Laser-driven instabilities in long scalelength plasmas (open access)

Laser-driven instabilities in long scalelength plasmas

In this update lecture we focus on laser-driven instabilities in long scalelength underdense plasmas. Particular attention is given to some recent experiments on Raman scattering of intense laser light. Many important features are in accord with theoretical expectations. These features include a correlation of hot electron generation with Raman scattering, an increase in this scattering as the density scale length increases, and collisional suppression of the instability. Some challenging aspects of the growing data base as well as various deficiencies in the understanding are discussed. The role of the plasmon decay instability 2..omega../sub pe/, Brillouin, and filamentation instabilities is also briefly considered.

Investigation of the cryogenic mechanical properties of low thermal-expansion superalloys (open access)

Investigation of the cryogenic mechanical properties of low thermal-expansion superalloys

Four Fe-based superalloys, JBK-75, Incoloy 903, Incoloy 905, and Incoloy 909 were evaluated as tube materials for ICCS Nb/sub 3/Sn superconductors. Evaluation consisted of 4-K tensile and elastic-plastic fracture-toughness testing, and a microstructural characterization of unwelded and autogenously gas-tungsten-arc welded sheet given a simulated postweld processing treatment of 15% cold reduction by rolling followed by a Nb/sub 3/Sn-reaction heat treatment of 96 hours at 700/sup 0/C plus 48 hours at 730/sup 0/C. Results indicate that JBK-75 and Incoloy 903 showed satisfactory combinations of strength and toughness for ICCS tube use requiring long Nb/sub 3/Sn-reaction heat treatments. Incoloy 905 welds and 909 showed unacceptable fracture toughness. Results are discussed in terms of microstructural changes caused by the extended Nb/sub 3/Sn-reaction heat treatment.

The Balanced Budget Proposal: Some Macroeconomic Implications

This brief report outlines some possible macroeconomic implications of observing a statutory or constitutional commitment to balance the Federal budget. It does not address the legal questions about the proposal or their implementation, nor the economic and political questions related to decisions about the level of Federal revenues or expenditures. On the latter, its analysis refers to revenue and expenditure levels, in relation to total national product, typical of recent years.

World Bank Legislation Before the 99th Congress (open access)

World Bank Legislation Before the 99th Congress

The 99th Congress has before it several proposals to authorize additional U.S. contributions to multilateral development banks. These include potential subscriptions or contributions to the International Bank for Reconstruction and Development (IBRD), the International Finance Corporation (IFC), the African Development Fund (AFDF), and the special African aid facility of the International Development Association (IDA). There is no legislation now before Congress to authorize new contributions to the International Monetary Fund (IMF), the regular budget of the IDA, or any of the other regional development banks. These have been dealt with in previous years. This paper provides some background on the World Bank and a summary of the pending legislation.

Genocide Convention (open access)

Genocide Convention

The Convention on the Prevention and Punishment of the Crime of Genocide has been a matter of pending business before the Senate since its transmittal to that body in 1949. On May 21, 1985, the Senate Foreign Relations Committee recommended that the Senate give its advice and consent to ratification of the Convention subject to eight conditions: two reservations, five understandings, and one declaration. This report examines the differing opinions on whether and under what conditions the Senate should approve ratification of the Genocide Convention.

Thermal stress analysis of the SLAC fixed mask. Addendum (open access)

Thermal stress analysis of the SLAC fixed mask. Addendum

X-ray beams emerging from the new SLAC electron-positron storage ring (PEP) can impinge on the walls of tangential divertor channels. A fixed mask made of OFHC copper is installed in the channel to limit wall heating. The mask is cooled with water flowing axially at 30/sup 0/C. Beam strikes on the mask cause highly localized heating in the channel structure. Analyses were completed to determine the temperatures and thermally-induced stresses due to this heating. The current design and operating conditions should result in the entrance to the fixed mask operating at a peak temperature of 105/sup 0/C with a peak thermal stress at 26% of yield.

Software requirements definition Shipping Cask Analysis System (SCANS) (open access)

Software requirements definition Shipping Cask Analysis System (SCANS)

The US Nuclear Regulatory Commission (NRC) staff reviews the technical adequacy of applications for certification of designs of shipping casks for spent nuclear fuel. In order to confirm an acceptable design, the NRC staff may perform independent calculations. The current NRC procedure for confirming cask design analyses is laborious and tedious. Most of the work is currently done by hand or through the use of a remote computer network. The time required to certify a cask can be long. The review process may vary somewhat with the engineer doing the reviewing. Similarly, the documentation on the results of the review can also vary with the reviewer. To increase the efficiency of this certification process, LLNL was requested to design and write an integrated set of user-oriented, interactive computer programs for a personal microcomputer. The system is known as the NRC Shipping Cask Analysis System (SCANS). The computer codes and the software system supporting these codes are being developed and maintained for the NRC by LLNL. The objective of this system is generally to lessen the time and effort needed to review an application. Additionally, an objective of the system is to assure standardized methods and documentation of the confirmatory analyses …

Materials accounting at Los Alamos National Laboratory (open access)

Materials accounting at Los Alamos National Laboratory

The materials accounting system at Los Alamos has evolved from an ''80-column'' card system to a very sophisticated near-real-time computerized nuclear material accountability and safeguards system (MASS). The present hardware was designed and acquired in the late 70's and is scheduled for a major upgrade in fiscal year 1986. The history of the system from 1950 through the DYMAC of the late 70's up to the present will be discussed. The philosophy of the system along with the details of the system will be covered. This system has addressed the integrated problems of management, control, and accounting of nuclear material successfully. 8 refs., 3 figs., 1 tab.
