The authors have synthesized and characterized two novel Sr compounds: [Sr({mu}-ONc){sub 2}(HONc){sub 4}]{sub 2} (1, ONc = O{sub 2}CCH{sub 2}CMe{sub 3}), and Sr{sub 5}({mu}{sub 4}-O)({mu}{sub 3}-ONep){sub 4}({mu}-ONep){sub 4}(HONep)(solv){sub 4} [ONep = OCH{sub 2}CMe{sub 3}, solv = tetrahydrofuran (THF), 2a; 1-methyl-imidazole (MeIm), (2b)], that demonstrate increased solubility in comparison to the commercially available Sr precursors. The two metal centers of 1 share 4 unidentate bridging {mu}-ONc ligands and complete their octahedral geometry through the coordination of 4 monodentate terminal HONc ligands. The structure arrangement of the central core of 2a and b are identical, wherein 4 octahedral Sr atoms are arranged in a square geometry around a {mu}{sub 4}-O ligand. An additional 7-coordinated Sr atom sits directly atop the {mu}{sub 4}-O to form a square base pyramidal arrangement of the Sr atoms but the apical Sr-O distance is too long to be considered a bond. In solution, compound 1 is disrupted forming a monomer but 2a and b retain their structures.

CORROSION BEHAVIOR OF DEFECTED FUEL ELEMENTS WITH U-2 w/o Zr CORE CLAD WITH ZIRCALOY-2

The aqueous corrosion behavior of defected fuel elements having a U-2 wt. % Zr core with Zircaloy-2 cladding has been studied. A standard diffusion heat treatment for 7 hours at 880 C, followed by moderately rapid cooling, was established to overcome the effect of subtle defects in 15-mil Zircaloy cladding. The development of this heat treatment was carried out primarily with small rod specimens, which were also used to obtain data on aurxiliary effects of thw diffusion heat treatment. The heat treatment has been applied to full diameter tubes. One of these tubes was tested with subtle defects and various sections have been observed following the insertion of gross defects. These observations have shown a difference in the rate of hydrogen evolution as a result of heat treatment. In addition, the heat treatment changes the nature of failure in both full diameter tube sections and small rods. The presence of 2 wt. % Zr in the core reduces the corrosion rate considerably. Comparative quantitative data are presented for uranium alloys with various zirconium contents up to 15 wt. %. (auth)

The coupling of thermochemistry and phase diagrams for group III-V semiconductor systems. Final report

The project was directed at linking the thermochemical properties of III-V compound semiconductors systems with the reported phase diagrams. The solid-liquid phase equilibrium problem was formulated and three approaches to calculating the reduced standard state chemical potential were identified and values were calculated. In addition, thermochemical values for critical properties were measured using solid state electrochemical techniques. These values, along with the standard state chemical potentials and other available thermochemical and phase diagram data, were combined with a critical assessment of selected III-V systems. This work was culminated with a comprehensive assessment of all the III-V binary systems. A novel aspect of the experimental part of this project was the demonstration of the use of a liquid encapsulate to measure component activities by a solid state emf technique in liquid III-V systems that exhibit high vapor pressures at the measurement temperature.

Cygnus PFL Switch Jitter

The Cygnus Dual Beam Radiographic Facility consists of two identical radiographic sources: Cygnus 1 and Cygnus 2. Each source has the following X-ray output: 1-mm diameter spot size, 4 rads at 1 m, 50-ns full-widthhalf-maximum. The diode pulse has the following electrical specifications: 2.25 MV, 60 kA, 60 ns. This Radiographic Facility is located in an underground tunnel test area at the Nevada Test Site (NTS). The sources were developed to produce high-resolution images on subcritical tests performed at NTS. Subcritical tests are single-shot, high-value events. For this application, it is desirable to maintain a high level of reproducibility in source output. The major components of the Cygnus machines are Marx generator, water-filled pulse forming line (PFL), water-filled coaxial transmission line, threecell inductive voltage adder, and rod-pinch diode. A primary source of fluctuation in Cygnus shot-to-shot performance may be jitter in breakdown of the main PFL switch, which is a “self-break” switch. The PFL switch breakdown time determines the peak PFL charging voltage, which ultimately affects the source X-ray spectrum and dose. Therefore, PFL switch jitter may contribute to shot-to-shot variation in these parameters, which are crucial to radiographic quality. In this paper we will present PFL switch jitter analysis …

Dairy Policy Issues

A temporary pilot program that allows processors to enter into forward price contracts with individual dairy farmers or their cooperatives for certain uses of milk is scheduled to expire December 31, 2004. A forward price contract allows buyers and sellers of a commodity to negotiate a price for the commodity on a future delivery date and insulates both parties from price volatility. Identical bills (H.R. 3308, S. 2565) pending in Congress would convert the pilot program to a permanent one. The bills are supported by dairy processors, but are opposed by the largest organization of dairy cooperatives, which is concerned that the program might undermine federal minimum pricing requirements

