Testimony issued by the Government Accountability Office with an abstract that begins "The Federal Motor Carrier Safety Administration (FMCSA) has the primary federal responsibility for reducing crashes involving large trucks and buses. FMCSA uses its "SafeStat" tool to select carriers for reviews for compliance with its safety regulations based on the carriers' crash rates and prior safety violations. FMCSA then conducts these compliance reviews and can place carriers out of service if they are found to be operating unsafely. This statement is based on a recent report (GAO-07-585) and other nearly completed work. GAO assessed (1) the extent to which FMCSA identifies carriers that subsequently have high crash rates, (2) how FMCSA ensures that its compliance reviews are conducted thoroughly and consistently, and (3) the extent to which FMCSA follows up with carriers with serious safety violations. GAO's work was based on a review of laws, program guidance, and analyses of data from 2004 through early 2006."

The Department of Defense (DOD) is investing in many ISR systems, including unmanned aircraft systems (UAS), to meet the growing demand for ISR assets to support the warfighter. GAO was asked to evaluate DOD's efforts to integrate UAS into ongoing operations while optimizing the use of all DOD ISR assets. Specifically, this report addresses the extent that (1) DOD has taken steps to facilitate the integration of UAS into combat operations, and (2) DOD's approach to allocating and tasking its ISR assets considers all available ISR capabilities, including those provided by UAS. GAO also reviewed the extent that DOD evaluates the performance of its ISR assets, including UAS, in meeting warfighters' needs. Wind Farm Feasibility Study

Saint Francis University has assessed the Swallow Farm property located in Shade Township, Somerset County, Pennsylvania as a potential wind power development site. Saint Francis worked with McLean Energy Partners to have a 50-meter meteorological tower installed on the property in April 2004 and continues to conduct a meteorological assessment of the site. Results suggest a mean average wind speed at 80 meters of 17 mph with a net capacity factor of 31 - 33%. Approximate electricity generation capacity of the project is 10 megawatts. Also, the University used matching funds provided by the federal government to contract with ABR, Inc. to conduct radar studies of nocturnal migration of birds and bats during the migrations seasons in the Spring and Fall of 2005 with a mean nocturnal flight altitude of 402 meters with less than 5% of targets at altitudes of less than 125 meters. The mean nocturnal passage rate was 166 targets/km/h in the fall and 145 targets/km/h in the spring. Lastly, University faculty and students conducted a nesting bird study May - July 2006. Resonant Inelastic X-ray Scattering of Rare-Earth and CopperSystems

Rare earths and copper systems were studied using X-ray absorption spectroscopy (XAS) and resonant inelastic X-ray scattering (RIXS). The use of monochromased synchotron radiation and improved energy resolution for RIXS made possible to obtain valuable information on the electronic structure in 4f, 5f and 3d systems. Experimental results for rare-earths (Ho, Gd, Cm, U, Np, Pu) were analyzed by atomic multiplet theory based on the Hartree-Fock calculations. The inelastic scattering structures in RIXS spectra at 5d edge of actinides found to be sensitive to actinide oxidation states in different systems. Comparison of experimental and calculated Cm 5d RIXS spectra gave direct information about valency of the 248-curium isotope in oxide. Scientific understanding of processes that control chemical changes of radioactive species from spent fuel is improved by studying interactions of actinide ions (U, Np, Pu) with corroded iron surfaces. RIXS measurements at the actinide 5d edge found to be sensitive to actinide oxidation states in different systems. Dynamics of Granular Materials and Particle-Laden Flows

Rapid granular flows and particle-laden flows were studied in laboratory experiments, molecular dynamics simulations, and simulations of continuum equations. The research demonstrated that the inclusion of friction is crucial in realistic modeling of granular flows; hence extensive previous analyses and simulations by many researchers for frictionless particles must be reconsidered in the light of our work. We also made the first detailed comparison between experiment and the predictions of continuum theory for granular media (hydrodynamic equations). We found that shock waves easily form in granular flows since the speed of sound waves (pressure fluctuations) in a granular gas is small, typically 10 cm, while flow velocities are easily an order of magnitude larger. Our measurements on vertically oscillating granular layers led to the development of a novel technique for continuously separating particles of different sizes. Our study of craters formed by the impact of a projectile in a granular medium showed, surprisingly, that the time taken for a projectile to come to a rest in the granular layer is independent of the projectile’s impact energy. CHARACTERIZATION OF THERMALLY DAMAGED LX-17

Thermal damage was applied to LX-17 at 190 C for several hours. The damaged LX-17 samples, after cooled down to room temperature, were characterized for their material properties (density, porosity, permeability, moduli), safety, and performance. Weight losses upon thermal exposure were insignificant (< 0.1% wt.). The damaged LX-17 samples expanded, resulting in a bulk density reduction of 4.3%. Subsequent detonation measurements (cylinder tests) were conducted on the thermally-damaged LX-17 samples. The results showed that the fractions of damaged LX-17 reacted were slightly lower than those of pristine LX-17. The thermally damaged LX-17 had a detonation velocity of 7.315 mm/{micro}s, lower than that (7.638 mm/{micro}s) of pristine LX-17. Detonation energy density for the damaged LX-17 was 5.08 kJ/cm{sup 3}, about 9.0% lower than the detonation energy density of 5.50 kJ/cm{sup 3} for the pristine LX-17. The break-out curves showed reaction zone lengths for pristine LX-17 and damaged LX-17 were similar but the damaged samples had ragged detonation fronts.
