Welfare Reauthorization: Overview of the Issues
In 2003, 12.3 million children lived in families with incomes below the poverty line (a 17.2% child poverty rate). Research has shown that poverty can have negative consequences on a child’s development. Children depend upon their parents for support, and most of the recent policy attention has focused on initiatives to move poor parents (mostly single mothers) from welfare to work and on reducing welfare dependency.

Wetland Issues
Wetlands, in a wide variety of forms, are found throughout the country. The various values of these areas have been increasingly recognized in recent years, but the remaining acreage has been disappearing rapidly. When European settlers first arrived, total wetland acreage was more than 220 million acres in the lower 48 states, according to estimates by the U.S. Fish and Wildlife Service. By 1980, total wetland acreage was estimated to be 104 million acres. Losses continue, although the rate of loss hasslowed considerably during the past decade. Recent losses have been concentrated in the lower Mississippi River Valley, the upper Midwest, and the Southeast.

Whole-genome analyses of the speciation events in the pathogenic Brucellae
Despite their high DNA identity and a proposal to group classical Brucella species as biovars of B. melitensis, the commonly recognized Brucella species can be distinguished by distinct biochemical and fatty acid characters as well as by a marked host range (e.g. B. suis for swine, B. melitensis for sheep and goats, B. abortus for cattle). Here we present the genome of B. abortus 2308, the virulent prototype biovar 1 strain, and its comparison to the two other human pathogenic Brucellae species and to the B. abortus field isolate 9-941. The global distribution of pseudogenes, deletions and insertions support previous indications that B. abortus and B. melitensis share a common ancestor that diverged from B. suis. With the exception of a dozen genes, the genetic complement of both B. abortus strains is identical, whereas the three species differ in gene content and pseudogenes. The pattern of species-specific gene inactivations affecting transcriptional regulators and outer membrane proteins suggest that these inactivations may play an important role in the establishment of host-specificity and may have been a primary driver of speciation in the Brucellae. Why do a precision measurement of delta m(atm)**2 in the electron-neutrino and anti-electron-neutrino disappearance channel?
We discuss why high precision measurements of {delta}m{sub atm}{sup 2} in the {nu}{sub e}/{bar {nu}}{sub e} disappearance channels would be desirable in conjunction with the {delta}m{sub atms}{sup 2} high precision measurements that will be performed in the {nu}{sub {mu}} and {bar {nu}}{sub {mu}} disappearance channels by long baseline experiments such as T2K and NOvA. We show that if these measurements can achieve the challenging precision of about 0.5%, it will be possible to determine the mass hierarchy of the neutrino sector without the need of matter effects.

Wildland Fire Management: Timely Identification of Long-Term Options and Funding Needs Is Critical
Testimony issued by the Government Accountability Office with an abstract that begins "Wildland fires are increasingly threatening communities and ecosystems. In recent years, these fires have become more intense due to excess vegetation that has accumulated, partly as a result of past management practices. Experts have said that the window of opportunity for effectively responding to wildland fire is rapidly closing. The federal government's cost to manage wildland fires continues to increase. Appropriations for its wildland fire management activities tripled from about $1 billion in fiscal year 1999 to nearly $3 billion in fiscal year 2005. This testimony discusses the federal government's progress over the past 5 years and future challenges in managing wildland fires. It is based primarily on GAO's report: Wildland Fire Management: Important Progress Has Been Made, but Challenges Remain to Completing a Cohesive Strategy (GAO-05-147, Jan. 14, 2005)."

ZFITTER: A Semi-analytical program for fermion pair production in e+ e- annihilation, from version 6.21 to version 6.42
ZFITTER is a Fortran program for the calculation of fermion pair production and radiative corrections at high energy e{sup +}e{sup -} colliders; it is also suitable for other applications where electroweak radiative corrections appear. ZFITTER is based on a semi-analytical approach to the calculation of radiative corrections in the Standard Model. They present a summary of new features of the ZFITTER program version 6.42 compared to version 6.21. The most important additions are: (1) some higher-order QED corrections to fermion pair production, (2) electroweak one-loop corrections to atomic parity violation, (3) electroweak one-loop corrections to {bar {nu}}{sub e}{nu}{sub e} production, (4) electroweak two-loop corrections to the W boson mass and the effective weak mixing angle.
