The decision to undertake the F/A-18E/F Super Hornet program was made during a period of great turbulence in Navy aviation modernization. During this time frame, the Navy struggled to identify and implement the best way to modernize its aging fleet of F-14 fighters and A-6E attack aircraft. The A-12 program (a stealthy replacement to the A-6E) was terminated in January 1991. The AFX program, another proposed replacement for the A-6E, began in 1991 but was also terminated.

A letter report issued by the Government Accountability Office with an abstract that begins "Health centers in the federal Consolidated Health Centers program provide comprehensive primary health care services at one or more delivery sites, without regard to patients' ability to pay. In fiscal year 2002, the Health Resources and Services Administration (HRSA) began implementing the 5-year President's Health Centers Initiative. The initiative's goal is for the program to provide 1,200 grants in the neediest communities--630 grants for new delivery sites and 570 grants for expanded services at existing sites--by fiscal year 2006. GAO was asked to provide information on (1) funding of health centers and HRSA's process for assessing the need for services, (2) geographic distribution of health centers, and (3) HRSA's monitoring of health center performance."

Documentation of Calculation Methodology, Input data, and Infrastructure for the Home Energy Saver Web Site

The Home Energy Saver (HES, http://HomeEnergySaver.lbl.gov) is an interactive web site designed to help residential consumers make decisions about energy use in their homes. This report describes the underlying methods and data for estimating energy consumption. Using engineering models, the site estimates energy consumption for six major categories (end uses); heating, cooling, water heating, major appliances, lighting, and miscellaneous equipment. The approach taken by the Home Energy Saver is to provide users with initial results based on a minimum of user input, allowing progressively greater control in specifying the characteristics of the house and energy consuming appliances. Outputs include energy consumption (by fuel and end use), energy-related emissions (carbon dioxide), energy bills (total and by fuel and end use), and energy saving recommendations. Real-world electricity tariffs are used for many locations, making the bill estimates even more accurate. Where information about the house is not available from the user, default values are used based on end-use surveys and engineering studies. An extensive body of qualitative decision-support information augments the analytical results.

Development of Continuous Solvent Extraction Processes for Coal Derived Carbon Products Quarterly Report

The purpose of this DOE-funded effort is to develop continuous processes for solvent extraction of coal for the production of carbon products. These carbon products include materials used in metals smelting, especially in the aluminum and steel industries, as well as porous carbon structural material referred to as ''carbon foam'' and carbon fibers. The Hydrotreatment Facility is being prepared for trials with coal liquids. Raw coal tar distillate trials have been carried out by heating coal tar in the holding tank in the Hydrotreatment Facility. The liquids are centrifuged to warm the system up in preparation for the coal liquids. The coal tar distillate is then recycled to keep the centrifuge hot. In this way, the product has been distilled such that a softening point of approximately 110 C is reached. Then an ash test is conducted.

INSPECTION OF FUSION JOINTS IN PLASTIC PIPE

The standard method of joining plastic pipe in the field is the butt fusion process. As in any pipeline application, joint quality greatly affects overall operational safety of the system. Currently no simple, reliable, cost effective method of assessing the quality of fusion joints in the field exists. Visual examination and pressure testing are current non-destructive approaches, which do not provide any assurance about the long-term pipeline performance. This project will develop, demonstrate, and validate an in-situ non-destructive inspection method for butt fusion joints in gas distribution plastic pipelines. The inspection system will include a laser based image-recognition system that will automatically generate and interpret digital images of pipe joints and assign them a pass/fail rating, which eliminates operator bias in evaluating joint quality. A Weld Zone Inspection Method (WZIM) is being developed in which local heat is applied to the joint region to relax the residual stresses formed by the original joining operation and reveal the surface condition of the joint. In cases where the joint is not formed under optimal conditions, and the intermolecular forces between contacting surfaces are not strong enough, the relaxation of macromolecules in the surface layer causes the material to pull back, revealing a …

