Detailed Stress Analysis of SM-1 Steam Generator Tube Sheet
The detailed stress analysis of the SM-1 steam generator tube sheet showed it to be safe from strain cycling damage. However, the pressure stresses were greater than the yield strength during the hydrostatic test. The differential between pressure stresses and yield strength indicates that some initial deformation may have taken place in the tube sheet. (auth)

Establishment and maintenance of a coal sample bank and data base
In this Project Status Report for 7/9/89--10/8/89, results of a comparative study of coal sample deterioration in several container types were presented. In April 1990, one year after the initial analyses, the set of analyses was repeated on the most important container types. The new results are included in Table 2. During the current reporting period a total of 42 data printouts were distributed. In addition, 7 special data requests were fulfilled by either search/sort and printout or creation of a data disk, resulting in distribution of limited information on 2083 samples. Several preliminary requests for Sample Bank and Data Base information and price quotations have also been handled.

Fracture mechanics evaluation of LOFT lower plenum injection nozzle
An analysis to establish whether or not a leak-before-break concept would apply to the LOFT lower plenum injection nozzle is described. The analysis encompassed the structure from the inlet side of valve V-2170 to the lower plenum nozzle-to-reactor vessel weld on the left side of the emergency core cooling system (ECCS). The defect that was assumed to exist was of such a size that the probability of its being missed by the applicable inspection technique was near zero. The Inconel 600 nozzle forging with an initial assumed defect size of 0.64 cm (0.25 in.) deep would behave as follows: (1) the axially oriented defect would result in leak before rupture (the number of cycles to rupture was 11,000), (2) the circumferentially oriented defect would result in a rupture before leak. The number of cycles to failure would be in excess of 14,000. Based on the conservative assumption that the thermal stresses were membrane stresses as opposed to a bending stress, the following were found. Reaction rate calculations via transmission coefficients
The transmission coefficient of a wavepacket traversing a potential barrier can be determined by steady state calculations carried out in imaginary time instead of by real time dynamical calculations. The general argument is verified for the Eckart barrier potential by a comparison of transmission coefficients calculated from real and imaginary time solutions of the Schroedinger equation. The correspondence demonstrated here allows a formulation for the reaction rate that avoids difficulties due to both rare events and explicitly time dependent calculations. 5 refs., 2 figs.

Long-Term Care Insurance: Carrier Interest in the Federal Program, Changes to Its Actuarial Assumptions, and OPM Oversight
A letter report issued by the Government Accountability Office with an abstract that begins "Since 2002, the federal government has offered long-term care insurance to its employees, retirees, and certain others through the Federal Long Term Care Insurance Program (FLTCIP). Enrollees pay the full cost of their premiums. The Office of Personnel Management (OPM) oversees the program. OPM has held two competitive processes to select contractors to insure enrollees and administer FLTCIP, although interest in and competition for these contracts has been limited. In 2009, soon after OPM's award of FLTCIP's second 7-year contract to John Hancock Life Insurance Company (John Hancock), 66 percent of enrollees were notified that their premiums would increase up to 25 percent in order to compensate for how the actuarial assumptions used to set premiums differed from the program's experience. GAO was asked to review FLTCIP. In this report, GAO describes (1) factors affecting carriers' interest in FLTCIP, (2) how the actuarial assumptions used to set FLTCIP premiums have changed since the program's inception, and (3) OPM's oversight of actuarial assumptions and experience and program communications. African American Children In Foster Care: Additional HHS Assistance Needed to Help States Reduce the Proportion in Care
A letter report issued by the Government Accountability Office with an abstract that begins "A significantly greater proportion of African American children are in foster care than children of other races and ethnicities, according to HHS and other research. Defense Space Activities: DOD Needs to Further Clarify the Operationally Responsive Space Concept and Plan to Integrate and Support Future Satellites

Employment Arrangements: Improved Outreach Could Help Ensure Proper Worker Classification
A letter report issued by the Government Accountability Office with an abstract that begins "Millions of U.S. workers participate in "contingent" employment, such as temporary or part-time work, and not in permanent or full-time jobs. The Department of Labor (DOL) enforces several labor laws to protect these and other workers, including the Fair Labor Standards Act (FLSA), which provides minimum wage, overtime pay, and child labor protections. In June 2000, GAO reported that contingent workers lagged behind standard full-time workers in terms of income, benefits, and workforce protections, and that some employees do not receive worker protections because employers misclassified them as independent contractors. GAO was asked to update this report by describing (1) the size and nature of the contingent workforce, (2) the benefits and workforce protections provided to contingent workers, and (3) the actions that DOL takes to detect and address employee misclassification. We analyzed DOL survey data on contingent workers and interviewed DOL officials."

Broadcasting to Cuba: Weaknesses in Contracting Practices Reduced Visibility into Selected Award Decisions
A letter report issued by the Government Accountability Office with an abstract that begins "The United States has long provided the Cuban people with alternative sources of news and information. As part of this effort, in December 2006 the International Broadcasting Bureau (IBB) awarded sole-source contracts to two Miami radio and television stations--Radio Mambi and TV Azteca--to provide additional broadcasting options. Additionally, the Office of Cuba Broadcasting (OCB) annually awards millions of dollars in contracts for talent services--writers, reporters, and technical support--needed to produce and broadcast news and entertainment programming. GAO evaluated the processes used to award (1) the Radio Mambi and TV Azteca broadcasting contracts, and (2) talent services contracts. We reviewed contract files and other documentation and interviewed program managers and contracting officers to determine the process used to award the two broadcasting contracts and a nongeneralizable selection of 37 talent services contracts."
