2-1/2-D electromagnetic modeling of nodular defects in high-power multilayer optical coatings

Advances in the design and production of high damage threshold optical coatings for use in mirrors and polarizers have been driven by the design requirements of high-power laser systems such as the proposed 1.8-MJ National Ignition Facility (NIF) and the prototype 12- kJ Beamlet laser system. The present design of the NIF will include 192 polarizers and more than 1100 mirrors. Currently, the material system of choice for high-power multilayer optical coatings with high damage threshold applications near 1.06 {mu}m are e-beam deposited HfO{sub 2}/Si0{sub 2} coatings. However, the optical performance and laser damage thresholds of these coatings are limited by micron-scale defects and insufficient control over layer thickness. In this report, we will discuss the results of our 2-1/2-D finite-element time- domain (FDTD) EM modeling effort for rotationally-symmetric nodular defects in multilayer dielectric HR coatings. We have added a new diagnostic to the 2-1/2-D FDTD EM code, AMOS, that enables us to calculate the peak steady-state electric fields throughout a 2-D planar region containing a 2-D r-z cross-section of the axisymmetric nodular defect and surrounding multilayer dielectric stack. 150-MW S-band klystron program at the Stanford Linear Accelerator Center

Two S-Band klystrons operating at 150 MW have been designed, fabricated and tested at the Stanford Linear Accelerator Center (SLAC) during the past two years for use in an experimental accelerator at Deutsches Elektronen-Synchrotron (DESY) in Hamburg, Germany. Both klystrons operate at the design power, 60 Hz repetition rate, 3 {micro}s pulsewidth, with an efficiency {gt} 40%, and agreement between the experimental results and simulations is excellent. The 535 kV, 700 A electron gun was tested by constructing a solenoidal focused beam stick which identified a source of oscillation, subsequently engineered out of the klystron guns. Design of the beam stick and the two klystrons is discussed, along with observation and suppression of spurious oscillations. Differences in design and the resulting performance of the Klystrons is emphasized.

This Public Design Report presents the design criteria of a DOE Innovative Clean Coal Technology (ICCT) project demonstrating advanced wall-fired combustion techniques for the reduction of NO{sub x} emissions from coal-fired boilers. The project is being conducted at Georgia Power Company`s Plant Hammond Unit 4 (500 MW) near Rome, Georgia. The technologies being demonstrated at this site include Foster Wheeler Energy Corporation`s advanced overfire air system and Controlled Flow/Split Flame low NO{sub x} burner. This report provides documentation on the design criteria used in the performance of this project as it pertains to the scope involved with the low NO{sub x} burners, advanced overfire systems, and digital control system.

The workshop theme is `The Strategic Standardization Initiative - A Technology Exchange and Global Competitiveness Challenge for DOE.` The workshop goal is to inform the DOE technical standards community of strategic standardization activities taking place in the Department, other Government agencies, standards developing organizations, and industry. Individuals working on technical standards will be challenged to improve cooperation and communications with the involved organizations in response to the initiative. Workshop sessions include presentations by representatives from various Government agencies that focus on coordination among and participation of Government personnel in the voluntary standards process; reports by standards organizations, industry, and DOE representatives on current technology exchange programs; and how the road ahead appears for `information superhighway` standardization. Another session highlights successful standardization case studies selected from several sites across the DOE complex. The workshop concludes with a panel discussion on the goals and objectives of the DOE Technical Standards Program as envisioned by senior DOE management. The annual workshop on technical standards has proven to be an effective medium for communicating information related to standards throughout the DOE community. Ac-dc converter firing error detection

Each of the twelve Booster Main Magnet Power Supply modules consist of two three-phase, full-wave rectifier bridges in series to provide a 560 VDC maximum output. The harmonic contents of the twelve-pulse ac-dc converter output are multiples of the 60 Hz ac power input, with a predominant 720 Hz signal greater than 14 dB in magnitude above the closest harmonic components at maximum output. The 720 Hz harmonic is typically greater than 20 dB below the 500 VDC output signal under normal operation. Extracting specific harmonics from the rectifier output signal of a 6, 12, or 24 pulse ac-dc converter allows the detection of SCR firing angle errors or complete misfires. A bandpass filter provides the input signal to a frequency-to-voltage converter. Comparing the output of the frequency-to-voltage converter to a reference voltage level provides an indication of the magnitude of the harmonics in the ac-dc converter output signal.

