303-K Storage Facility report on FY98 closure activities

This report summarizes and evaluates the decontamination activities, sampling activities, and sample analysis performed in support of the closure of the 303-K Storage Facility. The evaluation is based on the validated data included in the data validation package (98-EAP-346) for the 303-K Storage Facility. The results of this evaluation will be used for assessing contamination for the purpose of closing the 303-K Storage Facility as described in the 303-K Storage Facility Closure Plan, DOE/RL-90-04. The closure strategy for the 303-K Storage Facility is to decontaminate the interior of the north half of the 303-K Building to remove known or suspected dangerous waste contamination, to sample the interior concrete and exterior soils for the constituents of concern, and then to perform data analysis, with an evaluation to determine if the closure activities and data meet the closure criteria. The closure criteria for the 303-K Storage Facility is that the concentrations of constituents of concern are not present above the cleanup levels. Based on the evaluation of the decontamination activities, sampling activities, and sample data, determination has been made that the soils at the 303-K Storage Facility meet the cleanup performance standards (WMH 1997) and can be clean closed. 137Cs Inter-Plant Concentration Ratios Provide a Predictive Tool for Coral Atolls with Distinct Benefits Over Transfer Factors

Inter-plant concentration ratios (IPCR), [Bq g{sup -1} {sup 137}Cs in coral atoll tree food-crops/Bq g{sup -1} {sup 137}Cs in leaves of native plant species whose roots share a common soil volume], can replace transfer factors (TF) to predict {sup 137}Cs concentration in tree food-crops in a contaminated area with an aged source term. The IPCR strategy has significant benefits relative to TF strategy for such purposes in the atoll ecosystem. IPCR strategy applied to specific assessments takes advantage of the fact tree roots naturally integrate 137Cs over large volumes of soil. Root absorption of {sup 137}Cs replaces large-scale, expensive soil sampling schemes to reduce variability in {sup 137}Cs concentration due to inhomogeneous radionuclide distribution. IPCR [drinking-coconut meat (DCM)/Scaevola (SCA) and Tournefortia (TOU) leaves (native trees growing on all atoll islands)] are log normally distributed (LND) with geometric standard deviation (GSD) = 1.85. TF for DCM from Enewetak, Eneu, Rongelap and Bikini Atolls are LND with GSD's of 3.5, 3.0, 2.7, and 2.1, respectively. TF GSD for Rongelap copra coconut meat is 2.5. Accounting for fuel price risk when comparing renewable togas-fired generation: the role of forward natural gas prices

Unlike natural gas-fired generation, renewable generation (e.g., from wind, solar, and geothermal power) is largely immune to fuel price risk. If ratepayers are rational and value long-term price stability, then--contrary to common practice--any comparison of the levelized cost of renewable to gas-fired generation should be based on a hedged gas price input, rather than an uncertain gas price forecast. This paper compares natural gas prices that can be locked in through futures, swaps, and physical supply contracts to contemporaneous long-term forecasts of spot gas prices. We find that from 2000-2003, forward gas prices for terms of 2-10 years have been considerably higher than most contemporaneous long-term gas price forecasts. This difference is striking, and implies that comparisons between renewable and gas-fired generation based on these forecasts over this period have arguably yielded results that are biased in favor of gas-fired generation.

The objective of this task is to perform a technical assessment of turbine blading for advanced second generation PFBC conditions, identify specific problems/issues, and recommend an approach for solving any problems identified. A literature search was conducted, problems associated with hot corrosion defined and limited experiments performed. Sulfidation corrosion occurs in industrial, marine and aircraft gas turbine engines and is due to the presence of condensed alkali (sodium) sulfates. The principle source of the alkali in industrial, marine and aircraft gas turbine engines is sea salt crystals. The principle source of the sulfur is not the liquid fuels, but the same ocean born crystals. Moreover deposition of the corrosive salt occurs primarily by a non-equilibrium process. Sodium will be present in the cleaned combusted gases that enter the PFBC turbine. Although equilibrium condensation is not favored, deposition via impaction is probable. Marine gas turbines operate in sodium chloride rich environments without experiencing the accelerated attack noted in coal fired boilers where condensed chlorides contact metallic surfaces. Air Corrosivity in U.S. Outdoor-Air-Cooled Data Centers is Similar to That in Conventional Data Centers

