2727-S Nonradioactive Dangerous Waste Storage Facility clean closure evaluation report

This report presents the analytical results of 2727-S NRDWS facility closure verification soil sampling and compares these results to clean closure criteria. The results of this comparison will determine if clean closure of the unit is regulatorily achievable. This report also serves to notify regulators that concentrations of some analytes at the site exceed sitewide background threshold levels (DOE-RL 1993b) and/or the limits of quantitation (LOQ). This report also presents a Model Toxics Control Act Cleanup (MTCA) (WAC 173-340) regulation health-based closure standard under which the unit can clean close in lieu of closure to background levels or LOQ in accordance with WAC 173-303-610. The health-based clean closure standard will be closure to MTCA Method B residential cleanup levels. This report reconciles all analyte concentrations reported above background or LOQ to this health-based cleanup standard. Regulator acceptance of the findings presented in this report will qualify the TSD unit for clean closure in accordance with WAC 173-303-610 without further TSD unit soil sampling, or soil removal and/or decontamination. Nondetected analytes require no further evaluation.

Key among various issues of ignited plasmas is understanding the physics of energy transfer between thermal plasma particles and magnetically confined, highly energetic charged ions in a tokamak device. The superthermal particles are products of fusion reactions. The efficiency of energy transfer by collisions, from charged fusion products (e.g., {alpha}-particles) to plasma ions, grossly determines whether or not plasma conditions are self-sustaining without recourse to auxiliary heating. Furthermore, should energy transfer (efficiency be poor, and substantial auxiliary heating power is required to maintain reacting conditions within the plasma, economics may preclude commercial viability of fusion reactors. The required charged fusion product information is contained in the energy distribution function of these particles. Knowledge of temporal variations of the superthermal particle energy distribution function could be used by a fusion reactor control system to balance plasma conditions between thermal runaway and a modicum of fusion product energy transfer. Therefore, diagnostics providing data on the dynamical transfer of alpha-particle and other charged fusion product energy to the plasma ions are essential elements for a fusion reactor control system to insure that proper plasma conditions are maintained. Aging and phase stability of waste package outer barrier

After aging for 16,000 hr at 593 C, P phase was found at Alloy 22 grain boundaries. At higher temperatures (as much as 760 C for the same aging time), both {mu} and P phase formed on grain boundaries and within the grains. Grain boundary carbides also form at 593 C and higher, but the amount of carbide is small compared to the p and P phases. A small amount of sigma phase forms in Alloy 22 after 16,000 hr at 704 and 760 C. LRO was seen after aging for 16,000 hr at 593 C and for 40,000 hr at 427 C, but ordering most likely begins at shorter times. More work must be done in phase identification. Samples aged at times less than 16,000 hr must be examined so that the phase evolution during aging can be determined. A procedure being developed for phase extraction and x-ray diffraction should make phase identification and quantification of the relative amounts of each phase easier. The times at which various stages of intermetallic precipitation occur in Alloy 22 base metal displayed an exponential (Arrhenius-type) temperature dependence. This Site Integration Management plan provides the Los Alamos Response to the Defense Nuclear Facility Safety Board (DNFSB) Recommendation 97-1. This recommendation addresses the safe storage and management of the Departments uranium 233 ({sup 233}U) inventory. In the past, Los Alamos has used {sup 233}U for a variety of different weapons related projects. The material was used at a variety of sites in varying quantities. Now, there is a limited need for this material and the emphasis has shifted from use to storage and disposition of the material. The Los Alamos program to address the DNFSB Recommendation 97-1 has two emphases. First, take corrective action to address near term deficiencies required to provide safe interim storage of {sup 233}U. Second, provide a plan to address long term storage and disposition of excess inventory at Los Alamos.

