Grants Management: Grants.gov Has Systematic Weaknesses That Require Attention
A letter report issued by the Government Accountability Office with an abstract that begins "In response to the Federal Financial Assistance Management Improvement Act of 1999, the Office of Management and Budget (OMB), among other things, developed Grants.gov as the central grant identification and application portal for federal grant programs. OMB oversees the initiative and named the Department of Health and Human Services (HHS) its managing partner. Grants.gov officials have acknowledged noticeably degraded system performance, and grantees have reported difficulties submitting applications that have in some cases led to late or incomplete submissions and lost opportunities for both grantees and populations served. Through analysis of agency documents, a Web-based survey of federal grant-making officials, and interviews with agency officials and grantee associations, this requested report examines (1) the benefits of Grants.gov and applicant experiences with submitting applications, (2) the governance structure of Grants.gov, and (3) the range of agency policies for processing Grants.gov applications."

National Transportation System: Options and Analytical Tools to Strengthen DOT's Approach to Supporting Communities' Access to the System
A letter report issued by the Government Accountability Office with an abstract that begins "Since 1978, the Essential Air Service (EAS) program has subsidized air service to eligible communities that would otherwise not have scheduled service. The cost of this program has risen as the number of communities being served and subsidies to air carriers have increased. At the same time, the number of carriers providing EAS service has declined. Given continuing concerns over the EAS program's long-term prospects, GAO was asked to review the program. GAO reviewed (1) the characteristics and current status of the EAS program, (2) factors affecting the program's ability to provide air service, (3) options for revising the program, and (4) tools for assessing the program, the options for its revision, and the program's performance. GAO interviewed stakeholders and reviewed the results of an expert panel convened by GAO, Department of Transportation (DOT) data and program documentation, and potential methodologies for assessing federal programs."

Iran's 2009 Presidential Elections
This report analyzes and discusses Iran's 2009 presidential election, particularly the campaigns of reformist candidate Mir Hussein Musavi and incumbent President Mahmoud Ahmadinejad. Allegations of vote rigging and election fraud have led to protests by supporters of candidate Musavi and have provoked international attention. This report also discusses the Obama Administration's reaction to the election results. This report also discusses briefly the current relationship between the U.S. and Iran, as well as U.S. concerns regarding Iran, such as Iran's efforts at building a nuclear weapons program.

Spectrum Policy in the Age of Broadband: Issues for Congress
The convergence of wireless telecommunications technology and Internet protocols is fostering new generations of mobile technologies. This transformation has created new demands for advanced communications infrastructure and radio frequency spectrum capacity that can support high-speed, content-rich uses. This report considers the possibility of modifying spectrum policy: (1) to support national goals for broadband deployment by placing more emphasis on attracting new providers of wireless broadband services; and (2) to accommodate the wireless broadband needs of industries that are considered by many to be the economic drivers of the future, not only communications, but also areas such as energy, health care, transportation, and education.

Financing Catastrophic Risk: Summary of the Homeowners' Defense Act of 2009 (S. 505 and H.R. 2555)
This report discusses the drastic increase in demand for homeowners' insurance in Atlantic and Gulf Coast states following the devastation of Hurricane Katrina in 2005. This report also discusses various measures and efforts underway to enhance insurer capacity, pursue alternative forms of risk transfer, and create a national catastrophe financing facility, the last of which is an issue under considerable debate.

Troop Levels in the Afghan and Iraq Wars, FY2001-FY2012: Cost and Other Potential Issues
In February and March 2009, the Obama Administration announced its overall plans to increase troop levels in Afghanistan and decrease troop levels in Iraq for 2009 through 2011. Using several Department of Defense (DOD) data reports, this report describes, analyzes, and estimates deployed troop strength from the 9/11 attacks to FY2012 to provide Congress with a tool to assess current and future DOD war funding requests; implications for the U.S. military presence in the region; and deployment burdens on individual service members and each of the services.

Congressional Member Organizations: Their Purpose and Activities, History, and Formation
There are 645 informal (Congressional) Member organizations listed in the Congressional Yellow Book or registered with the Committee on House Administration. Of these 645 informal organizations, 256 are registered with the Committee on House Administration as a congressional Member organization (CMO). This report examines the purpose and activities of CMOs and the reasons Members form them. It also identifies and describes seven CMO types, and it provides an overview of the historical development of informal Member organizations since the first Congress. It concludes with a step-by-step guide for House Members and staff who might be interested in forming a CMO.

