Broadband acoustic source processing in a noisy shallow ocean environment

Acoustic sources found in the ocean environment are spatially complex and broadband, complicating the analysis of received acoustic data considerably. A model-based approach is developed for a broadband source in a shallow ocean environment characterized by a normal-mode propagation model. Here we develop the optimal Bayesian solution to the broadband pressure-field enhancement and modal function extraction problem.

Among other issues are whether additional measures are needed to further protect the public and cattle herd, and concerns over the relative costs and benefits of such measures for consumers, taxpayers and industry.

Calibration Procedures for a Two-Modulator Generalized Ellipsometer

A Two-Modulator Generalized Ellipsometer (2-MGE) has been extremely useful in characterizing optical properties of uniaxial bulk materials, thin films and diffraction gratings. The instrument consists of two polarizer-photoelastic modulator pairs, one operating as the polarization state generator and the other as the polarization state detector. Each photoelastic modulator operates at a different remnant frequency (such as 50 kHz and 60 kHz), making it possible to measure eight elements of the reduced sample Mueller matrix simultaneously. In certain configurations, light reflection from non-depolarizing anisotropic samples can be completely characterized by a single measurement, and the entire reduced Jones matrix can be determined, including the cross polarization coefficients. The calibration of the instrument involves the measurement of the azimuthal angle of the polarizer with respect to the modulator, the modulation amplitude, and the modulator strain for each polarizer photoelastic modulator pair, where the last two are functions of wavelengths. In addition, it is essential to calibrate the azimuthal angles of the polarization state generator and the polarization state detector with respect to the plane of incidence in the ellipsometry configuration that is used in the measurements. I am very concerned about the BRAC Commission's decision to close Cannon Air Force Base. * I do not believe the Commission is fully aware of the unique attributes that Cannon offers to our national defense. These include an abundance of air space and no encroachment issues, a bombing range that is only seconds away, the airspace to fly at supersonic speeds, and ideal year-round flying weather, among many others. In addition to the military value to the nation, Cannon has been supported over the last 50 hears by the local communities like no other in the country. We consider Cannon a part of our family. The closure of Cannon will also have a devastating impact on our economy. It has been estimated that the area will lose at least 20 percent of its workforce, plus the ripple effect that we will have on our public and higher education systems. Please reconsider all the facts before making your final decision.

I am very concerned about the Department of Defense's recommendation that Cannon Air Force Base should be closed. Cannon Air Force Base should not be on the BRAC closure list for many reasons. Listed below are just a few reasons on why Cannon Air Force should not be on the list: Cannon does not fit the criteria provided for base closure. The weather in Eastern New Mexico provides year round training ability. Cannon has the space and facilities to accommodate joint war-fighting, training, and readiness as was evidenced by the recent joint training effort between Cannon and the US Navy.

The utilization of physical and chemical processes to reduce the rate of vapor loss of thermionic emitters composed of mixed carbides of U and Zr in order to increase the permissible operating temperature is being studied. Preliminary, qualitative results obtained from study of physical redeposition processes showed that increasing the collector temperature may markedly reduce the rate of weight loss from a UC emitter operating at 2053 deg K. The requisite experimental equipment for studies of chemical transport processes was designed and constructed. Experiments will proceed through both a physical chemistry approach to an understanding of the transport processes and a technique to evaluate the efficacy of possible combinations of chemical species by monitoring the electron emission from diodes containing such mixtures. CDF top quark production and mass (open access)

CDF top quark production and mass

The top search in the dilepton and lepton plus jets channels with the Collider Detector at Fermilab is presented. The analysis uses a 67 pb{sup {minus}1} sample of p{bar p} collisions at 1.8 TeV. A 4.8{sigma} excess of candidate events establishes the existence of the top quark. The t{bar t} production cross section is measured to be {sigma}{sub t{bar t}} = 7.6{sub {minus}2.0}{sup +2.4} pb with branching Br(t {yields} Wb) = 0.87{sub {minus}0.30}{sup +0.13}(stat) {sub {minus}0.11}{sup +0.13}(syst). The measured mass is M{sub top} = 176{plus_minus}8{plus_minus}10 GeV.

Testimony issued by the General Accounting Office with an abstract that begins "Oversight of the Central Intelligence Agency (CIA) generally comes from two select committees of Congress and the CIA's Inspector General. GAO has broad authority to evaluate CIA programs. In reality, however, GAO faces both legal and practical limitations on its ability to review these programs. For example, it has no access to some CIA "unvouchered" accounts and cannot compel its access to foreign intelligence and counterintelligence information. In addition, as a practical matter, GAO is limited by the CIA's level of cooperation, which has varied through the years. GAO has not actively audited the CIA since the early 1960s, when it discontinued such work because CIA was not providing it with enough access to information to allow GAO to do its job. The issue has arisen since then from time to time as GAO's work has required some level of access to CIA programs and information. However, given a lack of requests from Congress for GAO to do specific work at the CIA and its limited resources, GAO made a decision not to pursue the issue further. Characterizing the Effects of High Wind Penetration on a Small Isolated Grid in Arctic Alaska

This paper examines the operating characteristics of the wind-diesel system in Kotzebue, Alaska, operated by Kotzebue Electric Association (KEA). KEA began incorporating wind power into its 100% diesel generating system in 1997 with three 66 kW wind turbines. In 1999, KEA added another seven 66 kW turbines, resulting in the current wind capacity of 660 kW. KEA is in the process of expanding its wind project again and ultimately expects to operate 2-3 MW of wind capacity. With a peak load of approximately 4 MW and a minimum load of approximately 1.6 MW, the wind penetration is significant. KEA is currently experiencing greater than 35% wind penetration, sometimes for several consecutive hours. This paper discusses the observed wind penetration at KEA and evaluates the effects of wind penetration on power quality on the KEA grid.
