FEMA's Pre-Disaster Mitigation Program: Overview and Issues

Pre-Disaster Mitigation (PDM), as federal law and a program activity, began in 1997. Congress established a pilot program, which FEMA named "Project Impact," to test the concept of investing prior to disasters to reduce the vulnerability of communities to future disasters. From its beginnings as "Project Impact" to its current state, the PDM program has grown in its level of appropriated resources and the scope of participation nationwide. Along with that growth have come issues for Congressional consideration, including the approach for awarding grant funds, the eligibility of certain applicants, the eligibility of certain projects, the degree of commitment by state and local governments, and related questions. This report discusses PDM, "Project Impact," and related legislative issues that Congress currently faces.

International Trade: Four Free Trade Agreements GAO Reviewed Have Resulted in Commercial Benefits, but Challenges on Labor and Environment Remain

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2001, Congress has approved free trade agreements (FTA) with 14 countries. Most were negotiated under Trade Promotion Authority (TPA), which aims to lower trade barriers while strengthening the capacity of trading partners to promote respect for workers' rights and to protect the environment. The Office of the United States Trade Representative (USTR) is responsible for overseeing implementation of the FTAs, and the Departments of Labor (Labor) and State (State) have responsibilities for implementing and managing FTA cooperation projects. GAO was asked to assess progress through FTAs in (1) advancing U.S. economic and commercial interests, (2) strengthening labor laws and enforcement in partner nations, and (3) strengthening partners' capacity to improve and enforce their environmental laws. GAO focused on Jordan, Chile, Singapore, and Morocco, chosen because of their economic, social, and geographic diversity and relatively older FTAs. GAO analyzed relevant trade laws and trends, met with U.S. agencies and foreign government officials, conducted fieldwork in the four countries, and solicited input from the private sector."

Overseas Contingency Operations: Reported Obligations for the Department of Defense

Correspondence issued by the Government Accountability Office with an abstract that begins "Since 2001, Congress has provided the Department of Defense (DOD) with $888 billion in supplemental and annual appropriations, as of June 2009, primarily for Overseas Contingency Operations (OCO). DOD's reported annual obligations for OCO have shown a steady increase from about $0.2 billion in fiscal year 2001 to about $162.4 billion in fiscal year 2008. For fiscal year 2009 OCO, Congress provided DOD with about $65.9 billion in the fiscal year 2009 DOD Appropriations Act and about $80.0 billion in a supplemental appropriation enacted in June 2009. A total of $59.6 billion has been obligated through the second quarter of fiscal year 2009 through March 2009. The United States' commitments to OCO will likely involve the continued investment of significant resources, requiring decision makers to consider difficult trade-offs as the nation faces an increasing long-range fiscal challenge. The magnitude of future costs will depend on several direct and indirect cost variables and, in some cases, decisions that have not yet been made. Some Properties of the M3D-C1 Form of the 3D Magnetohydrodynamics Equations

We introduce a set of scalar variables and projection operators for the vector momentum and magnetic field evolution equations that have several unique and desirable properties, making them a preferred system for solving the magnetohydrodynamics equations in a torus with a strong toroidal magnetic field. We derive a "weak form" of these equations that explicitly conserves energy and is suitable for a Galerkin finite element formulation provided the basis elements have C1 continuity. Systems of reduced equations are discussed, along with their energy conservation properties. An implicit time advance is presented that adds diagonally dominant self-adjoint energy terms to the mass matrix to obtain numerical stability.

State of the art in electromagnetic modeling for the Compact Linear Collider

SLAC's Advanced Computations Department (ACD) has developed the parallel 3D electromagnetic time-domain code T3P for simulations of wakefields and transients in complex accelerator structures. T3P is based on state-of-the-art Finite Element methods on unstructured grids and features unconditional stability, quadratic surface approximation and up to 6th-order vector basis functions for unprecedented simulation accuracy. Optimized for large-scale parallel processing on leadership supercomputing facilities, T3P allows simulations of realistic 3D structures with fast turn-around times, aiding the design of the next generation of accelerator facilities. Applications include simulations of the proposed two-beam accelerator structures for the Compact Linear Collider (CLIC) - wakefield damping in the Power Extraction and Transfer Structure (PETS) and power transfer to the main beam accelerating structures are investigated.

WWBWC and its partners have been working on a wide variety of conservation and aquifer recharge related activities including: monitoring groundwater and surface water conditions, creating a geospatial database for the Walla Walla River valley (project focal area), expanding aquifer recharge testing at the HBDIC site and conducting an extensive outreach/education program by which to share the information, ideas and potential solutions to our current water management issues in this basin. This report is an outline of those activities and is accompanied by individual program-component (attached as appendices) reports for the areas that BPA is assisting to fund these on-the-ground projects along with the innovative research and monitoring being done to further aquifer recharge as a water management tool for the Pacific Northwest.

