Prior to the BRAC release, SecDef had directed the USAF to transfer the C-130 FTU to the ARC at a ratio of 75%ARC to 25% active BRAC recommendation reflected this intent with 14 C-130Hs and 4 C-130Js to the 189" AW The "J" model buy was cut from 120 to 60 several month ago, but was reinstated in the budget two days before the BRAC recommendation release Prior to reinstating the "J" buy, only four aircraft were needed in the C-130J FTU, hence it is clear the intent of BRAC was to place the C-I 305 FTU in the 189" AW.

Some policymakers, believing that disparities in broadband access across American society could have adverse economic and social consequences on those left behind, assert that the federal government should play a more active role to avoid a “digital divide” in broadband access. One approach is for the federal government to provide financial assistance to support broadband deployment in underserved areas. Others, however, believe that federal assistance for broadband deployment is not appropriate. Some opponents question the reality of the “digital divide,” and argue that federal intervention in the broadband marketplace would be premature and, in some cases, counterproductive.

The Budget for Fiscal Year 2006

On February 7, 2005, the President presented his FY2006 budget, containing proposals and estimates for FY2006 through FY2010. The proposal has a deficit of $390 billion (3.0% of GDP) in FY2006, and steadily declining deficits through FY2010. The budget did not include estimates of the cost of the war on terror beyond FY2005. It did not include cost estimates of the Administration’s proposals for changes in Social Security. It did include specific proposals that, over five years, would reduce spending among the non-defense discretionary programs; slow the growth in defense spending; slow the growth in selected categories of mandatory spending; and make further tax cuts along with making permanent the 2001 and 2003 tax cuts.

Characterization of X-ray data sets

With the emergence of structural genomics, more effort is being invested into developing methods that incorporate basic crystallographic knowledge to enhance decision making procedures (e.g. Panjikar, 2005). A key area where some crystallographic knowledge is often vital for the smooth progress of structure solution is that of judging the quality or characteristics of an X-ray dataset. For instance, detecting the presence of anisotropic diffraction or twinning while a crystal is on the beam line, may allow the user to change the data collection strategy in order to obtain a better or a more complete data set. In post-collection analyses, the presence of (for instance) non-crystallographic translational symmetry might help the user (or program!) to solve the structure more easily. Of course, the identification of problems is by no means a guarantee that the problems can be overcome, but knowledge of the idiosyncrasies of a given X-ray data set permits the user or software pipeline to tailor the structure solution and refinement procedures to increase the chances of success.
