Correspondence issued by the Government Accountability Office with an abstract that begins "Combat soldiers operate in diverse environments and face injury threats that place demands on the protective equipment systems they use to provide consistent protection throughout a range of temperatures and threat magnitudes. Protective helmets are one of those systems. In addition to protecting against ballistic threats, Army and Marine Corps ground combat helmets are now designed to absorb energy in order to reduce head injury risk from blunt impacts; previous combat helmets, such as the Personnel Armor System for Ground Troops helmet in use until 2002, were not designed to provide any tested levels of blunt impact protection. The currently used Army Advanced Combat Helmet and Marine Corps Light Weight Helmet are outfitted with a pad suspension system to protect against these threats. These pad suspension systems have been found to offer superior blunt impact protection over the older sling suspension systems. The Explanatory Statement accompanying the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act of 2009 directed GAO to review ground combat helmet pads. Waves for Alpha-Channeling in Mirror Machines

Alpha-channeling can, in principle, be implemented in mirror machines via exciting weaklydamped modes in the ion cyclotron frequency range with perpendicular wavelengths smaller than the alpha particle gyroradius. Assuming quasi-longitudinal or quasi-transverse wave propagation, we search systematically for suitable modes in mirror plasmas. Considering two device designs, a proof-of-principle facility and a fusion rector prototype, we in fact identify candidate modes suitable for alpha-channeling.

We report on our progress from April 2007 through March 2008 on determining the effects of mitigative measures on productivity of white sturgeon populations in the Columbia River downstream from McNary Dam, and on determining the status and habitat requirements of white sturgeon populations in the Columbia and Snake rivers upstream from McNary Dam. The study is a cooperative effort by the Oregon Department of Fish and Wildlife (ODFW; Report A), Washington Department of Fish and Wildlife (WDFW; Report B), Columbia River Inter-Tribal Fish Commission (CRITFC; Report C), and Montana State University (MSU; Report D). This is a multi-year study with many objectives requiring more than one year to complete; therefore, findings from a given year may be part of more significant findings yet to be reported.

Testimony issued by the Government Accountability Office with an abstract that begins "The nation's wildland fire problems have worsened dramatically over the past decade, with more than a doubling of both the average annual acreage burned and federal appropriations for wildland fire management. The deteriorating fire situation has led the agencies responsible for managing wildland fires on federal lands--the Forest Service in the Department of Agriculture and the Bureau of Indian Affairs, Bureau of Land Management, Fish and Wildlife Service, and National Park Service in the Department of the Interior--to reassess how they respond to wildland fire and to take steps to improve their fire management programs. This testimony discusses (1) progress the agencies have made in managing wildland fire and (2) key actions GAO believes are still necessary to improve their wildland fire management. Wind Power Price Trends in the United States

For the fourth year in a row, the United States led the world in adding new wind power capacity in 2008, and also surpassed Germany to take the lead in terms of cumulative installed wind capacity. The rapid growth of wind power in the U.S. over the past decade (Figure 1) has been driven by a combination of increasingly supportive policies (including the Federal production tax credit (PTC) and a growing number of state renewables portfolio standards), uncertainty over the future fuel costs and environmental liabilities of natural gas and coal-fired power plants, and wind's competitive position among generation resources. This article focuses on just the last of these drivers - i.e., trends in U.S. wind power prices - over the period of strong capacity growth since 1998.

X-ray Absorption Spectroscopy

This review gives a brief description of the theory and application of X-ray absorption spectroscopy, both X-ray absorption near edge structure (XANES) and extended X-ray absorption fine structure (EXAFS), especially, pertaining to photosynthesis. The advantages and limitations of the methods are discussed. Recent advances in extended EXAFS and polarized EXAFS using oriented membranes and single crystals are explained. Developments in theory in understanding the XANES spectra are described. The application of X-ray absorption spectroscopy to the study of the Mn4Ca cluster in Photosystem II is presented.

The National Pollutant Discharge Elimination System (NPDES) permit issued for the Oak Ridge Y-12 National Security Complex (Y-12 Complex) which became effective May 1, 2006, continued a requirement for a Biological Monitoring and Abatement Program (BMAP). The BMAP was originally developed in 1985 to demonstrate that the effluent limitations established for the Y-12 Complex protected the classified uses of the receiving stream (East Fork Poplar Creek: EFPC), in particular, the growth and propagation of aquatic life (Loar et al. 1989). The objectives of the current BMAP are similar, specifically to assess stream ecological conditions relative to regulatory limits and criteria, to assess ecological impacts as well as recovery in response to Y-12 operations, and to investigate the causes of continuing impacts. The BMAP consists of three tasks that reflect complementary approaches to evaluating the effects of the Y-12 Complex discharges on the biotic integrity of EFPC. These tasks include: (1) bioaccumulation monitoring, (2) benthic macroinvertebrate community monitoring, and (3) fish community monitoring. As required by the NPDES permit, the BMAP benthic macroinvertebrate community monitoring task includes studies to annually evaluate the receiving stream's biological integrity in comparison to TN Water Quality Criteria. The Yakima-Klickitat Fisheries Project (YKFP) is a joint project of the Yakama Nation (lead entity) and the Washington State Department of Fish and Wildlife (WDFW) and is sponsored in large part by the Bonneville Power Administration (BPA) with oversight and guidance from the Northwest Power and Conservation Council (NPCC). It is among the largest and most complex fisheries management projects in the Columbia Basin in terms of data collection and management, physical facilities, habitat enhancement and management, and experimental design and research on fisheries resources. Using principles of adaptive management, the YKFP is attempting to evaluate all stocks historically present in the Yakima subbasin and apply a combination of habitat restoration and hatchery supplementation or reintroduction, to restore the Yakima Subbasin ecosystem with sustainable and harvestable populations of salmon, steelhead and other at-risk species. The original impetus for the YKFP resulted from the landmark fishing disputes of the 1970s, the ensuing legal decisions in United States versus Washington and United States versus Oregon, and the region's realization that lost natural production needed to be mitigated in upriver areas where these losses primarily occurred. With limited natural resources, a crippling illiteracy rate, and high population growth, Yemen faces an array of daunting development challenges that some observers believe make it at risk for becoming a failed state in the next few decades. As the country's population rapidly rises, resources dwindle, and terrorist groups take root in the outlying provinces, the Obama Administration and the 111th Congress are left to grapple with the consequences of Yemeni instability. As President Obama and the 111th Congress reassess U.S. policy toward the Arab world, the opportunity for improved U.S.-Yemeni ties is strong, though recurring tensions over counterterrorism cooperation and lack of U.S. interest in Yemen within the broader foreign policy community persist.