We are seeking to find biological methods to remove carboxylic functionalities from low-rank coals and to assess the properties of the modified coal towards coal liquefaction. The main objectives for this quarter were : continuation of microbial consortia development and maintenance, evaluation of commercial decarboxylase, decarboxylation of lignite, demineralized Wyodak coal and model polymer, and characterization of biotreated coals. Specifically we report that two batch fermentor systems were completed and three other fermentors under optimum conditions for coal decarboxylation are in progress; that inhibition of growth of methanogens in the batch fermentor system enhanced the carbon dioxide production; that adapted microbial consortium produced more gas from lignite than Wyodak subbituminous coal; that phenylalanine decarboxylase exhibited insignificant coal decarboxylation activity; that two different microbial consortia developed on coal seem to be effective in decarboxylation of a polymer containing free carboxylic groups; and that CHN analyses of additional biotreated coals reconfirm increase in H/C ratio by 3--6%.

This twelfth edition of the Annual Energy Review (AER) presents the Energy Information Administration`s historical energy statistics. For most series, statistics are given for every year from 1949 through 1993. Because coverage spans four and a half decades, the statistics in this report are well-suited to long-term trend analyses. The AER is comprehensive. It covers all major energy activities, including consumption, production, trade, stocks, and prices, for all major energy commodities, including fossil fuels and electricity. The AER also presents Energy Information Administration (EIA) statistics on some renewable energy sources. EIA estimates that its consumption series include about half of the renewable energy used in the United States. Australia Remote Monitoring Project (ARMP)

As a result of the Safeguards Arrangement between the US Department of Energy (DOE) and the Australian Safeguards and Non-Proliferation Office (ASNO) concerning international safeguards R and D, ASNO and Sandia National Laboratories (SNL) have agreed to jointly develop a remote monitoring system at the HIFAR reactor, Lucas Heights, Australia. The HIFAR reactor is a high flux research reactor operated by the Australian Nuclear Science and Technology Organization (ANSTO). The objective of the system is to remotely monitor the entire Material Balance Area (MBA) AS-A to include: fresh fuel the reactor core; spent fuel in the cropping/irradiation pond, international pond, dry spent fuel storage facility, and Dounreay flasks; and spent fuel during designated transport. The purpose is to reduce on-site inspection effort at the HIFAR reactor.

Baseline risk assessment for groundwater operable units at the Chemical Plant Area and the Ordnance Works Area, Weldon Spring, Missouri

The U.S. Department of Energy (DOE) and the U.S. Department of the Army (DA) are evaluating conditions in groundwater and springs at the DOE chemical plant area and the DA ordnance works area near Weldon Spring, Missouri. The two areas are located in St. Charles County, about 48 km (30 mi) west of St. Louis. The 88-ha (217-acre) chemical plant area is chemically and radioactively contaminated as a result of uranium-processing activities conducted by the U.S. Atomic Energy Commission in the 1950s and 1960s and explosives-production activities conducted by the U.S. Army (Army) in the 1940s. The 6,974-ha (17,232-acre) ordnance works area is primarily chemically contaminated as a result of trinitrotoluene (TNT) and dinitrotoluene (DNT) manufacturing activities during World War II. This baseline risk assessment (BRA) is being conducted as part of the remedial investigation/feasibility study (RUFS) required under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) of 1980, as amended. The purpose of the BRA is to evaluate potential human health and ecological impacts from contamination associated with the groundwater operable units (GWOUs) of the chemical plant area and ordnance works area. Beam-Cavity Interaction Circuit at W-Band

We describe the design, fabrication and bench-study of a mm-wave cavity employed as a relativistic klystron output structure. The OFE copper cavity was prepared by electro-discharge machining and diffusion bonding, cleaned, and tuned to 91.4 GHz. Measured cavity characteristics are presented and compared with theory, including quality factor, Q, coupling parameter {beta}, scattering matrix S{sub 11}, and axial electric field profile E{sub z}. This work provides the basis for understanding of the cavity as a transfer structure.

Calculation of thermal diffuse scattering

The authors developed a computer program to calculate the thermal diffuse scattering (TDS) intensity distribution for single crystal specimens in a diffractometer with no energy analysis. They assumed that the phonon frequencies are approximated by those of elastic waves and that the elastic constants, density and lattice parameters of the system under study are known. The results of the calculations were compared to experimental data obtained for single crystals of Si, diamond and NiAl at the Wide Angle neutron Diffractometer at the HFIR at Oak Ridge National Laboratory. Excellent agreement was found between the calculations and the experimental observations.

