Correspondence issued by the Government Accountability Office with an abstract that begins "During the first part of this decade, the number of mortgage originations grew rapidly, particularly in the nonprime segment of the mortgage market, which includes subprime and Alt-A loans. In dollar terms, nonprime loans accounted for an increasing share of the overall mortgage market, rising from 12 percent in 2000 to 34 percent in 2006. Over this period, the dollar volume of nonprime mortgages originated annually climbed from $100 billion to $600 billion in the subprime market and from $25 billion to $400 billion in the Alt-A market. However, these market segments contracted sharply in the summer of 2007, partly in response to a dramatic increase in default and foreclosure rates for these mortgages. As we reported in 2007, a loosening of underwriting standards for subprime and Alt-A loans contributed to this increase. As of the first quarter of 2009, approximately 1 in 8 nonprime mortgages were in the foreclosure process. The negative repercussions from nonprime lending practices has prompted greater scrutiny of this market segment, a number of government efforts to modify troubled loans, and proposals to strengthen federal regulation of the mortgage industry. A letter report issued by the Government Accountability Office with an abstract that begins "The National Defense Authorization Act for Fiscal Year 2008 required the Department of Defense (DOD) and the Department of Veterans Affairs (VA) to accelerate their exchange of health information and to develop systems or capabilities that allow for interoperability (generally, the ability of systems to exchange data) by September 30, 2009. It also required compliance with federal standards and the establishment of a joint interagency program office to function as a single point of accountability for the effort. Further, the act directed GAO to semiannually report on the progress made in achieving these requirements. For this third report, GAO evaluated (1) the departments' progress and plans toward sharing fully interoperable electronic health information that comply with federal standards and (2) whether the interagency program office is positioned to function as a single point of accountability. To do so, GAO analyzed agency documentation on project status and conducted interviews with agency officials."

Francisella tularensis, the causative agent of the zoonotic disease tularemia, has recently gained increased attention due to the emergence of tularemia in geographical areas where the disease has been previously unknown, and the organism's potential as a bioterrorism agent. Although F. tularensis has an extremely broad host range, the bacterial reservoir in nature has not been conclusively identified. In this study, the ability of virulent F. tularensis strains to survive and replicate in the amoeba Acanthamoeba castellanii was explored. We observe that A. castellanii trophozoites rapidly encyst in response to F. tularensis infection and that this rapid encystment phenotype (REP) is caused by factor(s) secreted by amoebae and/or F. tularensis into the co-culture media. Further, our results indicate that in contrast to LVS, virulent strains of F. tularensis can survive in A. castellanii cysts for at least 3 weeks post infection and that induction of rapid amoeba encystment is essential for survival. In addition, our data indicate that pathogenic F. tularensis strains block lysosomal fusion in A. castellanii. Taken together, these data suggest that the interactions between F. tularensis strains and amoeba may play a role in the environmental persistence of F. tularensis.

This year, USPS expects to increase its year-end debt to $10.2 billion and incur a cash shortfall of about $1 billion. Another key risk factor is the accelerated decline in mail volume. Mail volume declined by 9.5 billion pieces in fiscal year 2008 to about 203 billion pieces. As of the end of May 2009, mail volume had decreased another 18.5 billion pieces, and USPS expects to end fiscal year 2009 with mail volume of 175 billion pieces--about 28 billion pieces fewer than in fiscal year 2008. Testimony issued by the Government Accountability Office with an abstract that begins "DOD plays a support role in managing Chemical, Biological, Radiological, Nuclear, and High-Yield Explosives (CBRNE) incidents, including providing capabilities needed to save lives, alleviate hardship or suffering, and minimize property damage. This testimony addresses GAO's preliminary observations on DOD's role in CBRNE consequence management efforts and addresses the extent to which (1) DOD's plans and capabilities are integrated with other federal government plans, (2) DOD has planned for and structured its force to provide CBRNE consequence management assistance, (3) DOD's CBRNE Consequence Management Response Forces (CCMRF) are prepared to perform their mission; and (4) DOD has funding plans for the CCMRF that are linked to requirements for specialized CBRNE capabilities. GAO reviewed DOD's plans for CBRNE consequence management and documents from the Department of Homeland Security (DHS) and the Federal Emergency Management Agency. GAO also met with officials from the Undersecretary of Defense for Homeland Defense, U.S Northern Command, U.S. Army Forces Command, U.S. Army North, the National Guard Bureau, and some CCMRF units."

Sub-micron sized airborne particulate matter is not collected well on regular quartz or glass fiber filter papers. We used a micro-orifice uniform deposit impactor (MOUDI) to size fractionate particulate matter (PM) into six size fractions and deposit it on specially designed high purity thin aluminum disks. The MOUDI separated PM into fractions 56-100 nm, 100-180 nm, 180-320 nm, 320-560 nm, 560-1000 nm, and 1000-1800 nm. Since MOUDI have low flow rates, it takes several days to collect sufficient carbon on 47 mm foil disks. The small carbon mass (20-200 microgram C) and large aluminum substrate ({approx}25 mg Al) presents several challenges to production of graphite targets for accelerator mass spectrometry (AMS) analysis. The Al foil consumes large amounts of oxygen as it is heated and tends to melt into quartz combustion tubes, causing gas leaks. We describe sample processing techniques to reliably produce graphitic targets for {sup 14}C-AMS analysis of PM deposited on Al impact foils.

