The U.S. program of assistance to Afghanistan is intended to stabilize and strengthen the Afghan economic, social, political, and security environment so as to blunt popular support for extremist forces in the region. Since 2001, nearly $38 billion has been appropriated toward this effort. This report provides a "big picture" overview of the U.S. aid program and congressional action. It describes what various aid agencies report they are doing in Afghanistan. It does not address the effectiveness of their programs.

This report analyzes the current crises that the U.S. newspaper industry is facing in light of the recent economic downturn and the increasing number of readers who turn to the Internet for their news instead of to traditional media. Congress has begun debating whether the financial problems in the newspaper industry pose a public policy issue that warrants federal action.

The Obama Administration is facing a security environment in Iraq vastly improved over that which prevailed during 2005-2007, although still not completely peaceful or without potential to deteriorate significantly. Some U.S. officials believe that further U.S. military presence might be needed beyond the projected 2011 withdrawal date, and that political disputes among Iraqi factions could escalate and reignite civil conflict in the absence of a U.S. presence. This report discusses these issues in detail, as well as the factors that have contributed to the planned withdrawal of U.S. troops, including mounting casualties and financial costs.

A letter report issued by the Government Accountability Office with an abstract that begins "The five Army depot maintenance activities support combat readiness by providing services to keep Army units operating worldwide. From fiscal years 2004 through 2007, the amount of new orders received to perform work increased 100 percent from $2.6 billion to $5.2 billion. The number of new orders is a factor in the amount of work the depots carry over from one fiscal year to the next. While past congressional defense committees recognize the need for carryover, the committees have raised concerns that carryover may be more than needed. GAO was asked to determine (1) the growth in reported total carryover from fiscal years 2004 through 2007 and the actions the Army is taking to reduce the carryover, (2) whether reported carryover amounts exceeded carryover ceilings for fiscal years 2006 and 2007 and adjustments made to reduce those amounts, and (3) the primary reasons for the increased carryover at the five Army depots. GAO analyzed reported carryover and related data at the five depots."

A letter report issued by the Government Accountability Office with an abstract that begins "The Public Utility Holding Company Act of 1935 (PUHCA), which is administered by the Securities and Exchange Commission (SEC), subjects public utility holding companies to federal regulation. Some recent events have raised concerns about SEC's administration of the act. GAO was asked to review SEC's administration of PUCHA. GAO's objectives included determining the nature and the extent to which SEC regulates registered holding companies and the results of its regulation, the extent to which SEC reviews claims of exemption and the results of these reviews, and how SEC determines whether companies have a controlling influence over public utilities or holding companies."

A letter report issued by the Government Accountability Office with an abstract that begins "As a result of the unprecedented damage caused by Hurricanes Katrina and Rita in 2005, the federal government, for the first time, funded several disaster case management programs. These programs help victims access services for disaster-related needs. GAO was asked to review (1) steps the federal government took to support disaster case management programs after the hurricanes, (2) the extent to which federal agencies oversaw the implementation of these programs, (3) challenges case management agencies experienced in delivering disaster case management services, and (4) how these programs will inform the development of a federal case management program for future disasters. GAO reviewed relevant laws and guidance, obtained data from two programs, conducted site visits to Louisiana and Mississippi, and interviewed case management providers and officials from federal and state agencies involved in disaster case management."

A letter report issued by the General Accounting Office with an abstract that begins "The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 created the Temporary Assistance for Needy Families (TANF) block grants to states, which emphasizes work and responsibility over dependence on government benefits. GAO found that impairments are common among TANF recipients and their children, with 44 percent of TANF recipients reporting that they or their children had impairments, compared with 15 percent of the non-TANF population. Moreover, recipients with impairments were more likely to be white and over age 35 than those without impairments. GAO found that people with impairments who left TANF were less likely to be employed than leavers without impairments, but many leavers with impairments received Supplemental Security Income, a federal program providing cash assistance to low-income individuals who are aged, blind, or disabled."

Almost 20 percent of the U.S. Agency for International Development's (USAID) $5.9 billion in assistance to Afghanistan has been for roads. The Department of Defense (Defense) has committed about $560 million for roads, of which Commander's Emergency Response Program (CERP) funds account for over half. GAO examined (1) the status of road reconstruction and challenges affecting project implementation, (2) U.S. agencies' efforts to evaluate the impact of road projects, and (3) efforts to develop a sustainable road maintenance program. GAO reviewed U.S. and Afghan governments' planning, evaluation, and funding documents and interviewed relevant stakeholders in Afghanistan."

A chapter report issued by the General Accounting Office with an abstract that begins "The widespread drought conditions of 2002 focused attention on a critical national challenge: ensuring a sufficient freshwater supply to sustain quality of life and economic growth. States have primary responsibility for managing the allocation and use of water resources, but multiple federal agencies also play a role. For example, Interior's Bureau of Reclamation operates numerous water storage facilities, and the U.S. Geological Survey collects important surface and ground-water information. GAO was asked to determine the current conditions and future trends for U.S. water availability and use, the likelihood of shortages and their potential consequences, and states' views on how federal activities could better support state water management efforts to meet future demands. For this review, GAO conducted a web-based survey of water managers in the 50 states and received responses from 47 states; California, Michigan, and New Mexico did not participate."

