Takeoff and landing operations can also be risky in winter weather. GAO reviewed (1) the extent to which commercial airplanes have experienced accidents and incidents related to icing, (2) FAA's inspection and enforcement activities related to icing, (3) the efforts of FAA and others to improve safety in winter weather, and (4) the challenges that continue to affect aviation safety in winter weather. GAO analyzed data obtained from FAA, the National Transportation Safety Board (NTSB), the National Aeronautics and Space Administration (NASA), and others. The first production focusing lens for the HINS beam line at Fermilab has been assembled into a cryostat and tested. A total of 5 devices will be tested before they are installed in the low energy section of the HINS beam line, which uses copper Crossbar-H (CH) style RF cavities. One of the tested CH-section lens assemblies includes a pair of weak orthogonal steering dipoles nested within a strong focusing solenoid, and has six vapor cooled power leads. The other device has only the strong focusing solenoid, and utilizes a single pair of HTS power leads. The production test program is designed to measure the thermal performance of the cryostat, minimum cooling requirements for the HTS leads, quench performance of all superconducting components, and precise determination of the magnetic axis and field angles. Results and future plans for the first production device tests are presented.

A letter report issued by the Government Accountability Office with an abstract that begins "In May 2009, Congress passed the Weapon Systems Acquisition Reform Act of 2009 (Reform Act). The Reform Act contains a number of systems engineering and developmental testing requirements that are aimed at helping weapon programs establish a solid foundation from the start of development. GAO was asked to examine (1) DOD's progress in implementing the systems engineering and developmental testing requirements, (2) views on the alignment of the offices of the Directors of Systems Engineering and Developmental Test and Evaluation, and (3) challenges in strengthening systems engineering and developmental testing activities. In conducting this work, GAO analyzed implementation status documentation and obtained opinions from current and former DOD systems engineering and testing officials on the placement of the two offices as well as improvement challenges."

The transition to hydrogen as a fuel source presents several challenges. One of the major hurdles is the cost-effective production of hydrogen in small quantities (less than 1MMscf/month). In the early demonstration phase, hydrogen can be provided by bulk distribution of liquid or compressed gas from central production plants; however, the next phase to fostering the hydrogen economy will likely include onsite generation and extensive pipeline networks to help effect a pervasive infrastructure. Providing inexpensive hydrogen at a fleet operator’s garage or local fueling station is a key enabling technology for direct hydrogen Fuel Cell Vehicles (FCVs). The objective of this project was to develop a comprehensive, turnkey, stand-alone, commercial hydrogen fueling station for FCVs with state-of-the-art technology that is cost-competitive with current hydrocarbon fuels. Such a station would promote the advent of the hydrogen fuel economy for buses, fleet vehicles, and ultimately personal vehicles. Air Products, partnering with the U.S. Department of Energy (DOE), The Pennsylvania State University, Harvest Energy Technology, and QuestAir, developed a turnkey hydrogen fueling station on the Penn State campus. The need for robust packagings for radioactive materials (RAM) was recognized from the earliest days of the nuclear industry. The U.S. Department of Energy (DOE) Rocky Flats Plant developed a packaging for shipment of Pu in the early 1960's, which became the U.S. Department of Transportation (DOT) 6M specification package. The design concepts were employed in other early packagings. Extensive tests of these at Savannah River Laboratory (now Savannah River National Laboratory) were performed in 1969 and 1970. The results of these tests were reported in 'Drum and Board-Type Insulation Overpacks of Shipping Packages for Radioactive Materials', by E. E. Lewallen. The Lewallen Report was foundational to design of subsequent drum type RAM packaging. This paper summarizes this important early study of drum type packagings. The Lewallen Report demonstrated the ability packagings employing drum and insulation board overpacks and engineered containment vessels to meet the Type B package requirements. Because of the results of the Lewallen Report, package designers showed high concern for thermal protection of 'Celotex'. Subsequent packages addressed this by following strategies like those recommended by Lewallen and by internal metal shields and supplemental, encapsulated insulation disks, as in 9975. A series of 90-mm TQC quadrupole models with a collar-based mechanical structure has been fabricated and tested within the framework of the US-LHC Accelerator Research Program (LARP) using quadrupole-symmetric stainless steel collar laminations. This paper describes the design features, construction and test of TQC02Eb, the first TQC made with dipole-type collar and collaring techniques. Magnet test includes quench performance and field quality measurements at 4.5 and 1.9 K. Results of model performance for TQC quadrupoles based on dipole-type and quadrupole-type collars are compared and discussed.