There is a concern that environmental-contamination caused corrosion may negatively affect Information Technology (IT) equipment reliability. Nineteen data centers in the United States and two in India were evaluated using Corrosion Classification Coupons (CCC) to assess environmental air quality as it may relate IT equipment reliability. The data centers were of two basic types: closed and outside-air cooled. A closed data center provides cool air to the IT equipment using air conditioning in which only a small percent age of the recirculation air is make-up air continuously supplied from outside to meet human health requirements. An outside-air cooled data center uses outside air directly as the primary source for IT equipment cooling. Corrosion measuring coupons containing copper and silver metal strips were placed in both closed and outside-air cooled data centers. Analytical Methods Development in Support of the Caustic Side Solvent Extraction System

The goal of the project reported herein was to develop and apply methods for the analysis of the major components of the solvent system used in the Caustic-Side Solvent Extraction Process (CSSX). These include the calix(4)arene, the modifier, 1-(2,2,3,3- tetrafluoropropoxy)-3-(4-sec-butylphenoxy)-2-propanol and tri-n-octylamine. In addition, it was an objective to develop methods that would allow visualization of other components under process conditions. These analyses would include quantitative laboratory methods for each of the components, quantitative analysis of expected breakdown products (4-see-butylphenol and di-n-octylamine), and qualitative investigations of possible additional breakdown products under a variety of process extremes. These methods would also provide a framework for process analysis should a pilot facility be developed. Two methods were implemented for sample preparation of aqueous phases. The first involves solid-phase extraction and produces quantitative recovery of the solvent components and degradation products from the various aqueous streams. This method can be automated and is suitable for use in radiation shielded facilities. The second is a variation of an established EPA liquid-liquid extraction procedure. This method is also quantitative and results in a final extract amenable to virtually any instrumental analysis. Two HPLC methods were developed for quantitative analysis. Annual Report to the Bonneville Power Administration, Reporting Period: April 2008 - February 2009 [re: "Survival and Growth in the Columbia River Plume and north California Current"].

We have made substantial progress toward our objectives outlined in our BPA supported proposal entitled 'Columbia River Basin Juvenile Salmonids: Survival and Growth in the Columbia River Plume and northern California Current' which we report on herein. During 2008, we were able to successfully conduct 3 mesoscale cruises. We also were able to conduct 7 biweekly predator cruises, along with substantial shore-based visual observations of seabirds. Detailed results of the mesoscale cruises are available in the Cruise Reports and summarized in the next section. We have taken a proactive approach to getting the results of our research to fisheries managers and the general public. We have begun to make annual predictions based on ocean conditions of the relative survival of juvenile coho and Chinook salmon well before they return as adults. This is based on both biological and physical indicators that we measure during our surveys or collect from outside data sources. Motivated by the need for new means for specification and determination of 3D fields that are produced by electromagnetic lens elements in the region interior to coil windings and seeking to obtain techniques that will be convenient for accurate conductor placement and dynamical study of particle motion, we have conveniently gene the representation of a 2D magnetic field to 3D. We have shown that the 3 dimensioal magnetic field components of a multipole magnet in the curl-fire divergence-fire region near the axis r=0 can be derived from one dimensional functions A{sub n}(z) and their derivatives (part 1). In the region interior to coil windings of accelerator magnets the three spatial components of magnet fields can be expressed in terms of harmonic components'' proportional to functions sin (n{theta}) or cos (n{theta}) of the azimuthal angle. The r,z dependence of any such component can then be expressed in terms of powers of r times functions A{sub n}(z) and their derivatives. Approximation Algorithms for Distance-2 Edge Coloring

The authors consider the link scheduling problem for packet radio networks which is assigning channels to the connecting links so that transmission may proceed on all links assigned the same channel simultaneously without collisions. This problem can be cast as the distance-2 edge coloring problem, a variant of proper edge coloring, on the graph with transceivers as vertices and links as edges. They present efficient approximation algorithms for the distance-2 edge coloring problem for various classes of graphs.

An Automated Inadvertent Intruder Analysis Application

Savannah River National Laboratory is responsible for the radiological performance assessment analysis for Savannah River Site waste disposal facilities (McDowell-Boyer2000), which results in limits on the amounts of radiological substances that can be placed in the waste disposal facilities. To arrive at these limits, the performance assessment considers numerous potential exposure pathways that could occur in the future. One set of exposure scenarios, known as inadvertent intruder analysis, considers the impact on hypothetical individuals who are assumed to inadvertently intrude onto the waste disposal site. Inadvertent intruder analysis considers three distinct scenarios for exposure referred to as the agriculture scenario, the resident scenario, and the post-drilling scenario. Each of these scenarios has specific exposure pathways that contribute to the overall dose for the scenario.

