Bus Rapid Transit: Projects Improve Transit Service and Can Contribute to Economic Development

A letter report issued by the Government Accountability Office with an abstract that begins "U.S. bus rapid transit (BRT) projects we reviewed include features that distinguished BRT from standard bus service and improved riders’ experience. However, few of the projects (5 of 20) used dedicated or semi-dedicated lanes— a feature commonly associated with BRT and included in international systems to reduce travel time and attract riders. Project sponsors and planners explained that decisions on which features to incorporate into BRT projects were influenced by costs, community needs, and the ability to phase in additional features. For example, one project sponsor explained that well-lighted shelters with security cameras and real-time information displays were included to increase passengers’ sense of safety in the evening. Project sponsors told us they plan to incorporate additional features such as off-board fare collection over time."

Ca cofactor of the water-oxidation complex: Evidence for a Mn/Ca heteronuclear cluster

Calcium and chloride are necessary cofactors for the proper function of the oxygen-evolving complex (OEC) of Photosystem II (PS II). Located in the thylakoid membranes of green plants, cyanobacteria and algae, PS II and the OEC catalyze the light-driven oxidation of water into dioxygen (released into the biosphere), protons and electrons for carbon fixation. The actual chemistry of water oxidation is performed by a cluster of four manganese atoms, along with the requisite cofactors Ca{sup 2+} and Cl{sup -}. While the Mn complex has been extensively studied by X-ray absorption techniques, comparatively less is known about the Ca{sup 2+} cofactor. The fewer number of studies on the Ca{sup 2+} cofactor have sometimes relied on substituting the native cofactor with strontium or other metals, and have stirred some debate about the structure of the binding site. past efforts using Mn EXAFS on Sr-substituted PSII are suggestive of a close link between the Mn cluster and Sr, within 3.5 {angstrom}. This document basically represents a comparison between theory and practice of capacity-expansion planning in the electric-utility industry. The purpose of the comparison is to provide avenues for further exploration in utility decision making. The focus of the Phase II study is upon the role of uncertainty in the decision-making process. The Phase I effort was directed at modeling the Averch-Johnson theory of the regulated utility. Part I of this report reviews the Anderson study (D. Anderson, Models for Determining Least-Cost Investments in Electricity Supply). The Anderson paper has become a standard reference for capacity-planning studies in the electric-utility industry. Part II examines uncertainty and the behavior of the firm. Part III reviews 5 models of electric-utility capacity planning under uncertainty, and Part IV is concerned with capacity-planning models in practice.

Near stoichiometric bulk polycrystalline CdSiAs/sub 2/ has been synthesized by two techniques: (1) direct fusion of the elements and (2) direct fusion of the binaries SiAs, Cd/sub 3/As/sub 2/ and CdAs/sub 2/. The latter technique resulted in denser ternary material with good homogeneity. The above binaries melt congruently and were also formed by direct fusion. Sputtered ternary films were formed using a bulk CdSiAs/sub 2/ target, and a composite target of CdAs/sub 2/ discs in a Si plate. Composition of the CdSiAS/sub 2/ target changed with sputtering time. Amorphous films deposited from that target were heat treated, and became crystalline and near stoichiometric but with poor mechanical properties. It appears that films deposited from the composite target (Si + CdAs/sub 2/) can be adjusted to stoichiometry by means of sputtering power and target geometry. As deposited, these films also were amorphous. With respect to evaporated films, the study of thermal decomposition of CdSiAs/sub 2/ in vacuum was completed. The decomposition is preferential toward Cd between 570/sup 0/ and 710/sup 0/C, and toward As in the 710 to 1010/sup 0/C range. CERTS Microgrid Laboratory Test Bed - PIER Final Project Report

