This report briefs the context of India - U.S relations and also discusses its bilateral issues

This report is a guide to one of the 13 regular appropriations bills that Congress considers each year. It is designed to supplement the information provided by the House and Senate Appropriations Subcommittees on Defense. It summarizes the status of the bill, its scope, major issues, funding levels, and related congressional activity, and is updated as events warrant. This report discusses the ongoing debate about whether or not to approve energy development in the Arctic National Wildlife Refuge (ANWR). Current law forbids energy leasing in the Refuge. This report addresses several legislative options on the issue, as well as policymakers' arguments for and against development, especially in the wake of increasing terrorism since 2000-2001.

The Hong Kong Special Administrative Region (HKSAR) has recently recovered from an economic downturn and the SARS virus outbreak of 2002-2003 which crippled trade and tourism. There has also been a major change in the top government personnel, with the former Chief Executive, Tung Chee-Hwa, being replaced by Donald Tsang as the new Chief Executive of Hong Kong. The next major the issue to be addressed in Hong Kong is the pace of further democratization and the the extent to which the next elections for the Legislative Counsel will be based on direct elections of all seats or a larger portion thereof.

The proposed acquisition of major operations in six major U.S. ports by Dubai Ports World and of Unocal by the China National Offshore Oil Corporation sparked intense concerns among some Members of Congress and the public and has reignited the debate over what role foreign acquisitions play in U.S. national security. The United States actively promotes internationally the national treatment of foreign firms. Several Members of Congress have introduced various measures during the 2nd Session of the 109th Congress that can be grouped into four major areas: those that deal specifically with the proposed Dubai Ports World acquisition; those that focus more generally on foreign ownership of U.S. ports; those that would amend the CFIUS process; and those that would amend the Exon-Florio process.

The dietary supplement industry has long been concerned about international activities that could have a potential impact on supplement trade. As originally proposed, FDA reform legislation contained provisions on mutual agreements and global harmonization that would have applied to most products under FDA jurisdiction. However, Congress explicitly exempted supplements from the final provisions of the Food and Drug Administration Modernization Act of 1997 (P.L. 105-115), which means that these products are not part of on-going trade discussions.

A letter report issued by the Government Accountability Office with an abstract that begins "While the Enhanced Border Security and Visa Protection Act repealed a 45 minute standard for inspecting international passengers, minimizing wait times at airports remains an area of concern for U.S. Customs and Border Protection (CBP). Shortly after its creation in March 2003, CBP assumed inspection functions from the Immigration and Naturalization Service, the U.S. Customs Service, and the Department of Agriculture. The new agency's priority missions are to prevent terrorism and to facilitate travel and trade. To assess CBP's efforts to minimize wait times for international air passengers while ensuring security, this report answers the following questions: (1) What are the wait times at the 20 U.S. international airports that receive most of the international traffic and what factors affect wait times? (2) What steps have airports and airlines taken to minimize passenger wait times? (3) How has CBP managed staffing to minimize wait times across airports?"

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, the National Archives and Records Administration (NARA) has been working to acquire the Electronic Records Archives (ERA) system. In August 2004, NARA awarded two contracts to design the ERA system. The agency plans to select one of the resulting designs for the development of the system in August 2005. Conference Report 108-792 directed GAO to report on ERA's costs, schedule, and performance. Our objectives were to determine (1) the extent to which NARA has achieved the ERA program's cost, schedule, and performance objectives and the extent to which the agency has identified risks to future objectives; and (2) the status of NARA's efforts to address prior GAO recommendations on the acquisition."

A letter report issued by the Government Accountability Office with an abstract that begins "Federal agencies rely extensively on computerized information systems and electronic data to carry out their missions. The security of these systems and data is essential to prevent data tampering, disruptions in critical operations, fraud, and inappropriate disclosure of sensitive information. Concerned with accounts of attacks on systems via the Internet and reports of significant weaknesses in federal computer systems that make them vulnerable to attack, Congress passed the Federal Information Security Management Act (FISMA) in 2002. In accordance with FISMA requirements that the Comptroller General report periodically to the Congress, GAO's objectives in this report are to evaluate (1) the adequacy and effectiveness of agencies' information security policies and practices and (2) the federal government's implementation of FISMA requirements."

A letter report issued by the Government Accountability Office with an abstract that begins "A successful terrorist attack on a Department of Energy (DOE) site containing nuclear weapons material could have devastating effects for the site and nearby communities. DOE's Office of the Under Secretary for Energy, Science and Environment (ESE), which is responsible for DOE operations in areas such as energy research, manages five sites that contain weapons-grade nuclear material. A heavily armed paramilitary force equipped with such items as automatic weapons protects ESE sites. GAO was asked to examine (1) the extent to which ESE protective forces are meeting DOE's existing readiness requirements and (2) the actions DOE and ESE will need to take to successfully defend against the terrorist threat identified in the October 2004 design basis threat (DBT) by DOE's implementation deadline of October 2008."