A letter report issued by the Government Accountability Office with an abstract that begins "In 2008, the Federal Motor Carrier Safety Administration (FMCSA) reports that there were about 300 fatalities from bus crashes in the United States. Although bus crashes are relatively rare, they are particularly deadly since many individuals may be involved. FMCSA tries to identify unsafe motor coach carriers and take them off the road. GAO was asked to determine (1) to the extent possible, the number of motor coach carriers registered with FMCSA as new entrants in fiscal years 2007 and 2008 that are substantially related to or in essence the same carriers the agency previously ordered out of service, and (2) what tools FMCSA uses to identify reincarnated carriers. To identify new entrants that were substantially related to carriers placed out of service, we analyzed FMCSA data to find matches on key fields (e.g., ownership, phone numbers, etc.). Our analysis understates the actual number of reincarnated carriers because, among other things, the matching scheme used cannot detect minor spelling changes or other deception efforts. We interviewed FMCSA officials on how the agency identifies reincarnated carriers. GAO is not making any recommendations. In July 2009, GAO briefed …

The Library of Congress (Library) provides financial management and disbursing services and support to the Commission. The Government Accountability Office (GAO) is required to audit the Fund and report the results to the Commission. This report presents the results of our audit of the Fund's transactions during the first 5 years of its operations, fiscal years 2004 through 2008. Our audit objectives were to determine whether the Commission and Library had established operating practices to help ensure that (1) the Fund's transactions were authorized in advance, supported by documentation, accurately accounted for, and in compliance with significant provisions of laws and (2) regular transaction reporting and monitoring were in place to effectively oversee transaction execution and safeguard Fund assets."

The International Sherwood Theory Meeting is a yearly meeting that focuses on the theory of magnetically confined fusion plasmas. There are many topics of common interest in fusion plasma systems and space and astrophysical plasmas. These common topics include such key topics as magnetic reconnection, the dynamo, turbulence and transport and particle heating and acceleration. One of the major participants of the April APS meeting is the APS Division of Astrophysics (DAP). The goal of having the Sherwood Meeting jointly with the April meeting was to promote discussion of topics of common interest in fusion and space and astrophysics. Scientists from the DAP, the Division of Plasma Physics (DPP), the Topical Group on Plasma Astrophysics (GPAP) and Sherwood worked together closely to produce a joint program that addressed areas of common interest. Four sessions of invited talks were sponsored jointly by the DAP, DPP and GPAP on laboratory experiments related to astrophysics. Plasma scientists working in theory and computation play a key role in connecting these laboratory experiments to the very disparate conditions found in fusion and astrophysical systems. Thus, the attendees of the Sherwood Theory meeting were critical to facilitating this effort at cross-disciplinary communication. Noteworthy were the selection …

Research is being conducted for the U.S. Nuclear Regulatory Commission (NRC) at the Pacific Northwest National Laboratory (PNNL) to assess the effectiveness and reliability of advanced nondestructive examination (NDE) methods for the inspection of light water reactor components. The scope of this research encompasses primary system pressure boundary materials including cast austenitic stainless steels (CASS); dissimilar metal welds; piping with corrosion-resistant cladding; weld overlays, inlays and onlays; and far-side examinations of austenitic piping welds. A primary objective of this work is to evaluate various NDE methods to assess their ability to detect, localize, and size cracks in coarse-grained steel components. In this effort, PNNL supports cooperation with Commissariat à l’Energie Atomique (CEA) to assess reliable inspection of CASS materials. The NRC Project Manager has established a cooperative effort with the Institut de Radioprotection et de Surete Nucleaire (IRSN). CEA, under funding from IRSN, are supporting collaborative efforts with the NRC and PNNL. Regarding its work on the NDE of materials, CEA is providing its modeling software (CIVA) in exchange for PNNL offering expertise and data related to phased-array detection and sizing, acoustic attenuation, and back scattering on CASS materials. The Terascale Optimal PDE Solvers (TOPS) Integrated Software Infrastructure Center (ISIC) was created to develop and implement algorithms and support scientific investigations performed by DOE-sponsored researchers. These simulations often involve the solution of partial differential equations (PDEs) on terascale computers. The TOPS Center researched, developed and deployed an integrated toolkit of open-source, optimal complexity solvers for the nonlinear partial differential equations that arise in many DOE application areas, including fusion, accelerator design, global climate change and reactive chemistry. The algorithms created as part of this project were also designed to reduce current computational bottlenecks by orders of magnitude on terascale computers, enabling scientific simulation on a scale heretofore impossible.
