird's Point-New Madrid Levee, resulting in the flooding of more than 130,000 acres of Missouri farmland. The destruction is estimated to have caused hundreds of millions in property damages. These events underscore the importance of the nation's levee system and the role federal agencies play in assessing levee integrity and assisting communities in the aftermath of levee failure. Levees are found in approximately 22 percent of U.S. counties, where almost half of the U.S. population resides and are, for the most part, owned and maintained by the locality in which they are located. A letter report issued by the Government Accountability Office with an abstract that begins "To help ensure that Americans receive value for their premium dollars, the Patient Protection and Affordable Care Act (PPACA) established minimum "medical loss ratio" (MLR) standards for health insurers. The MLR is a basic financial indicator, traditionally referring to the percentage of premiums spent on medical claims. The PPACA MLR is defined differently from the traditional MLR. Beginning in 2011, insurers must meet minimum MLR requirements or pay rebates to enrollees. While insurers' first set of data subject to the MLR requirements will be for 2011, and is not due until June 2012, insurers prepared preliminary PPACA MLR data for 2010. To report on TCB funding, the U.S. government conducts an annual survey of agencies and publicly reports the data in a TCB database administered by the U.S. Agency for International Development (USAID). GAO examined (1) how agencies' TCB activities are aligned with the agencies' goals, (2) the extent to which the TCB database provides sufficient information on key trends and funding, and (3) the extent to which USAID monitors and evaluates the effectiveness of its TCB activities. The objectives of this review were to (1) assess the extent to which DOD has prepared an overarching budget estimate for full-spectrum cyberspace operations across the department; and (2) identify the challenges DOD has faced in providing such estimates. The President has identified the cyber threat as one of the most serious national security challenges that the nation faces. In February 2011 the Deputy Secretary of Defense said that more than 100 foreign intelligence agencies have tried to breach DOD computer networks, and that one was successful in breaching networks containing classified information. Catalytic Process for the Conversion of Coal-derived Syngas to Ethanol

The catalytic conversion of coal-derived syngas to C{sub 2+} alcohols and oxygenates has attracted great attention due to their potential as chemical intermediates and fuel components. This is particularly true of ethanol, which can serve as a transportation fuel blending agent, as well as a hydrogen carrier. A thermodynamic analysis of CO hydrogenation to ethanol that does not allow for byproducts such as methane or methanol shows that the reaction: 2 CO + 4 H{sub 2} {yields} C{sub 2}H{sub 5}OH + H{sub 2}O is thermodynamically favorable at conditions of practical interest (e.g,30 bar, {approx}< 250 C). However, when methane is included in the equilibrium analysis, no ethanol is formed at any conditions even approximating those that would be industrially practical. This means that undesired products (primarily methane and/or CO{sub 2}) must be kinetically limited. This is the job of a catalyst. The mechanism of CO hydrogenation leading to ethanol is complex. The key step is the formation of the initial C-C bond. Catalysts that are selective for EtOH can be divided into four classes: (a) Rh-based catalysts, (b) promoted Cu catalysts, (c) modified Fischer-Tropsch catalysts, or (d) Mo-sulfides and phosphides. Propagation of rarefaction pulses in particulate materials with strain-softening behavior

We investigate rarefaction waves in nonlinear periodic systems with a 'softening' power-law relationship between force and displacement to understand the dynamic behavior of this class of materials. A closed form expression describing the shape of the strongly nonlinear rarefaction wave is exact for n = 1/2 and agrees well with the shape and width of the pulses resulting from discrete simulations. A chain of particles under impact was shown to propagate a rarefaction pulse as the leading pulse in initially compressive impulsive loading in the absence of dissipation. Compression pulses generated by impact quickly disintegrated into a leading rarefaction solitary wave followed by an oscillatory train. Such behavior is favorable for metamaterials design of shock absorption layers as well as tunable information transmission lines for scrambling of acoustic information.

Radionuclide Concentrations in Terrestrial Vegetation and Soil Samples On and Around the Hanford Site, 1971 Through 2008