The objective of the CERTS Microgrid Laboratory Test Bed project was to enhance the ease of integrating small energy sources into a microgrid. The project accomplished this objective by developing and demonstrating three advanced techniques, collectively referred to as the CERTS Microgrid concept, that significantly reduce the level of custom field engineering needed to operate microgrids consisting of small generating sources. The techniques comprising the CERTS Microgrid concept are: 1) a method for effecting automatic and seamless transitions between grid-connected and islanded modes of operation; 2) an approach to electrical protection within the microgrid that does not depend on high fault currents; and 3) a method for microgrid control that achieves voltage and frequency stability under islanded conditions without requiring high-speed communications. The techniques were demonstrated at a full-scale test bed built near Columbus, Ohio and operated by American Electric Power. The testing fully confirmed earlier research that had been conducted initially through analytical simulations, then through laboratory emulations, and finally through factory acceptance testing of individual microgrid components. The islanding and resychronization method met all Institute of Electrical and Electronics Engineers 1547 and power quality requirements. Characterization of Suspect Fuel Rod Pieces from the 105 K West Basin

This report provides physical and radiochemical characterization results from examinations and laboratory analyses performed on {approx}0.55-inch diameter rod pieces found in the 105 K West (KW) Basin that were suspected to be from nuclear reactor fuel. The characterization results will be used to establish the technical basis for adding this material to the contents of one of the final Multi-Canister Overpacks (MCOs) that will be loaded out of the KW Basin in late FY2006 or at a later time depending on project priorities. Fifteen fuel rod pieces were found during the clean out of the KW Basin. Based on lack of specific credentials, documentation, or obvious serial numbers, none of the items could be positively identified nor could their sources or compositions be described. Item weights and dimensions measured in the KW Basin indicated densities consistent with the suspect fuel rods containing uranium dioxide (UO2), uranium metal, or being empty. Extensive review of the Hanford Site technical literature led to the postulation that these pieces likely were irradiated test fuel prepared to support of the development of the Hanford ''New Production Reactor'', later called N Reactor. The purpose of this report is to characterize the nonresidential fenestration market in order to better understand market barriers to, and opportunities for, energy-efficient fenestration products. In particular, the goal is to: (1) Better understand how glazing products flow between industry groups. (2) Identify major decision makers directing the product flow. (3) Understand industry trends for certain technologies or products. (4) Characterize the role of energy codes and standards in influencing industry trends. (5) Assess the impact of product testing and certification programs on the industry. The U.S. glass industry is a $27 billion enterprise with both large producers and small firms playing pivotal roles in the industry. While most sectors of the glass industry have restructured and consolidated in the past 20 years, the industry still employs 150,000 workers. Nonresidential glazing accounts for approximately 18% of overall U.S. glass production. In 1999, nonresidential glazing was supplied to approximately 2.2 billion ft{sup 2} of new construction and additions. Congress appropriated $40 billion over 10 years (fiscal years 1998 through 2007) for SCHIP. Each state's SCHIP allotment is available as a federal match based on state expenditures. Although the SCHIP statute generally targets children in families with incomes up to 200 percent of the federal poverty level, 13 states' programs cover children in families above 200 percent of the federal poverty level. This report provides information on (1) enrollment and federal expenditures for SCHIP and estimates of the number of and costs to enroll eligible unenrolled children and income-eligible pregnant women and (2) factors that may influence states' future expenditures for SCHIP and the availability of funding for any program expansion."

Climate Forcings and Climate Sensitivities Diagnosed from Coupled Climate Model Integrations

A simple technique is proposed for calculating global mean climate forcing from transient integrations of coupled Atmosphere Ocean General Circulation Models (AOGCMs). This 'climate forcing' differs from the conventionally defined radiative forcing as it includes semi-direct effects that account for certain short timescale responses in the troposphere. Firstly, we calculate a climate feedback term from reported values of 2 x CO{sub 2} radiative forcing and surface temperature time series from 70-year simulations by twenty AOGCMs. In these simulations carbon dioxide is increased by 1%/year. The derived climate feedback agrees well with values that we diagnose from equilibrium climate change experiments of slab-ocean versions of the same models. These climate feedback terms are associated with the fast, quasi-linear response of lapse rate, clouds, water vapor and albedo to global surface temperature changes. The importance of the feedbacks is gauged by their impact on the radiative fluxes at the top of the atmosphere. We find partial compensation between longwave and shortwave feedback terms that lessens the inter-model differences in the equilibrium climate sensitivity. There is also some indication that the AOGCMs overestimate the strength of the positive longwave feedback. These feedback terms are then used to infer the shortwave and longwave time …