Accelerated in situ bioremediation of groundwater

In situ bioremediation, as applied in this project, is based on the principal of biostimulation: supplying nutrients to indigenous microbes to stimulate their metabolic activity and subsequent degradation of contaminants. Typically, a network of injection and extraction wells are used to recirculate groundwater into which amendments are added and distributed within the aquifer. The objective of the in situ process is to create in the aquifer a microbially active zone that maximizes contaminant destruction while controlling the distribution of microbial growth. It is important to control microbial growth to avoid plugging the aquifer near the injection well and to establish and sustain maximum treatment zones for each injection well. Figure I illustrates this concept for in situ bioremediation. The technology described herein is innovative in its use of the computer-based Accelerated Bioremediation Design Tool (ABDT) to aid in selecting appropriate system designs and to determine optimal operating strategies. In addition, numerical simulations within the design tool proved to be valuable during remediation operations to determine appropriate changes in the` operating strategy as the bioremediation process progressed. Also described is the recent dialogue between OCRWM and the Office of Environmental Management to resolve issues, including the appropriate interpretation and application of regulatory and system requirements to DOE-owned spent fuel. Some information is provided on the design of the repository system to aid the reader in understanding how waste that is accepted into the WMS is received and emplaced in the repository.

Acoustic resonance spectroscopy (ARS): ARS300 operations manual, software version 2.01

Acoustic Resonance Spectroscopy (ARS) is a nondestructive evaluation technology developed at the Los Alamos National Laboratory. The ARS technique is a fast, safe, and nonintrusive technique that is particularly useful when a large number of objects need to be tested. Any physical object, whether solid, hollow, or fluid filled, has many modes of vibration. These modes of vibration, commonly referred to as the natural resonant modes or resonant frequencies, are determined by the object`s shape, size, and physical properties, such as elastic moduli, speed of sound, and density. If the object is mechanically excited at frequencies corresponding to its characteristic natural vibrational modes, a resonance effect can be observed when small excitation energies produce large amplitude vibrations in the object. At other excitation frequencies, i.e., vibrational response of the object is minimal.

More than 150 countries are now Party to the United Nations Framework Convention on Climate Change (FCCC), which seeks, as its ultimate objective, to stabilize atmospheric concentrations of greenhouse gases at a level that would prevent dangerous human interference with the climate system. As a step toward this goal, all Parties are to take measures to mitigate climate change and to promote and cooperate in the development and diffusion of technologies and practices that control or reduce emissions and enhance sinks of greenhouse gases. In the US view, efforts between countries or entities within them to reduce net greenhouse gas emissions undertaken cooperatively--called joint implementation (JI)--holds significant potential both for combating the threat of global warming and for promoting sustainable development. To develop and operationalize the JI concept, the US launched its Initiative on Joint Implementation (USIJI) in October 1993, and designed the program to attract private sector resources and to encourage the diffusion of innovative technologies to mitigate climate change. The USIJI provides a mechanism for investments by US entities in projects to reduce greenhouse gas emissions worldwide and has developed a set of criteria for evaluating proposed projects for their potential to reduce net GHG emissions.

Adapting classical Systems Engineering to Department of Energy (DOE) needs

Rather than discuss Systems Engineering (SE) as applied by aerospace contractors to military programs, this document provides an adapted model well suited for use by DOE and represents 18 months of applying SE principles to the challenges faced by INEL. The real-life examples are drawn from INEL`s ongoing effort to integrate activities across the entire spectrum of within its Environmental Management program. Since the traditional SE process, with its initial focus on requirements identification and analysis, must be modified to provide tangible results in the short term, the adapted SE model starts with the external driver of ``reducing costs without increasing risks`` and performs an initial integration effort to identify high-potential, cost-saving opportunities. Elements from traditional alternatives development and analysis stages are used; then the adapted model cycles back to include more traditional requirements analysis activities. These cycles continue in an iterative manner, adding rigor and detail at each successive iteration, throughout the life-cycle of a program or project. Detailed lessons learned are included.

