From abstract: This report describes a plane strain device that has been developed at M.I.T. during the past four years. The apparatus and associated equipment and test procedures are described in detail.

We propose a wire chamber experiment to measure the coherent regenerator parameter {rho} in hydrogen in the 60 to 120 GeV/c range. In this report we show that, by using the neutral beam at NAL and currently existing apparatus, {rho} can be measured in the momentum range from 90 to 110 GeV/c to a precision of {approx} {+-}5 x 10{sup -4} and its phase to {approx} {+-} 8 degrees. This results in an uncertainty in {Delta}{sigma} = {sigma}({bar K}{sup 0}p) - ({sigma}K{sup 0}p) of {approx} {+-}0.10mb.

We propose to study the diffraction dissociation of pions into multi-pion final states, by obtaining the missing mass spectra from the reaction: {pi}{sup -} + He {yields} n{pi}{sup -} + (n - 1){pi}{sup +} + He. The missing mass is calculated from a measurement of the he recoil which is observed in a streamer chamber. In this first exploratory experiment we propose to count the outgoing fast particles, and to measure in a very crude fashion their momenta.

From background: The study is an outgrowth of investigations by the Atomic Energy Commission and the Office of Saline Water into the use of nuclear energy to supply heat for desalting seawater and for generating electricity, and of work on the energy center concept conducted at the AEC's Oak Ridge National Laboratory. The bases for the study were set forth in a Memorandum of Understanding signed by Commissioner James T. Ramey of the United States Atomic Energy Commission, Under Secretary David S. Black of the United States Department of the Interior, Acting Executive Director Fernando Torrent of the Puerto Rico Water Resources Authority, and Executive Director Orlando Gonzalez of the Puerto Rico Aqueduct and Sewer Authority.
