Disaster Unemployment Assistance (DUA) benefits are available only to those individuals who have become unemployed as a direct result of a declared major disaster. First created in 1970 through P.L. 91-606, DUA benefits are authorized by the Robert T. Stafford Disaster Relief and Emergency Relief Act (the Stafford Act), which authorizes the President to issue a major disaster declaration after state and local government resources have been overwhelmed by a natural catastrophe or, "regardless of cause, any fire, flood, or explosion in any part of the United States." This report contains information on how to ascertain if an individual is eligible for DUA benefits.

This talk is about fishing and the friendships that have resulted in its pursuit. It is also about theoretical physics, and the relationship of imagination and fantasy to the establishment of ideas about nature. Fishermen, like theoretical physicists, are well known for their inventive imaginations. Perhaps neither are as clever as sailors, who conceived of the mermaid. If one doubts the power of this fantasy, one should remember the ghosts of the many sailors who drowned pursuing these young nymphs. An extraordinary painting by J. Waterhouse is shown as Fig. 1. The enchantment of a mermaid must reflect an extraordinary excess of imagination on the part of the sailor, perhaps together with an impractical turn of mind. A consummated relationship with a mermaid is after all, by its very nature a fantasy incapable of realization. To a theoretical physicist, she is symbolic of many ideas we develop. Correspondence issued by the Government Accountability Office with an abstract that begins "Since the September 11, 2001, terrorist attacks, the Department of Defense (DOD) has been engaged in domestic and overseas military operations in support of overseas contingency operations (OCO). These operations include Operation Iraqi Freedom, which focuses principally on Iraq, and Operation Enduring Freedom, which focuses principally on Afghanistan, but also include operations in the Horn of Africa, the Philippines, and elsewhere. Obtaining an accurate picture of OCO costs is of critical importance given the need to evaluate trade-offs and make more effective use of defense dollars in light of the nation's long-term fiscal challenges. In the past, the GAO has reported on the need for DOD to become more disciplined in its approach to developing plans and budgets, including building more OCO costs into the base defense budget. In February 2009, the Office of Management and Budget (OMB), in coordination with the Office of the Secretary of Defense (OSD), developed new guidance for use when constructing the initial fiscal year 2010 OCO funding request that more narrowly defined what should be considered an OCO funding need. This report describes key sources of information on government and private funding, and outlines eligibility for federal grants. Federal grants are intended for projects benefiting states and communities. Individuals may be eligible for other kinds of benefits or assistance, or small businesses and students may be eligible for loans.

The morphological and electrical properties of Ba{sub 1-x}Sr{sub x}Ce{sub 0.8}Y{sub 0.2}O{sub 3-{delta}} with x varying from 0 to 1 prepared by a modified Pechini method were investigated as potential high temperature proton conductors. Dense microstructures were achieved for all the samples upon sintering at 1500 C for 5 h. The phase structure analysis indicated that perovskite phase was formed for 0 {le} x {le} 0.2, while for x larger than 0.5, impurity phases of Sr{sub 2}CeO{sub 4} and Y{sub 2}O{sub 3} appeared. The tolerance to H{sub 2}O for the samples improved with the increase in Sr content when exposed to boiling water, while the electrical conductivity decreased from x = 0 to 1. However, the resistance to CO{sub 2} attack at elevated temperatures was not improved within the whole x range studied.

The Large Synoptic Survey Telescope (LSST) will continuously image the entire sky visible from Cerro Pachon in northern Chile every 3-4 nights throughout the year. The LSST will provide data for a broad range of science investigations that require better than 1% photometric precision across the sky (repeatability and uniformity) and a similar accuracy of measured broadband color. The fast and persistent cadence of the LSST survey will significantly improve the temporal sampling rate with which celestial events and motions are tracked. To achieve these goals, and to optimally utilize the observing calendar, it will be necessary to obtain excellent photometric calibration of data taken over a wide range of observing conditions - even those not normally considered 'photometric'. To achieve this it will be necessary to routinely and accurately measure the full optical passband that includes the atmosphere as well as the instrumental telescope and camera system. The LSST mountain facility will include a new monochromatic dome illumination projector system to measure the detailed wavelength dependence of the instrumental passband for each channel in the system. This report examines concerns expressed by policymakers and experts that current Stafford Act declarations are inadequate to respond to, and recover from, highly destructive events. It presents the arguments for and against amending the act to add a catastrophic declaration amendment. This report also includes data analyses of past and potential disasters to determine what incidents might be deemed as catastrophic, and explores alternative policy options that might obviate the need for catastrophic declarations.

