While we in Congress retain a right to review and reject the final recommendations in total, the commission is charged with reviewing and amending each recommendation to ensure the use of correct data, an accurate and substantiated assessment of cost savings, and---most importantly recommendations that advance the tenets of "military value" as clearly prescribed in law.

Mr. Chairman, members, and staff of the Base Realignment and Closure Commission, the task you have before you is a difficult one, but essential to allow the Department of Defense to reduce their investment on unneeded facilities, thus freeing up resources for critical readiness requirements. You, and your colleagues who are not here today, are to be commended for the formidable challenge that you have assumed for the benefit of the American people and the men and women in uniform, the finest military in the world.

From abstract: This abbreviated data report presents results of ground water, surface water, and stream sediment reconnaissance in the National Topographic Map Series (NTMS) Bluefield 1* x 2 quadrangle. Surface sediment samples were collected at 886 sites, and surface water samples were collected at 595 of these sites. Ground water samples were collected at 1374 of these sites. Neutron activation analysis (NAA) results are given for uranium and 16 other elements in sediments, for uranium and 8 other elements in ground water, and for uranium and 9 other elements in surface water. Field measurements and observations are reported for each site. Analytical data and field measurements are presented in tables and maps.

Supplementary data containing tabulated reconnaissance data and elemental concentrations in ground water, surface sediment, and stream water samples, in addition to areal distribution maps, histograms, cumulative frequency plots, and frequency distribution plots for elemental concentrations. Also included are site location maps for surface and ground water samples and a user's guide. This data accompanies a report on hydrogeochemical and stream sediment reconnaissance in Virginia and West Virginia.
