This report begins by providing a brief description of each of the campus-based programs, including the terms under which financial aid is awarded to students and the procedures under which federal funds are allocated to institutions for that purpose. It then provides historical information on federal funds appropriated for each of the programs, an analysis of the number and types of students served, and selected program statistics. It concludes with a discussion of amendments to the campus-based programs proposed in S. 1642 and H.R. 4137.

Testimony issued by the Government Accountability Office with an abstract that begins "The Chesapeake Bay Program (Bay Program) was created in 1983 when Maryland, Pennsylvania, Virginia, the District of Columbia, the Chesapeake Bay Commission, and the Environmental Protection Agency (EPA) agreed to establish a partnership to restore the Bay. The partnership's most recent agreement, Chesapeake 2000, sets out five broad goals to guide the restoration effort through 2010. This testimony summarizes the findings of an October 2005 GAO report (GAO-06-96) on (1) the extent to which measures for assessing restoration progress had been established, (2) the extent to which program reports clearly and accurately described the bay's health, (3) how much funding was provided for the effort for fiscal years 1995 to 2004, and (4) how effectively the effort was being coordinated and managed. It also summarizes actions taken by the program in response to GAO's recommendations. GAO reviewed the program's 2008 report to Congress and discussed recent actions with program officials."

Credit default swaps are contracts that provide protection against default by third parties, similar to insurance. These financial derivatives are used by banks and other financial institutions to manage risk. The rapid growth of the derivatives market, the potential for widespread credit defaults (such as defaults for subprime mortgages), and operational problems in the over-the-counter (OTC) market where credit default swaps are traded, have led some policymakers to inquire if credit default swaps are a danger to the financial system and the economy. This report defines credit default swaps, explains their use by banks for risk management, and discusses the potential for systemic risk.

In this manuscript, conformal mapping is applied to a rib/channel domain of a polymer-electrolyte-fuel-cell diffusion medium. The analysis leads to the calculation of an effective diffusion-medium thickness, which can subsequently be used in 1-D simulations to account for the average rib/channel 2-D geometric effect. Extensions of the analysis to anisotropic and multilayer diffusion media are also given. Both equations and figures show the impact on a given variable at the catalyst layer of having a combined conducting/nonconducting boundary across from it.

The 200 Area Effluent Treatment Facility (ETF) main treatment train includes the peroxide destruction module (PDM) where the hydrogen peroxide residual from the upstream ultraviolet light/hydrogen peroxide oxidation unit is destroyed. Removal of the residual peroxide is necessary to protect downstream membranes from the strong oxidizer. The main component of the PDM is two reaction vessels utilizing granular activated carbon (GAC) as the reaction media. The PDM experienced a number of operability problems, including frequent plugging, and has not been utilized since the ETF changed to groundwater as the predominant feed. The unit seemed to be underperforming in regards to peroxide removal during the early periods of operation as well. It is anticipated that a functional PDM will be required for wastewater from the vitrification plant and other future streams. An alternate media or methodology needs to be identified to replace the GAC in the PDMs. This series of bench scale tests is to develop information to support an engineering study on the options for replacement of the existing GAC method for peroxide destruction at the ETF. A letter report issued by the Government Accountability Office with an abstract that begins "In fiscal year 2007, the Food Stamp Program provided about $30.4 billion in nutrition assistance benefits to 26.5 million individuals. Benefits are issued through Electronic Benefit Transfer (EBT) cards, similar to debit cards, to purchase eligible foods at authorized retail stores. The diets of many low-income individuals, like the U.S. population overall, do not meet federal dietary guidelines. One potential strategy for increasing the purchases of targeted foods that contribute to a healthy diet is to incorporate into the program financial incentives for purchasing these foods. GAO was asked to identify (1) what is known about the effectiveness of financial incentives and other approaches intended to increase the purchase of targeted foods, (2) the key factors to consider in designing a financial incentive program, and (3) options available to the U.S. Department of Agriculture's Food and Nutrition Service (FNS) for implementing financial incentives. GAO interviewed agency and state officials, retailers and associations, private EBT contractors, and other stakeholders; convened a panel of 17 experts; and conducted a literature review. In commenting on this report, FNS generally agreed with GAO's findings and concluding observations."