We perform a Dalitz plot analysis of about 100,000 D{sub s}{sup +} decays to K{sup +}K{sup -}{pi}{sup +} and measure the complex amplitudes of the intermediate resonances which contribute to this decay mode. We also measure the relative branching fractions of D{sub s}{sup +} {yields} K{sup +}K{sup +}{pi}{sup -} and D{sub s}{sup +} {yields} K{sup +}K{sup +}K{sup -}. For this analysis we use a 384 fb{sup -1} data sample, recorded by the BABAR detector at the PEP-II asymmetric-energy e{sup +}e{sup -} collider running at center-of-mass energies near 10.58 GeV.

The P Reactor at the Savannah River Site is one of the first reactor facilities in the US DOE complex that has been placed in its end state through in situ decommissioning (ISD). The ISD end state consists of a grout-filled concrete civil structure within the concrete frame of the original building. To evaluate the feasibility and utility of remote sensors to provide verification of ISD system conditions and performance characteristics, an ISD Sensor Network Test Bed has been designed and deployed at the Savannah River National Laboratory. The test bed addresses the DOE-EM Technology Need to develop a remote monitoring system to determine and verify ISD system performance. Commercial off-the-shelf sensors have been installed on concrete blocks taken from walls of the P Reactor Building. Deployment of this low-cost structural monitoring system provides hands-on experience with sensor networks. The initial sensor system consists of: (1) Groutable thermistors for temperature and moisture monitoring; (2) Strain gauges for crack growth monitoring; (3) Tiltmeters for settlement monitoring; and (4) A communication system for data collection. Preliminary baseline data and lessons learned from system design and installation and initial field testing will be utilized for future ISD sensor network development and deployment.

The 'Evaluating Global Aerosol Models and Aerosol and Water Vapor Properties Near Clouds' project focused extensively on the analysis and utilization of water vapor and aerosol profiles derived from the ARM Raman lidar at the Southern Great Plains ARM site. A wide range of different tasks were performed during this project, all of which improved quality of the data products derived from the lidar or advanced the understanding of atmospheric processes over the site. These activities included: upgrading the Raman lidar to improve its sensitivity; participating in field experiments to validate the lidar aerosol and water vapor retrievals; using the lidar aerosol profiles to evaluate the accuracy of the vertical distribution of aerosols in global aerosol model simulations; examining the correlation between relative humidity and aerosol extinction, and how these change, due to horizontal distance away from cumulus clouds; inferring boundary layer turbulence structure in convective boundary layers from the high-time-resolution lidar water vapor measurements; retrieving cumulus entrainment rates in boundary layer cumulus clouds; and participating in a field experiment that provided data to help validate both the entrainment rate retrievals and the turbulent profiles derived from lidar observations.

Two hybrid sulfur (HyS) cycle process flowsheets intended for use with high-temperature gas-cooled reactors (HTGRs) are presented. The flowsheets were developed for the Next Generation Nuclear Plant (NGNP) program, and couple a proton exchange membrane (PEM) electrolyzer for the SO2-depolarized electrolysis step with a silicon carbide bayonet reactor for the high-temperature decomposition step. One presumes an HTGR reactor outlet temperature (ROT) of 950 C, the other 750 C. Performance was improved (over earlier flowsheets) by assuming that use of a more acid-tolerant PEM, like acid-doped poly[2,2'-(m-phenylene)-5,5'-bibenzimidazole] (PBI), instead of Nafion{reg_sign}, would allow higher anolyte acid concentrations. Lower ROT was accommodated by adding a direct contact exchange/quench column upstream from the bayonet reactor and dropping the decomposition pressure. Aspen Plus was used to develop material and energy balances. A net thermal efficiency of 44.0% to 47.6%, higher heating value basis is projected for the 950 C case, dropping to 39.9% for the 750 C case.