Boiler Materials for Ultrasupercritical Coal Power Plants

The U.S. Department of Energy (DOE) and the Ohio Coal Development Office (OCDO) have recently initiated a project aimed at identifying, evaluating, and qualifying the materials needed for the construction of the critical components of coal-fired boilers capable of operating at much higher efficiencies than current generation of supercritical plants. This increased efficiency is expected to be achieved principally through the use of ultrasupercritical steam conditions (USC). A limiting factor in this can be the materials of construction. The project goal is to assess/develop materials technology that will enable achieving turbine throttle steam conditions of 760 C (1400 F)/35 MPa (5000 psi). This goal seems achievable based on a preliminary assessment of material capabilities. The project is further intended to build further upon the alloy development and evaluation programs that have been carried out in Europe and Japan. Those programs have identified ferritic steels capable of meeting the strength requirements of USC plants up to approximately 620 C (1150 F) and nickel-based alloys suitable up to 700 C (1300 F). The maximum stored energy is increased by a factor of 1.763 and the power swing is increased by a factor of 1.32; increasing the flicker approximately by this factor. The required magnet voltage has been calculated and is given for the dipole and quadrupole strings. The total power at the AC bus bar isgiven. To calculate the reactive power, the dipole excitation is assumed to consist of 5--1000 volt supplies in series and sequentially switched. The quadrupole supply consist of 5--175 volt supplies in series and sequentially switched.

Cavitation as a Mechanism to Enhance Wetting in a Mercury Thermal Convection Loop

Type 316L stainless steel was statically tested under cavitation conditions via an ultrasonic transducer externally mounted on a tube filled with ambient mercury. During the preliminary exposure (24 h, 20 kHz, 1.5 MPa), cavitation resulted in apparent wetting of the specimens by mercury as well as general surface roughening and wastage similar to erosion damage. Subsequently, a thermal convection loop identical to those used previously to study thermal gradient mass transfer was modified to include an externally-mounted donut-shaped transducer in order to similarly produce cavitation and wetting at temperatures prototypic of those expected in the SNS target. However, a series of attempts to develop cavitation and wetting on 316L specimens in the thermal convection loop was unsuccessful.

Characterization of reservoir rocks and fluids by surface electromagnetic transient methods

The objectives of this research were to improve the interpretations of transient electromagnetic (TEM) measurements over two-dimensional subsurface structures. TEM is a surface electromagnetic method employed in fossil energy reservoir exploration and characterization. Electrical measurements find application in (i) assisting in fossil energy exploration mainly in areas where seismic methods yield inadequate data quality, such as volcanic covered terrain, permafrost areas, and the Rocky Mountain Overthrust; (ii) mapping contacts between hydrocarbon and brines in shallow producing horizon, and (iii) in monitoring enhanced oil recovery processes which cause zones of lower resistivity. The work under this contract consisted of three tasks: (1) Selection of a test site and acquisition of a high density, 3-component data set over the test site; (2) development of finite element modeling algorithms for computing 3-D EM fields over 2-D EM fields over 2-D subsurface structures; and development of TEM 2-D subsurface imaging method. This Closure Report (CR) presents information supporting closure of Corrective Action Unit (CAU) 547, Miscellaneous Contaminated Waste Sites, and provides documentation supporting the completed corrective actions and confirmation that closure objectives for CAU 547 were met. This CR complies with the requirements of the Federal Facility Agreement and Consent Order (FFACO) that was agreed to by the State of Nevada; the U.S. Department of Energy (DOE), Environmental Management; the U.S. Department of Defense; and DOE, Legacy Management (FFACO, 1996 as amended). CAU 547 consists of the following three Corrective Action Sites (CASs), located in Areas 2, 3, and 9 of the Nevada National Security Site: (1) CAS 02-37-02, Gas Sampling Assembly; (2) CAS 03-99-19, Gas Sampling Assembly; AND (3) CAS 09-99-06, Gas Sampling Assembly Closure activities began in August 2011 and were completed in June 2012.
