Congress is now debating reauthorization of omnibus farm legislation, as most commodityprice support provisions expire in 2002. This report discusses this debate, specifically aspects relating to commitments that the U.S. has as a World Trade Organization (WTO) member. Because of the interrelationships between trade and domestic support policies, lawmakers are interested in what the Agreement on Agriculture stipulates with regard to domestic supports, and how not only the United States but also other countries are meeting their Agreement commitments.

ESEA Reauthorization Proposals: Comparison of Major Features of the House and Senate Versions of H.R. 1

The authorizations of appropriations for most programs of federal aid to elementary and secondary (grades K-12) education, under the Elementary and Secondary Education Act (ESEA), expired at the end of FY2000. While the 106th Congress extensively considered several bills which would have reauthorized and amended most of these programs, only legislation extending the Impact Aid (ESEA Title VIII) and Even Start Family Literacy (ESEA Title I, Part B) programs was enacted. Selected other programs, such as the Class Size Reduction program, have been initiated and continued solely through annual appropriations legislation.

Energy Efficiency and the Rebound Effect: Does Increasing Efficiency Decrease Demand?

Intuitively it seems obvious to most observers that increasing energy efficiency will ultimately reduce demand for an energy resource such as electricity. Paradoxically, economic theory suggests that this decrease in demand and subsequent decrease in cost of using the resource could cause a rebound in demand. A commonly cited example is an increase in the efficiency of home air conditioning which may reduce the resident’s monetary incentive to conserve. The resident may opt to change the thermostat setting to keep the amount he pays constant, but living at a more comfortable temperature. When actually measured this “Rebound Effect” is generally acknowledged to lower predicted reductions in electricity demand by 10%-40% depending on the device that is made more efficient.

The Immigration and NaturalizationService (INS), with a current annual budget of $5.0 billion, is the primary agency charged with enforcing the nation’s immigration law. Regulating immigration can be viewed as having two basic components:stemming illegal immigration (enforcement) and facilitating legal immigration (service). The Bush Administration supports separating service from enforcement. While no legislation has been acted upon in the 107th Congress at this date, restructuring proposals may be considered in the future, since restructuring may necessitate amending existing statutory authorities.

Colombia: Plan Colombia Legislation and Assistance (FY2000-FY2001)

This report provides an overview of U.S. assistance before the Plan Colombia proposal, describes the Clinton Administration Plan Colombia proposal, and tracks Congressional action on it. It also covers the Bush Administration’s Andean Regional Initiative (ARI), which incorporated the Bush Administration’s Andean Counterdrug Initiative (ACI). Table 3 provides a breakdown of the ARI by country, purpose, and account. Table 1 provides an overview of U.S. assistance from FY1999-FY2001, and Table 2 provides an overview of Plan Colombia funding for Colombia and the Status of the commitment of funds provided in the State Department sections of P.L. 106-246, as of the spring of 2001. Tables 4 and 5 compare in detail the Clinton Administration’s Plan Colombia proposal with House, Senate, and conference action on it, and Table 6 charts U.S. assistance from FY1989-FY1998.

East Timor Situation Report

A United Nations Transitional Authority in East Timor (UNTAET) was established in October 1999 following the entrance of U.N.-sponsored international peacekeepers into East Timor. These measures came in response to Indonesian instigated violence against East Timorese who had voted overwhelmingly for independence from Indonesia in a referendum of August 30, 1999. UNTAET’s mandate is broad. It is to help East Timor recover from the violence through humanitarian aid and reconstruction of facilities that were damaged or destroyed. It is to help East Timor establish a functioning government, which will take over from the United Nations when East Timor formally becomes independent.
