Breeder reactor fuel fabrication system development

Significant progress has been made in the design and development of remotely operated breeder reactor fuel fabrication and support systems (e.g., analytical chemistry). These activities are focused by the Secure Automated Fabrication (SAF) Program sponsored by the Department of Energy to provide: a reliable supply of fuel pins to support US liquid metal cooled breeder reactors and at the same time demonstrate the fabrication of mixed uranium/plutonium fuel by remotely operated and automated methods.

Inertial confinement fusion: present status and future potential

Power from inertial confinement fusion holds much promise for society. This paper points out many of the benefits relative to combustion of hydrocarbon fuels and fission power. Potential problems are also identified and put in perspective. The progress toward achieving inertial fusion power is described and results of recent work at the Lawrence Livermore National Laboratory are presented. Key phenomenological uncertainties are described and experimental goals for the Nova laser system are given. Several ICF reactor designs are discussed.

Matter oscillations and solar neutrinos: A review of the MSW (Mikheyev-Smirnov-Wolfenstein) effect

We review the theory of the Mikheyev-Smirnov-Wolfenstein effect, in which matter oscillations can greatly enhance ''in vacuo'' neutrino oscillations, and we examine its consequences for the solar neutrino problem. Using a two-flavor model, we discuss the solutions in the ..delta..m/sup 2/-sin/sup 2/2THETA parameter space for the /sup 37/Cl experiment, and describe their predictions for the /sup 71/Ga experiment and for the spectrum of electron-neutrinos arriving at earth. We also comment on the three-flavor case.

It was demonstrated that the nature of the initial solvent used to extract the silver neodecanoate during synthesis or to render it into solution for ink formulation has a profound influence on fired film properties. The lower the boiling point of the initial solvent, the more of it was removed during rotary vacuum evaporation, and the less effect it had on fired film properties. Benzene and tetrahydrofuran were superior to xylene and toluene, and inks which used them in their preparation produced fired films with excellent appearance and adhesion if the proper firing sequence was used. The best films also had electrical resistivities very close to that of pure silver, which indicates that near theoretical density was achieved. Platinum and palladium metallo-organic compounds were investigated so that fired films with good solder leach resistance could be produced. Six metallo-organic compounds were synthesized, four of them were used to make inks, and the properties of films made from these inks were evaluated. The most promising compound evaluated was Pt 2,4 pentane dionate, but additional studies are required.

Prohibiting Discrimination Against Handicapped Individuals in Federally Aided Programs: Section 504 of The Rehabilitation Act of 1973, As Amended

Section 504 of the Rehabilitation Act of 1973 prohibits discrimination against handicapped individuals by recipients of Federal financial assistance. The first regulation implementing section 504 was promulgated by the former Department of Health, Education, and Welfare and serves as the model for other agencies. The 1978 amendments extended section 504 provisions to the executive agencies and the United States Postal Service.

State-of-the-art for evaluating the potential effects of erosion and deposition on a radioactive waste repository. Final report

The potential impact of future geologic processes on the integrity of a deep, high-level radioactive-waste repository is evaluated. The following study identifies the potential consequences of surface erosion and deposition on sub-surface repository containment characteristics and assesses the ability to measure and predict quantitatively the rates and corresponding extent of these processes in the long term. Numerous studies of the magnitudes and rates of surficial erosion and deposition that have been used to determine the minimum allowable depth for a geologic repository (300 m - NRC Code of Federal Regulations, Part 60.122, Draft 10) are cited in this report. Measurement and interpretation of potential rates and extent of surficial processes in these studies involved considerable uncertainty, and the implications of this uncertainty on presently proposed repository siting criteria are addressed herein. Important concepts that should be considered when developing siting criteria to protect against deleterious effects arising from future erosion or deposition are highlighted. Erosion agents that could affect deep repositories are distinguished in this report so that their individual and combined impacts may be examined. State-of-the-art for evaluating the potential impact of flooding on a radioactive waste repository

This report is a review of the state-of-the-art for evaluating the potential impact of flooding on a deep radioactive-waste repository, namely, for predicting the future occurrence of catastrophic flooding and for estimating the effect of such flooding on waste containment characteristics. Several detrimental effects are identified: flooding can increase groundwater seepage velocities through a repository within the framework of the existing hydrologic system and thus increase the rate of radioactive-waste leakage to the biosphere; flooding may alter repository hydrology by reversing flow gradients, relocating sources of groundwater recharge and discharge, or shortening seepage paths, thereby producing unpredictable leakage; saturation of a vadose-zone repository during flooding can increase groundwater seepage velocities by several orders of magnitude; and flooding can damage repository-media containment properties by inducing seismic or chemical instability or increasing fracture permeability in relatively shallow repository rock as a result of redistributing in-situ stresses. Short-term flooding frequency and magnitude can be predicted statistically by analyzing historical records of flooding. However, long-term flooding events that could damage a permanent repository cannot be predicted with confidence because the geologic record is neither unique nor sufficienly complete for statistical analysis. State-of-the-art for evaluating the potential impact of tectonism and volcanism on a radioactive waste repository

Most estimates of the time required for safe isolation of radioactive wastes from the biosphere range from 100,000 to 1,000,000 years. For such long time spans, it is necessary to assess the potential effects of geologic processes such as volcanism and tectonic activity on the integrity of geologic repositories. Predictions of geologic phenomena can be based on probabilistic models, which assume a random distribution of events. The necessary historic and geologic records are rarely available to provide an adequate data base for such predictions. The observed distribution of volcanic and tectonic activity is not random, and appears to be controlled by extremely complex deterministic processes. The advent of global plate tectonic theory in the past two decades has been a giant step toward understanding these processes. At each potential repository site, volcanic and tectonic processes should be evaluated to provide the most thorough possible understanding of those deterministic processes. Based on this knowledge, judgements will have to be made as to whether or not the volcanic and tectonic processes pose unacceptable risk to the integrity of the repository. This report describes the potential hazards associated with volcanism and tectonism, and the means for evaluating these processes.

Use of field experimental studies to evaluate emergency response models

The three-dimensional diagnostic wind field model (MATHEW) and the particle-in-cell atmospheric transport and diffusion model (ADPIC) are used by the Atmospheric Release Advisory Capability to estimate the environmental consequences of accidental releases of radioactivity into the atmosphere. These models have undergone extensive evaluations against field experiments conducted in a variety of environmental settings ranging from relatively flat to very complex terrain areas. Simulations of tracer experiments conducted in a complex mountain valley setting revealed that 35 to 50% of the comparisons between calculated and measured tracer concentrations were within a factor of 5. This may be compared with a factor of 2 for 50% of the comparisons for relatively flat terrain. This degradation of results in complex terrain is due to a variety of factors such as the limited representativeness of measurements in complex terrain, the limited spatial resolution afforded by the models, and the turbulence parameterization based on sigma/sub theta/ measurements to evaluate the eddy diffusivities. Measurements of sigma/sub theta/ in complex terrain exceed those measured over flat terrain by a factor of 2 to 3 leading to eddy diffusivities that are unrealistically high.