CASIM input parameters for various materials

During the past year, the computer program CASIM has been placed in a common area from which copies can be obtained by a wide array of users. The impetus for this arrangement was the need to have a standard code that could be maintained and transported to other platforms. In addition, an historical record would be kept of each version as the program evolved. CASIM requires a series of parameters (input by the user) that describe the medium in which the cascade develops. Presently a total of 9 materials can be defined. Occasions arise when one needs to know the properties of materials (elements, compounds, and mixtures) that have not been defined. Because it is desirable to have a uniform set of values for all CASIM users, this note presents a methodology for obtaining the input parameters for an arbitrary material. They are read in by the Subroutine CASIM{underscore}PROG from the user supplied file CASIM.DAT.

To overcome the shortage of components required for high temperature operation required by current IGCC and PFBC systems, researchers recently have decided that the power systems can be optimized within an operation temperature range of 343 to 538 C. The findings of this research work support the use of iron oxides as an efficient, disposable hot gas desulfurization sorbent candidate to meet the temperature range of 343 to 538 C to further optimize its application for hot gas desulfurization. A parametric study was performed to characterize the controlling parameters dominating the absorption process of hydrogen sulfide by waste iron oxide as a sorbent alternative within a stringent environment with the use of simulated KRW reducing gas. The major parameters studied for hot gas desulfurization with the use of waste iron oxide; mixed in coal ash and reacted with hot sulfurized gas; in hot gas stream include (1) dust cake permeability during heavy dust loading, (2) feasibility of dust cake removal with current back pulse cleaning technology, (3) the reaction temperature, (4) the space velocity of the gas stream. Characterization of short pulse laser-produced plasmas at the Lawrence Livermore National Laboratory ultra short-pulse laser

The K-shell emission from porous aluminum targets is used to infer the density and temperature of plasmas created with 800 nm and 400 nm, 140 fs laser light. The laser beam is focused to a minimum spot size of 5 {mu}m with 800 nm light and 3 {mu}m with 400 nm light, producing a normal incidence peak intensity of 10{sup 18} Watts/cm{sup 2}. A new 800 fs x-ray streak camera is used to study the broadband x-ray emission. The time resolved and time integrated x-ray emission implies substantial differences between the porous target and the flat target temperature.

Just prior to this award and reporting period but as part of this program, EnerTech initiated preliminary pilot scale slurry carbonization experiments with Refuse Derived Fuel (RDF) and preliminary pilot scale combustion experiments with the carbonized RDF slurry fuel. For this award and the time period April 1995--July 1995, several modifications to the pilot plant facilities were completed to improve operational reliability, system performance, and characteristics of the carbonized slurry fuel, based upon the previous plant experiments.

A Comparison of the WIND System Atmospheric Models and MATS Data

Atmospheric transport and diffusion models have been developed by the Environmental Technology Section (ETS) of the Savannah River Technology Center to calculate the location and concentration of toxic or radioactive materials during an accidental release at the Savannah River Site (SRS). The output from these models has been used to support initial on-site and off-site emergency response activities such as protective action decision making and field monitoring coordination. These atmospheric transport and diffusion models have been incorporated into an automated computer-based system called the (Weather Information and Display) System and linked to real-time meteorological and radiological monitoring instruments to provide timely information for these emergency response activities (Hunter, 1990). This study will compare two of the WIND System annospheric models, PUFF/PLUME and 2DPUF, with a select group of MATS experiments and examine the results in detail to determine the performance of the models. Additional results from this study can be found in Fast et al. (1991).

This renovation project, which will correct those deficiencies and allow operation of the facility, is proposed as an FY 97 line item. The mission of the project is to provide centralized intermediate and long-term storage of special nuclear materials (SNM) associated with defined LANL programmatic missions and to establish a centralized SNM shipping and receiving location for Technical Area (TA)-55 at LANL. Based on current projections, existing storage space for SNM at other locations at LANL will be loaded to capacity by approximately 2002. This will adversely affect LANUs ability to meet its mission requirements in the future. The affected missions include LANL`s weapons research, development, and testing (WRD&T) program; special materials recovery; stockpile survelliance/evaluation; advanced fuels and heat sources development and production; and safe, secure storage of existing nuclear materials inventories.