The Benchmarking and Energy Savings Tool (BEST) Cement is a process-based tool based on commercially available efficiency technologies used anywhere in the world applicable to the cement industry. This version has been designed for use in China. No actual cement facility with every single efficiency measure included in the benchmark will likely exist; however, the benchmark sets a reasonable standard by which to compare for plants striving to be the best. The energy consumption of the benchmark facility differs due to differences in processing at a given cement facility. The tool accounts for most of these variables and allows the user to adapt the model to operational variables specific for his/her cement facility. Figure 1 shows the boundaries included in a plant modeled by BEST Cement. In order to model the benchmark, i.e., the most energy efficient cement facility, so that it represents a facility similar to the user's cement facility, the user is first required to input production variables in the input sheet (see Section 6 for more information on how to input variables). Verbridge, A. J. Weaver, L. D. Lund, W. Seka, W. T. Shmayda, R. T. Janezic, M. J. Shoup III, M. Moore, R. Junquist, and A. V. Okishev. In this article (p. 57), the authors report on the status of layering cryogenic DT and D{sub 2} targets at LLE for inertial confinement fusion (ICF) targets. This critical effort achieves the important milestone of routinely providing cryogenic DT targets that meet the 1.0-{micro}m (rms) OMEGA ice-quality-surface specification. The best D{sub 2}-ice layers produced so far (rms roughness of 1.1 {micro}m) are approaching the quality typically achieved in DT targets. Efforts to improve the consistency of this process are reported along with investigations supporting the National Ignition Campaign studying issues relevant to indirect-drive and direct-drive cryogenic targets. Additional highlights of recent research presented in this issue include the following: (1) an improved laser speckle smoothing scheme that augments the current NIF 1-D SSD system by using multiple-FM modulators (MultiFM 1-D SSD) (p. 73). Testimony issued by the Government Accountability Office with an abstract that begins "Over the past decade a number of requirements have been established with regard to the processing of security clearances for federal employees. The Intelligence Reform and Terrorism Prevention Act (IRTPA) of 2004 established statutory clearance requirements for the executive agencies, military departments, and intelligence community. These requirements include, among other things, milestones for the reduction in length of time to complete personnel security investigations and adjudications, reciprocity of security clearance and access determinations, the establishment of an integrated database to track investigative and adjudication information with the authorization of appropriations for its implementation, and continuous evaluation of available technology in investigations and adjudications. The most recent security clearance reform efforts include the Joint Security and Suitability Reform Team's (hereafter referred to as the joint reform team) Security and Suitability Process Reform initial report, which was issued on April 30, 2008 in response to a memorandum from the President, and the President's Executive Order 13467, which was released on June 30, 2008. Department of Energy (DOE) accident analysis for establishing the required control sets for nuclear facility safety applies a series of simplifying, reasonably conservative assumptions regarding inputs and methodologies for quantifying dose consequences. Most of the analytical practices are conservative, have a technical basis, and are based on regulatory precedent. However, others are judgmental and based on older understanding of phenomenology. The latter type of practices can be found in modeling hypothetical releases into the atmosphere and the subsequent exposure. Often the judgments applied are not based on current technical understanding but on work that has been superseded. The objective of this paper is to review the technical basis for the major inputs and assumptions in the quantification of consequence estimates supporting DOE accident analysis, and to identify those that could be reassessed in light of current understanding of atmospheric dispersion and radiological exposure. Inputs and assumptions of interest include: Meteorological data basis; Breathing rate; and Inhalation dose conversion factor. A simple dose calculation is provided to show the relative difference achieved by improving the technical bases.

A letter report issued by the Government Accountability Office with an abstract that begins "Congress has enacted post-government employment restrictions and foreign agent registration requirements with the objectives of protecting the U.S. government against the improper use of government information by former federal employees and ensuring the American people know the identity of persons trying to influence U.S. government policy in the United States on behalf of foreign entities. This report discusses (1) the extent to which selected agencies have information on the post-government employment activities of former senior federal employees who represent foreign principals and (2) the challenges the agencies face in enforcing these requirements. We reviewed federal ethics guidance, laws, and other documents, and interviewed officials at the Departments of State and the Treasury, the U.S. Agency for International Development and the U.S. Trade Representative."

A one-dimensional multiple wave-conversion model is constructed that allows energy recirculation in ray phase space. Using a modular eikonal approach, the connection coefficients for this model are calculated by ray phase-space methods. Analytical results (confirmed numerically) show that all connection coefficients exhibit interference effects that depend on an interference phase, calculated from the coupling constants and the area enclosed by the intersecting rays. This conceptual model, which focuses on the topology of intersecting rays in phase space, is used to investigate how mode conversion between primary and secondary waves is modified by the presence of a tertiary wave.

This report consists of three free-standing parts: the first discusses current issues in Tibet, including the March 2008 Chinese crackdown against demonstrations in Lhasa and elsewhere; the second briefly reviews Tibet's historical and political status with respect to China — a basic source of controversy in many Sino-Tibetan problems; and the third reviews and analyzes U.S. relations with and congressional actions toward Tibet since the 1980s, including legislative initiatives.