Advanced hybrid particulate collector. Quarterly technical progress report, April 1--June 30, 1996

The objective of the project is to develop a highly reliable advanced hybrid particulate collector (AHPC) that can provide > 99.99% particulate collection efficiency for all particle sizes from 0.01 to 50 {micro}m, is applicable for use with all US coals, and is cost-competitive with existing technologies. The main technical progress for the previous quarter was the design and construction of the 200-acfm working model of the AHPC. Some additional modifications to the 200-acfm AHPC were made during April through June, and extensive shakedown and cold-flow testing were completed. The initial modeling results by ALENTEC (presented in the last quarterly report) indicated that the flow baffling as constructed should be sufficient to direct most of the flow into the electrostatic precipitator (ESP) zone of the AHPC before it reaches the bags. Cold-flow tests now confirm that the baffle configuration is sufficient for proper AHPC performance. Cold-flow multiple cleaning cycle tests show that there is a huge benefit to having the electric field on compared to having the field off. These tests also show that the AHPC functions properly and that pressure drop can be easily controlled.

The ALS Activity Report is designed to share the breadth, variety, and interest of the scientific program and ongoing R&D efforts in a form that is accessible to a broad audience. Recent research results are presented in six sections, each representing an important theme in ALS science. These results are designed to demonstrate the capabilities of the ALS, rather than to give a comprehensive review of 1995 experiments. Although the scientific program and facilities report are separate sections, in practice the achievements and accomplishments of users and ALS staff are interdependent. This user-staff collaboration is essential to help us direct our efforts toward meeting the needs of the user community, and to ensure the continued success of the ALS as a premier facility.

Advanced materials development for multi-junction monolithic photovoltaic devices

We report results in three areas of research relevant to the fabrication of monolithic multi-junction photovoltaic devices. (1) The use of compliant intervening layers grown between highly mismatched materials, GaAs and GaP (same lattice constant as Si), is shown to increase the structural quality of the GaAs overgrowth. (2) The use of digital alloys applied to the MBE growth of GaAs{sub x}Sb{sub l-x} (a candidate material for a two junction solar cell) provides increased control of the alloy composition without degrading the optical properties. (3) A nitrogen plasma discharge is shown to be an excellent p-type doping source for CdTe and ZnTe, both of which are candidate materials for a two junction solar cell.

The overall objective of this project is to demonstrate that a development program based on advanced reservoir management methods can significantly improve oil recovery. The demonstration plan includes developing a control area using standard reservoir management techniques and comparing the performance of the control area with an area developed using advanced reservoir management methods. Specific goals to attain the objective are: (1) to demonstrate that a development drilling program and pressure maintenance program, based on advanced reservoir management methods, can significantly improve oil recovery compared with existing technology applications, and (2) to transfer the advanced methodologies to oil and gas producers in the Permian Basin and elsewhere in the U.S. oil and gas industry.

The Advanced Photon Source (APS) is a third-generation synchrotron radiation source that stores positrons in a storage ring. The choice of positrons as accelerating particles was motivated by the usual reason: to eliminate the degradation of the beam caused by trapping of positively charged dust particles or ions. The third-generation synchrotron radiation sources are designed to have low beam emittance and many straight sections for insertion devices. The parameter list is comprised of three basic systems: the injection system, the storage ring system, and the experimental facilities system. The components of the injection system are listed according to the causal flow of positrons. Below we briefly list the individual components of the injection system, with the names of people responsible for managing these machines in parentheses: the linac system; electron linac-target-positron linac (Marion White); low energy transport line from linac to the PAR (Michael Borland); positron accumulator ring or PAR (Michael Borland); low energy transport line from PAR to injector synchrotron (Michael Borland); injector synchrotron (Stephen Milton); high energy transport line from injector synchrotron to storage ring (Stephen Milton). Advanced product recovery: Direct catalytic reduction of sulfur dioxide to elemental sulfur. Third quarterly technical progress report