It also summarizes the policy agenda of Ghana's president, John Atta Mills, who won office by a narrow margin in elections in late 2008. The dynamics of that election are described in the report, as are recent policy-centered developments, economic challenges and performance, and socio-economic prospects. The Siemens Advanced Quantra Fourier Transform Ion Cyclotron Resonance (FTICR) mass spectrometer was evaluated as an alternative instrument to large double focusing mass spectrometers for gas analysis. High resolution mass spectrometers capable of resolving the common mass isomers of the hydrogen isotopes are used to provide data for accurate loading of reservoirs and to monitor separation of tritium, deuterium, and helium. Conventional double focusing magnetic sector instruments have a resolution that is limited to about 5000. The Siemens FTICR instrument achieves resolution beyond 400,000 and could possibly resolve the tritium ion from the helium-3 ion, which differ by the weight of an electron, 0.00549 amu. Working with Y-12 and LANL, SRNL requested Siemens to modify their commercial Quantra system for low mass analysis. To achieve the required performance, Siemens had to increase the available waveform operating frequency from 5 MHz to 40 MHz and completely redesign the control electronics and software. However, they were able to use the previous ion trap, magnet, passive pump, and piezo-electric pulsed inlet valve design. NNSA invested $1M in this project and acquired four systems, two for Y-12 and one each for SRNL and LANL. Siemens claimed a $10M investment in the Quantra systems. The …

The main goal of the project was to study analytically and experimentally the condensation heat transfer for the passive condenser system such as GE Economic Simplified Boiling Water Reactor (ESBWR). The effect of noncondensable gas in condenser tube and the reduction of secondary pool water level to the condensation heat transfer coefficient was the main focus in this research. The objectives of this research were to : 1) obtain experimental data on the local and tube averaged condensation heat transfer rates for the PCCS with non-condensable and with change in the secondary pool water, 2) assess the RELAP5 and TRACE computer code against the experimental data, and 3) develop mathematical model and ehat transfer correlation for the condensation phenomena for system code application. The project involves experimentation, theoretical model development and verification, and thermal- hydraulic codes assessment.

Uraninite (UO2) and metaschoepite (UO3·2H2O) are the uranium phases most frequently observed in K Basin sludge. Uraninite arises from the oxidation of uranium metal by anoxic water and metaschoepite arises from oxidation of uraninite by atmospheric or radiolytic oxygen. Studies of the oxidation of uraninite by oxygen to form metaschoepite were performed at 21°C and 50°C. A uranium oxide oxidation state characterization method based on spectrophotometry of the solution formed by dissolving aqueous slurries in phosphoric acid was developed to follow the extent of reaction. This method may be applied to determine uranium oxide oxidation state distribution in K Basin sludge. The uraninite produced by anoxic corrosion of uranium metal has exceedingly fine particle size (6 nm diameter), forms agglomerates, and has the formula UO2.004±0.007; i.e., is practically stoichiometric UO2. The metaschoepite particles are flatter and wider when prepared at 21°C than the particles prepared at 50°C. These particles are much smaller than the metaschoepite observed in prolonged exposure of actual K Basin sludge to warm moist oxidizing conditions. The uraninite produced by anoxic uranium metal corrosion and the metaschoepite produced by reaction of uraninite aqueous slurries with oxygen may be used in engineering and process development testing. The report documents recent changes in wetland acres. The U.S. Fish and Wildlife Service released its most recent periodic survey of changes in wetland acreage nationwide in March 2006. Covering 1998 to 2004, it concluded that during this time period there was a small net gain in overall wetland acres for the first time that this survey has been conducted. Others caution, however, that much of this gain was in ponds, rather than natural wetlands.

Given the large potential impact broadband access may have on the economic development of rural America, concern has been raised over a "digital divide" between rural and urban or suburban areas with respect to broadband deployment. While there are many examples of rural communities with state of the art telecommunications facilities, recent surveys and studies have indicated that, in general, rural areas tend to lag behind urban and suburban areas in broadband deployment. This report provides information on the background of broadband in rural American, pilot broadband loan and grant programs, community connect broadband grants, criticisms of the broadband programs, issues during reauthorization, appropriations, and American Recovery and Reinvestment Act.

In 2008, the Kalispel Natural Resource Department (KNRD) continued to implement its habitat enhancement projects for bull trout (Salvelinus confluentus) and westslope cutthroat trout (Oncorhynchus clarki lewisi). Baseline fish population and habitat assessments were conducted in Upper West Branch Priest River. Additional fish and habitat data were collected for the Granite Creek Watershed Assessment, a cooperative project between KNRD and the U.S. Forest Service Panhandle National Forest (FS) . The watershed assessment, funded primarily by the Salmon Recovery Funding Board of the State of Washington, will be completed in 2009.

A class of optimization problems in networks of intersecting diffusion domains of a special form of thin paths has been considered. The system of equations describing stationary solutions is equivalent to an electrical circuit built of intersecting conductors. The solution of an optimization problem has been obtained and extended to the analogous electrical circuit. The interest in this network arises from, among other applications, an application to wave-particle diffusion through resonant interactions in plasma.