Environmental monitoring is conducted on the U.S. Department of Energy (DOE) Hanford Site to comply with DOE Orders and federal and state regulations. Major objectives of the monitoring are to characterize contaminant levels in the environment and to determine site contributions to the contaminant inventory. This report focuses on surface soil and perennial vegetation samples collected between 1971 and 2008 as part of the Pacific Northwest National Laboratory Surface Environmental Surveillance Project performed under contract to DOE. Areas sampled under this program are located on the Hanford Site but outside facility boundaries and on public lands surrounding the Hanford Site. Additional samples were collected during the past 8 years under DOE projects that evaluated parcels of land for radiological release. These data were included because the same sampling methodology and analytical laboratory were used for the projects. The spatial and temporal trends of six radionuclides collected over a 38-year period were evaluated. The radionuclides----cobalt-60, cesium-137, strontium-90, plutonium-238, plutonium-239/240, and uranium (reported either as uranium-238 or total uranium)----were selected because they persist in the environment and are still being monitored routinely and reported in Hanford Site environmental reports. This research effort evaluates the impact of large-scale photovoltaic (PV) and distributed generation (DG) output on NV Energy’s electric grid system in southern Nevada. It analyzes the ability of NV Energy’s generation to accommodate increasing amounts of utility-scale PV and DG, and the resulting cost of integrating variable renewable resources. The study was jointly funded by the United States Department of Energy and NV Energy, and conducted by a project team comprised of industry experts and research scientists from Navigant Consulting Inc., Sandia National Laboratories, Pacific Northwest National Laboratory and NV Energy.

FastQuery: A Parallel Indexing System for Scientific Data

Modern scientific datasets present numerous data management and analysis challenges. State-of-the- art index and query technologies such as FastBit can significantly improve accesses to these datasets by augmenting the user data with indexes and other secondary information. However, a challenge is that the indexes assume the relational data model but the scientific data generally follows the array data model. To match the two data models, we design a generic mapping mechanism and implement an efficient input and output interface for reading and writing the data and their corresponding indexes. To take advantage of the emerging many-core architectures, we also develop a parallel strategy for indexing using threading technology. This approach complements our on-going MPI-based parallelization efforts. We demonstrate the flexibility of our software by applying it to two of the most commonly used scientific data formats, HDF5 and NetCDF. We present two case studies using data from a particle accelerator model and a global climate model. We also conducted a detailed performance study using these scientific datasets. The results show that FastQuery speeds up the query time by a factor of 2.5x to 50x, and it reduces the indexing time by a factor of 16 on 24 cores.

Small particles have been at the heart of nanoscience since the birth of the field and now stand ready to make significant contributions to the big challenges of energy, health and sustainability. Atomic clusters show exquisite size-dependent electronic and magnetic properties and offer a new level of control in catalyses, sensors and biochips; functionalised nanocrystals offer remarkable optical properties and diverse applications in electronic devices, solar energy, and therapy. Both areas are complemented by a raft of recent advances in fabrication, characterization, and performance of a diversity of nanomaterials from the single atom level to nanowires, nanodevices, and biologically-inspired nanosystems. The goal of the 2011 Gordon Conference is thus to continue and enhance the interdisciplinary tradition of this series and discuss the most recent advances, fundamental scientific questions, and emerging applications of clusters, nanocrystals, and nanostructures. A single conference covering all aspects of nanoscience from fundamental issues to applications has the potential to create new ideas and stimulate cross fertilization. Status and Plans for an SRF Accelerator Test Facility at Fermilab

A superconducting RF accelerator test facility is currently under construction at Fermilab. The accelerator will consist of an electron gun, 40 MeV injector, beam acceleration section consisting of 3 TTF-type or ILC-type cryomodules, and multiple downstream beam lines for testing diagnostics and performing beam experiments. With 3 cryomodules installed this facility will initially be capable of generating an 810 MeV electron beam with ILC beam intensity. The facility can accommodate up to 6 cryomodules for a total beam energy of 1.5 GeV. This facility will be used to test SRF cryomodules under high intensity beam conditions, RF power equipment, instrumentation, and LLRF and controls systems for future SRF accelerators such as the ILC and Project-X. This paper describes the current status and overall plans for this facility.

Preaxial Polydactyly in Sost/Sostdc1 Double Knockouts

In the United States, {approx}5% are born with congenital birth defects due to abnormal function of cellular processes and interactions. Sclerosteosis, a rare autosomal recessive disease, causes hyperostosis of the axial and appendicular skeleton, and patients present radial deviation, digit syndactyly, nail dysplasia, and overall high bone mineral density. Sclerosteosis is due to a loss of function of sclerostin (Sost). Sost is a Wnt (abbrev.) antagonist; when mutated, nonfunctional Sost results in hyperactive osteoblast activity which leads to abnormal high bone mass. Previous studies have shown that Sost overexpression in transgenic mice causes reduced bone mineral density and a variety of limb phenotypes ranging from lost, fused, and split phalanges. Consistent with clinical manifestations of Sclerosteosis, Sost knockout mice exhibit increased generalized bone mineral density and syndactyly of the digits. Sostdc1 is a paralog of Sost that has also been described as an antagonist of Wnt signaling, in developing tooth buds. Unlike Sost knockouts, Sostdc1 null mice do not display any limb abnormalities. To determine if Sost and Sostdc1 have redundant functions during limb patterning, we examined Sost; Sostdc1 mice determined that they exhibit a novel preaxial polydactyly phenotype with a low penetrance.