DISSOLVED CONCENTRATION LIMITS OF RADIOACTIVE ELEMENTS

The purpose of this study is to evaluate dissolved concentration limits (also referred to as solubility limits) of elements with radioactive isotopes under probable repository conditions, based on geochemical modeling calculations using geochemical modeling tools, thermodynamic databases, field measurements, and laboratory experiments. The scope of this activity is to predict dissolved concentrations or solubility limits for elements with radioactive isotopes (actinium, americium, carbon, cesium, iodine, lead, neptunium, plutonium, protactinium, radium, strontium, technetium, thorium, and uranium) relevant to calculated dose. Model outputs for uranium, plutonium, neptunium, thorium, americium, and protactinium are provided in the form of tabulated functions with pH and log fCO{sub 2} as independent variables, plus one or more uncertainty terms. The solubility limits for the remaining elements are either in the form of distributions or single values. Even though selection of an appropriate set of radionuclides documented in Radionuclide Screening (BSC 2002 [DIRS 160059]) includes actinium, transport of Ac is not modeled in the total system performance assessment for the license application (TSPA-LA) model because of its extremely short half-life. Actinium dose is calculated in the TSPA-LA by assuming secular equilibrium with {sup 231}Pa (Section 6.10); therefore, Ac is not analyzed in this report. The output data from …

An Evaluation of State Energy Program Accomplishments: 2002 Program Year

The U.S. Department of Energy's (DOE's) State Energy Program (SEP) was established in 1996 by merging the State Energy Conservation Program (SECP) and the Institutional Conservation Program (ICP), both of which had been in existence since 1976 (U.S. DOE 2001a). The SEP provides financial and technical assistance for a wide variety of energy efficiency and renewable energy activities undertaken by the states and territories. SEP provides money to each state and territory according to a formula that accounts for population and energy use. In addition to these ''Formula Grants'', SEP ''Special Project'' funds are made available on a competitive basis to carry out specific types of energy efficiency and renewable energy activities (U.S. DOE 2003c). The resources provided by DOE typically are augmented by money and in-kind assistance from a number of sources, including other federal agencies, state and local governments, and the private sector. The states SEP efforts include several mandatory activities, such as establishing lighting efficiency standards for public buildings, promoting car and vanpools and public transportation, and establishing policies for energy-efficient government procurement practices. Measurement and Modeling of Resistivity as a Microscale Tool to Quantify the Volume Fraction of Lenticular (alpha)' Particles in a Partially Transformed (delta)-phase Pu-Ga Matrix

We have measured and modeled the change in electrical resistivity due to partial transformation to the martensitic {alpha}{prime}-phase in a {delta}-phase Pu-Ga matrix. The primary objective is to relate the change in resistance, measured with a 4-probe technique during the transformation, to the volume fraction of the {alpha}{prime} phase created in the microstructure. Analysis by finite element methods suggests that considerable differences in the resistivity may be anticipated depending on the orientational and morphological configurations of the {alpha}{prime} particles. Finite element analysis of the computed resistance of an assembly of lenticular shaped particles indicates that series resistor or parallel resistor approximations are inaccurate and can lead to an underestimation of the predicted amount of {alpha}{prime} in the sample by 15% or more. Comparison of the resistivity of a simulated network of partially transformed grains or portions of grains suggests that a correction to the measured resistivity allows quantification of the amount of {alpha}{prime} phase in the microstructure with minimal consideration of how the {alpha}{prime} morphology may evolve. It is found that the average of the series and parallel resistor approximations provide the most accurate relationship between the measured resistivity and the amount of {alpha}{prime} phase. Flow and Transport in the Hanford 300 Area Vadose Zone-Aquifer-River System

Contaminant migration in the 300 Area unconfined aquifer is strongly coupled to fluctuations in the Columbia River stage. To better understand the interaction between the river, aquifer, and vadose zone, a 2-D saturated-unsaturated flow and transport model was developed for a vertical cross-section aligned west-east across the Hanford Site 300 Area, nearly perpendicular to the river. The model was used to investigate water flow and tracer transport in the vadose zone-aquifer-river flow system, in support of the ongoing study of the 300 Area uranium plume. The STOMP simulator was used to model 1-year from 3/1/92 to 2/28/93, a period when hourly data were available for both groundwater and river levels. Net water flow to the river (per 1-meter width of shoreline) was 182 m3/y in the base case, but the cumulative exchange or total flow back and forth across the riverbed was 30 times greater. The low river case had approximately double the net water and Groundwater tracer flux into the river as compared to the base case.