North Korea's Second Nuclear Test: Implications of U.N. Security Council Resolution 1874
The United Nations Security Council unanimously passed Res. 1874 on June 12, 2009, in response to North Korea's second nuclear test. The resolution puts in place a series of sanctions on North Korea's arms sales, luxury goods, and financial transactions related to its weapons programs, and calls upon states to inspect North Korean vessels suspected of carrying such shipments. This report summarizes and analyzes Res. 1874.

The Federal Role in Rail Transit Safety
On June 22, 2009, two transit trains in Washington, DC, collided, resulting in nine deaths and dozens of injuries. It was the worst crash in the history of the Washington Metropolitan Area Transit Authority's rail transit system. This crash has raised questions about the safety of rail transit and the government's role in ensuring that safety. Nationwide, rail transit is considered one of the safest modes of transportation. This report discusses the State Safety Oversight Program, which went into effect in 1997 and mandates that states are responsible for the safety of the rail transit systems within their borders. This report also explores several issues that Federal Transit Administration (FTA) representatives have discussed in regards to improving the Safety Oversight Program.

State, Foreign Operations, and Related Programs: FY2010 Budget and Appropriations
The annual State, Foreign Operations, and Related Agencies appropriations bill is the primary legislative vehicle through which Congress reviews the U.S. international affairs budget and influences executive branch foreign policy making in general. On May 7, 2009, President Obama submitted a budget proposal for FY2010 that requests $53.9 billion for the international affairs budget. This report analyzes the FY2010 request, recent-year funding trends, and congressional action for FY2010. To date, this includes the introduction and committee approval of H.R. 3081, the House State-Foreign Operations Appropriations bill for FY2010.

Chemical Facility Security: Reauthorization, Policy Issues, and Options for Congress
The statutory authority to regulate chemical facilities for security purposes, granted to the Department of Homeland Security (DHS) by the 109th Congress, expires in October 2009. The 111th Congress is taking action to reauthorize this program, but the manner of its reauthorization remains an issue of congressional deliberation and debate. Key policy issues debated in previous Congresses are likely to be considered during the reauthorization debate. These issues include what facilities should be considered as chemical facilities; the appropriateness and scope of federal preemption of state chemical facility security activities; the availability of information for public comment, potential litigation, and congressional oversight; and the role of inherently safer technologies.

Covert Action: Legislative Background and Possible Policy Questions
Published reports have suggested that in the wake of the 9/11 terrorist attacks, the Pentagon has expanded its counter-terrorism intelligence activities as part of what the Bush Administration termed the global war on terror. This report discusses the Department of Defense's (DOD) various counter-terrorist intelligence activities, whether or not they constitute classification as "covert action," and the challenge of clarifying the roles and responsibilities of various intelligence activities with regard to clandestine activities. This report examines the statutory procedures governing covert action and associated questions to consider.

Yemen: Background and U.S. Relations
With limited natural resources, a crippling illiteracy rate, and high population growth, Yemen faces an array of daunting development challenges that some observers believe make it at risk for becoming a failed state in the next few decades. As the country's population rapidly rises, resources dwindle, and terrorist groups take root in the outlying provinces, the Obama Administration and the 111th Congress are left to grapple with the consequences of Yemeni instability. As President Obama and the 111th Congress reassess U.S. policy toward the Arab world, the opportunity for improved U.S.-Yemeni ties is strong, though recurring tensions over counterterrorism cooperation and lack of U.S. interest in Yemen within the broader foreign policy community persist.

Managing the Nuclear Fuel Cycle: Policy Implications of Expanding Global Access to Nuclear Power
After several decades of widespread stagnation, nuclear power is attracting renewed interest. Expanding global access to nuclear power has the potential to lead to the spread of nuclear technology that could be used for nuclear weapons. This report discusses the issue of nuclear power with regard to nuclear weapons nonproliferation policies, the Global Nuclear Energy Partnership (GNEP) begun under the Bush Administration, the future of the GNEP under the Obama Administration, and four areas of oversight in which Congress will have a considerable role.

Sudan: The Crisis in Darfur and Status of the North-South Peace Agreement
Sudan, geographically the largest country in Africa, has been ravaged by civil war intermittently for four decades. More than 2 million people have died in Southern Sudan over the past two decades due to war-related causes and famine, and millions have been displaced from their homes. The crisis in Darfur began in February 2003, when two rebel groups emerged to challenge the National Congress Party (NCP) government in Darfur. The crisis in Darfur in western Sudan has led to a major humanitarian disaster, with an estimated 2.45 million people displaced, more than 240,000 people forced into neighboring Chad, and an estimated 450,000 people killed. This report discusses this situation in detail and also discusses U.S. and international efforts to aid in resolving the crisis.