Characterization of secondary phases in modified vertical bridgman growth czt

CdZnTe or 'CZT' crystals are highly suitable for use as a room temperature based spectrometer for the detection and characterization of gamma radiation. Over the last decade, the methods for growing high quality CZT have improved the quality of the produced crystals however there are material features that can influence the performance of these materials as radiation detectors. For example, various structural heterogeneities within the CZT crystals, such as twinning, pipes, grain boundaries (polycrystallinity), and secondary phases (SP) can have a negative impact on the detector performance. In this study, a CZT material was grown by the modified vertical Bridgman growth (MVB) method with zone leveled growth without excess Te in the melt. Visual observations of material from the growth of this material revealed significant voids and SP. Three samples from this material was analyzed using various analytical techniques to evaluate its electrical properties, purity and detector performance as radiation spectrometers and to determine the morphology, dimension and elemental/structural composition of one of the SP in this material. This material was found to have a high resistivity but poor radiation spectrometer performance. Over-Pressurized Drums: Their Causes and Mitigation

Having to contend with bulging or over-pressurized drums is, unfortunately, a common event for people storing chemicals and chemical wastes. (Figure 1) The Department of Energy alone reported over 120 incidents of bulging drums between 1992 and 1999 (1). Bulging drums can be caused by many different mechanisms, represent a number of significant hazards and can be tricky to mitigate. In this article, we will discuss reasons or mechanisms by which drums can become over-pressurized, recognition of the hazards associated with and mitigation of over-pressurized drums, and methods that can be used to prevent drum over-pressurization from ever occurring. Drum pressurization can represent a significant safety hazard. Unless recognized and properly mitigated, improperly manipulated pressurized drums can result in employee exposure, employee injury, and environmental contamination. Therefore, recognition of when a drum is pressurized and knowledge of pressurized drum mitigation techniques is essential.

EVALUATION OF RANGE ESTIMATES FOR TOYOTA FCHV-ADV UNDER OPEN ROAD DRIVING CONDITIONS

The objective of this evaluation was to independently and objectively verify driving ranges of >400 miles announced by Toyota for its new advanced Fuel Cell Hybrid Vehicle (FCHV-adv) utilizing 70 MPa compressed hydrogen. To accomplish this, participants from both Savannah River National Laboratory (SRNL) and the National Renewable Energy Laboratory (NREL) witnessed and participated in a 2-vehicle evaluation with Toyota Motor Engineering & Manufacturing North America, Inc. (TEMA) over a typical open road route for over 11 hours in one day with all relevant data recorded. SRNL and TEMA first entered into discussions of verifying the range of the advanced Toyota Fuel Cell Hybrid Vehicle (FCHV-adv) in August 2008 resulting from reported 400+ mile range by Toyota. After extended negotiations, a CRADA agreement, SRNS CRADA No. CR-04-003, was signed on May 6, 2009. Subsequently, on June 30, 2009 SRNL and NREL participated in an all-day evaluation of the FCHV-adv with TEMA to determine the real-world driving range of this vehicle through on-road driving on an extended round-trip drive between Torrance and San Diego, California. DWPF CATALYTIC HYDROGEN GENERATION PROGRAM - REVIEW OF CURRENT STATUS

Significant progress has been made in the past two years in improving the understanding of acid consumption and catalytic hydrogen generation during the Defense Waste Processing Facility (DWPF) processing of waste sludges in the Sludge Receipt and Adjustment Tank (SRAT) and Slurry Mix Evaporator (SME). This report reviews issues listed in prior internal reviews, describes progress with respect to the recommendations made by the December 2006 external review panel, and presents a summary of the current understanding of catalytic hydrogen generation in the DWPF Chemical Process Cell (CPC). Noble metals, such as Pd, Rh, and Ru, are historically known catalysts for the conversion of formic acid into hydrogen and carbon dioxide. Rh, Ru, and Pd are present in the DWPF SRAT feed as by-products of thermal neutron fission of {sup 235}U in the original waste. Rhodium appears to become most active for hydrogen as the nitrite ion concentration becomes low (within a factor of ten of the Rh concentration). Prior to hydrogen generation, Rh is definitely active for nitrite destruction to N{sub 2}O and potentially active for nitrite to NO formation. These reactions are all consistent with the presence of a nitro-Rh complex catalyst, although definite proof for the existence …

Fuelcell-Hybrid Mine loader (LHD)

The fuel cell hybrid mine loader project, sponsored by a government-industry consortium, was implemented to determine the viability of proton exchange membrane (PEM) fuel cells in underground mining applications. The Department of Energy (DOE) sponsored this project with cost-share support from industry. The project had three main goals: (1) to develop a mine loader powered by a fuel cell, (2) to develop associated metal-hydride storage and refueling systems, and (3) to demonstrate the fuel cell hybrid loader in an underground mine in Nevada. The investigation of a zero-emissions fuel cell power plant, the safe storage of hydrogen, worker health advantages (over the negative health effects associated with exposure to diesel emissions), and lower operating costs are all key objectives for this project.

Advance Network Reservation and Provisioning for Science

We are witnessing a new era that offers new opportunities to conduct scientific research with the help of recent advancements in computational and storage technologies. Computational intensive science spans multiple scientific domains, such as particle physics, climate modeling, and bio-informatics simulations. These large-scale applications necessitate collaborators to access very large data sets resulting from simulations performed in geographically distributed institutions. Furthermore, often scientific experimental facilities generate massive data sets that need to be transferred to validate the simulation data in remote collaborating sites. A major component needed to support these needs is the communication infrastructure which enables high performance visualization, large volume data analysis, and also provides access to computational resources. In order to provide high-speed on-demand data access between collaborating institutions, national governments support next generation research networks such as Internet 2 and ESnet (Energy Sciences Network). Delivering network-as-a-service that provides predictable performance, efficient resource utilization and better coordination between compute and storage resources is highly desirable. In this paper, we study network provisioning and advanced bandwidth reservation in ESnet for on-demand high performance data transfers.