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) is responsible for ensuring that U.S. contractors safeguard classified information in their possession. DOD delegates this responsibility to its Defense Security Service (DSS), which oversees more than 11,000 contractor facilities that are cleared to access classified information. Some U.S. contractors have foreign connections that may require measures to be put into place to reduce the risk of foreign interests gaining unauthorized access to classified information. In response to a Senate report accompanying the National Defense Authorization Act for Fiscal Year 2004, GAO assessed the extent to which DSS has assurance that its approach provides sufficient oversight of contractors under foreign ownership, control, or influence (FOCI)."

This final report summarizes work carried out under agreement with the US Department of Energy, related to wind energy policy issues. This project has involved a combination of outreach and publications on wind energy, with a specific focus on educating state-level policymakers. Education of state policymakers is vitally important because state policy (in the form of incentives or regulation) is a crucial part of the success of wind energy. State policymakers wield a significant influence over all of these policies. They are also in need of high quality, non-biased educational resources which this project provided. This project provided outreach to legislatures, in the form of meetings designed specifically for state legislators and legislative staff, responses to information requests on wind energy, and publications. The publications addressed: renewable energy portfolio standards, wind energy transmission, wind energy siting, case studies of wind energy policy, avian issues, economic development, and other related issues. These publications were distributed to legislative energy committee members, and chairs, legislative staff, legislative libraries, and other related state officials. A high temperature membrane reactor (MR) has been developed to enhance the water-gas-shift (WGS) reaction efficiency with concomitant CO{sub 2} removal for sequestration. This improved WGS-MR with CO{sub 2} recovery capability is ideally suitable for integration into the Integrated Gasification Combined-Cycle (IGCC) power generation system. Two different CO{sub 2}-affinity materials were selected in this study. The Mg-Al-CO{sub 3}-layered double hydroxide (LDH) was investigated as an adsorbent or a membrane for CO{sub 2} separation. The adsorption isotherm and intraparticle diffusivity for the LDH-based adsorbent were experimentally determined, and suitable for low temperature shift (LTS) of WGS. The LDH-based membranes were synthesized using our commercial ceramic membranes as substrate. These experimental membranes were characterized comprehensively in terms of their morphology, and CO{sub 2} permeance and selectivity to demonstrate the technical feasibility. In parallel, an alternative material-base membrane, carbonaceous membrane developed by us, was characterized, which also demonstrated enhanced CO{sub 2} selectivity at the LTS-WGS condition. With optimization on membrane defect reduction, these two types of membrane could be used commercially as CO{sub 2}-affinity membranes for the proposed application. The U.S. fiber glass industry disposes of more than 260,000 tons of industrial fiber glass waste in landfills annually. New technology is needed to reprocess this industrial waste into useful products. A low-cost energy-saving method of manufacturing ceramic tile from fiber glass waste was developed. The technology is based on sintering fiber glass waste at 700-900 degrees C to produce products which traditionally require firing temperatures of >1200 degrees C, or glass-melting temperatures >1500 degrees C. The process also eliminates other energy intensive processing steps, including mining and transportation of raw materials, spray-drying to produce granulated powder, drying pressed tile, and glazing. The technology completely transforms fiber glass waste into a dense ceramic product, so that all future environmental problems in the handling and disposal of the fibers is eliminated. The processing steps were developed and optimized to produce glossy and matte surface finishes for wall and floor tile applications. High-quality prototype tile samples were processed for demonstration and tile standards testing. A Market Assessment confirmed the market potential for tile products produced by the technology. Manufacturing equipment trials were successfully conducted for each step of the process. An industrial demonstration plant was designed, including equipment and operating cost analysis. …

The Advanced Technology Development (ATD) Program is a multilaboratory effort to assist industrial developers of high-power lithium-ion batteries overcome the barriers of cost, calendar life, abuse tolerance, and low-temperature performance so that this technology may be rendered practical for use in hybrid electric vehicles (HEVs). Included in the ATD Program is a comprehensive diagnostics effort conducted by researchers at Argonne National Laboratory (ANL), Brookhaven National Laboratory (BNL), and Lawrence Berkeley National Laboratory (LBNL). The goals of this effort are to identify and characterize processes that limit lithium-ion battery performance and calendar life, and ultimately to describe the specific mechanisms that cause performance degradation. This report is a compilation of the diagnostics effort conducted since spring 2001 to characterize Generation 2 ATD cells and cell components. The report is divided into a main body and appendices. Information on the diagnostic approach, details from individual diagnostic techniques, and details on the phenomenological model used to link the diagnostic data to the loss of 18650-cell electrochemical performance are included in the appendices. Wetlands, in a wide variety of forms, are found throughout the country. The various values of these areas have been increasingly recognized in recent years, but the remaining acreage has been disappearing rapidly. When European settlers first arrived, total wetland acreage was more than 220 million acres in the lower 48 states, according to estimates by the U.S. Fish and Wildlife Service. By 1980, total wetland acreage was estimated to be 104 million acres. Losses continue, although the rate of loss hasslowed considerably during the past decade. Recent losses have been concentrated in the lower Mississippi River Valley, the upper Midwest, and the Southeast.

The report measures the support the region has received from countries outside of it along with which agencies within the U.S. have been leading the charge.