Data Qualification Report: Compostion of J-13 Well Water for Use on the Yucca Mountain Project

The data evaluated in this qualification report have been cited in analysis and model reports (AMRs) in support of the Site Recommendation in determining the suitability of the Yucca Mountain Site for a repository for high level nuclear waste. The AMRs use these hydrochemical data as a basis for modeling the chemical interactions between groundwater and engineered materials, including waste forms, packages and materials in the engineered barrier system J-13 water is also used as a reactant in experiments performed to collect data on corrosion of waste packages and repository materials, on solubility of radionuclides, on waste form leach rates, and in simulations of the mobility of radionuclides in groundwater, among other applications. J-13 water serves effectively as a reference or surrogate water composition across the program. Establishing a qualified data set describing the composition of J-13 will help ensure commonality among the various studies.

Decommissioning of the DMA facilities is estimated at 65% complete compared to 60% forecast at the start of the program in April 1974. The transfer of 12 transuranic boxes to 20-year retrievable storage this quarter brings the total to date to 26, and includes all of the inspection area glove boxes and conveyor sections, four A-Line and two C-Line glove boxes, along with all auxiliary hydraulic equipment pumps, and piping serving the three areas. Removal of additional A-Line and C-Line conveyor sections, one glove box, and relocation of two other glove boxes has been authorized by the Energy Research and Development Administration. Albuquerque Operations Office, and the A-Line portion of work currently is estimated at 40% complete. The removal of the one high plutonium-containing glove box, HC-40D and B has been delayed for additional sodium iodide (NaI) gamma counting following Z-Plant Operations cleanout and recovery of over 1,900 grams of plutonium. The fiscal year 1975 cost was $1,080,000 as estimated, and includes $11,585 in accrued costs for Fiberglass Reinforced Polyester (FRP) plywood boxes delivered but not billed at month-end. Defined Benefit Pensions: Plan Freezes Affect Millions of Participants and May Pose Retirement Income Challenges

A letter report issued by the Government Accountability Office with an abstract that begins "Private defined benefit (DB) pension plans are an important source of retirement income for millions of Americans. However, from 1990 to 2006, plan sponsors have voluntarily terminated over 61,000 sufficiently funded single-employer DB plans. An event preceding at least some of these terminations was a so-called plan "freeze"--an amendment to the plan to limit some or all future pension accruals for some or all plan participants. Available information that the government collects about frozen plans is limited in scope and may not be recent. GAO conducted a stratified probability sample survey of 471 single-employer DB plan sponsors out of a population of 7,804 (with 100 or more total plan participants) to gather more timely and detailed information about frozen plans. We have prepared this report under the Comptroller General's authority as part of our ongoing reassessment of risks associated with the Pension Benefit Guaranty Corporation's (PBGC) single-employer pension insurance program, which, in 2003, we placed on our high-risk list of programs that need broad-based transformations and warrant the attention of Congress and the executive branch. Delta Coherence Protocols: The Home Update Protocol

We describe a new class of directory coherence protocols called delta coherence protocols that use network guarantees to support a new and highly concurrent approach to maintain a consistent shared memory. Delta coherence protocols are more concurrent than other coherence protocols in that they allow processes to pipeline memory accesses without violating sequential consistency; support multiple concurrent readers and writers to the same cache block; and allow processes to access multiple shared variables atomically without invalidating the copies held by other processes or otherwise obtaining exclusive access to the referenced variables. Delta protocols include both update and invalidate protocols. In this paper we describe the simplest, most basic delta protocol, an update protocol called the home update protocol. Delta protocols are based on isotach network guarantees. An isotach network maintains a logical time system that allows each process to predict and control the logical time at which its messages are received. Processes use isotach guarantees to control the logical time at which their requests on shared memory appear to be executed. We prove the home update protocol is correct using logical time to reason about the order in which requests are executed.

Design of the linear non-evaporable getter pump for the PEP-II B factory

There are several regions in the PEP-II B Factory at SLAC that require distributed pumping to deal with large photo-desorbed gas loads or to produce very low pressures (< 10{sup -9} Torr). These regions include the Low Energy Ring Wiggler dump chambers, the transitions between the High Energy Ring arcs and straight sections, and most importantly the Interaction Region. They have designed a compact Non-Evaporable Getter pump using commercial getters that combines high pumping speed and high sorption capacity. They describe the design features of the NEG pumps, and the test results from prototype pumps. In addition, they discuss future variations of this style of NEG pump.