Testimony issued by the Government Accountability Office with an abstract that begins "Foreign language skills are an increasingly key element to the success of diplomatic efforts; military, counterterrorism, law enforcement and intelligence missions; and to ensure access to federal programs and services to Limited English Proficient (LEP) populations within the United States. GAO has issued reports evaluating foreign language capabilities at the Department of Homeland Security (DHS), the Department of Defense (DOD), and the State Department (State). This testimony is based on these reports, issued from June 2009 through June 2010, and addresses the extent to which (1) DHS has assessed its foreign language needs and existing capabilities, identified any potential shortfalls, and developed programs and activities to address potential shortfalls; (2) the Federal Emergency Management Agency (FEMA) has conducted a needs assessment to help ensure access to its services for LEP persons; and (3) DOD and State have developed comprehensive approaches to address their foreign language capability challenges."

Spectroscopic applications for plasma velocity measurements often require wavelength accuracies ≤ 0.2Â. An automated calibration for a scanning spectrometer has been developed to achieve a high wavelength accuracy overr the visible spectrum, stable over time and environmental conditions, without the need to recalibrate after each grating movement. The method fits all relevant spectrometer paraameters using multiple calibration spectra. With a steping-motor controlled sine-drive, accuracies of ~0.025 Â have been demonstrated. With the addition of high resolution (0.075 aresec) optical encoder on the grading stage, greater precision (~0.005 Â) is possible, allowing absolute velocity measurements with ~0.3 km/s. This level of precision requires monitoring of atmospheric temperature and pressure and of grating bulk temperature to correct for changes in the refractive index of air and the groove density, respectively.

Yet, many barriers exist that may prevent them from staying connected or returning to employment. For instance, eligibility requirements for receiving public disability benefits or health coverage are not always consistent with helping to keep individuals at work or facilitating their return. Also, employers may not know how to accommodate employees with disabilities or may lack financial incentives to do so. GAO convened a forum on March 16, 2010, to explore policy options and actions that could be taken to help adults with a current or past work history improve their participation in the workforce. Participants included experts and officials representing a variety of views. Prior to the forum, GAO surveyed a larger group of experts to help inform the discussion. Comments expressed during the forum or on the survey do not necessarily represent the views of all participants, the organizations they represent, or GAO."

GAO analyzed data on SBA and EDA loans and states' use of supplemental CDBG appropriations, data on prime and subcontracts awarded for hurricane recovery activities, and economic indicators both before and after the hurricanes."

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses our work on the implementation of U.S. sanctions against Iran. It discusses the continuing challenges the United States faces in (1) deterring the illegal transshipment of U.S. goods to Iran, (2) restricting foreign investment in Iran's energy sector, and (3) assessing the overall effectiveness of U.S. sanctions. In addition, it discusses how the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 (signed into law on July 1, 2010) addresses these challenges. The United States has imposed multiple sanctions against Iran to deter it from developing its nuclear program, supporting terrorism, and abusing human rights. The United States has banned most U.S. trade and investment with Iran and prohibited firms from knowingly transshipping U.S. goods to Iran through other nations. The United States has also acted to limit Iran's ability to explore for, extract, refine, or transport its petroleum resources. The Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 expands existing sanctions against Iran and requires the Administration to report on information related to the sanctions. The Department of Homeland Security's (DHS) U.S. Citizenship and Immigration Service (USCIS) and the Department of Defense (DOD) have taken steps to assist noncitizens with applying for naturalization. The Kendell Frederick Citizenship Assistance Act (Kendell Frederick Act) and the Military Personnel Citizenship Processing Act (MPCPA), enacted in 2008 to expedite application processing, each directed GAO to report on implementation of the acts. This report addresses (1) the extent to which USCIS met the processing deadlines established in the acts and (2) actions USCIS has taken to expedite the processing of applications, and any challenges it has faced.