More than 170 wet scrubber systems applied to 72,000 MW of US, coal-fired, utility boilers are in operation or under construction. In these systems, the sulfur dioxide removed form the boiler flue gas is permanently bound to a sorbent material, such as lime or limestone. The sulfated sorbent must be disposed of as a waste product or, in some cases, sold as a byproduct (e.g. gypsum). The use of regenerable sorbent technologies has the potential to reduce or eliminate solid waste production, transportation and disposal. Arthur D. Little, Inc., together with its industry and commercialization advisor, Engelhard Corporation, and its university partner, Tufts, plans to develop and scale-up an advanced, byproduct recovery technology that is a direct, catalytic process for reducing sulfur dioxide to elemental sulfur. The principal objective of the Phase 1 program is to identify and evaluate the performance of a catalyst which is robust and flexible with regard to choice of reducing gas. In order to achieve this goal, they have planned a structured program including: market/process/cost/evaluation; lab-scale catalyst preparation/optimization studies; lab-scale, bulk/supported catalyst kinetic studies; bench-scale catalyst/process studies; and utility review. The objective of this research and the pilot project planned is to test the feasibility of CO{sub 2} for recovering oil from the naturally fractured Spraberry Trend Area in the Midland Basin. This notoriously marginal reservoir has confounded operators for 40 years with rapid depletion, low recovery during primary, disappointing waterflood results and low ultimate recovery. Yet, the tremendous areal coverage and large amount of remaining oil (up to 10 Bbbl) warrants further investigation to expend all possible process options before large numbers of Spraberry wellbores need to be plugged and abandoned. CO{sub 2} injection on a continuous, pattern-wide basis has not been attempted in the Spraberry Trend. This is due to the obvious existence of a network of naturally-occurring fractures. However, it has become clear in recent years that neglecting CO{sub 2} injection as an option in fractured reservoirs may overlook potential projects which may be viable. The 15-well pilot field demonstration and supporting research will provide the necessary information to quantify the conditions whereby CO{sub 2} flooding would be economic in the Spraberry Trend.

Advanced Secondary Recovery Project for the Sooner ''D'' Sand Unit, Weld County, Colorado

The objective of this project is to increase production from the Cretaceous D Sandstone in the Denver-Julesburg (D-J) Basin through geologically targeted infill drilling and improved reservoir management of waterflood operations. This project involves multi-disciplinary reservoir characterization using high-density 3D seismic, detailed stratigraphy and reservoir simulation studies. Infill drilling, water-injection conversion and re-completing some wells to add short-radius laterals will be based on the results of the reservoir characterization studies. Production response will be evaluated using reservoir simulation and production tests. Technology transfer will utilize workshops, presentations and technical papers which will emphasize the economic advantages of implementing the demonstrated technologies. The success of this project and effective technology transfer should prompt-reappraisal of older waterflood projects and implementation of new projects in oil provinces such as the D-J Basin.

This Final Technical Report presents the accomplishments on Phase 2 of the Advanced Turbine Systems (ATS). The ATS is an advanced, natural gas fired gas turbine system that will represent a major advance on currently available industrial gas turbines in the size range of 1--20 MW. This report covers a market-driven development. The Market Survey reported in Section 5 identified the customer`s performance needs. This market survey used analyses performed by Solar turbine Incorporated backed up by the analyses done by two consultants, Research Decision Consultants (RDC) and Onsite Energy Corporation (Onsite). This back-up was important because it is the belief of all parties that growth of the ATS will depend both on continued participation in Solar`s traditional oil and gas market but to a major extent on a new market. This new market is distributed electrical power generation. Difficult decisions have had to be made to meet the different demands of the two markets. Available resources, reasonable development schedules, avoidance of schedule or technology failures, probable acceptance by the marketplace, plus product cost, performance and environmental friendliness are a few of the complex factors influencing the selection of the Gas Fired Advanced Turbine System described in Section 3.
