This report summarizes U.S. assistance to the Democratic People's Republic of North Korea (DPRK, also known as North Korea). It will be updated periodically to track changes in U.S. provision of aid to North Korea.

In October 2007, the United States and Mexico announced the Mérida Initiative, a multi-year proposal for $1.4 billion in U.S. assistance to Mexico and Central America aimed at combating drug trafficking, gangs, and organized crime. This report outlines the various appropriations and other foreign aid measures outlined in the Mérida Initiative and what future actions regarding this ongoing effort will include.

Haiti faces several interrelated challenges, the most immediate being a lingering food crisis that in April 2008 led to deadly protests and the ouster of Haiti's prime minister. Haiti also suffers from a legacy of poverty, unemployment, and under-development that is compounding security problems for its new and fragile democracy. This report describes in detail the amount and types of emergency food aid and other relief aid that the United States has sent and will continue to send to Haiti. This report also outlines relevant pieces of legislation.

The Commodity Exchange Act exempts certain energy derivatives contracts from regulation by the Commodity Futures Trading Commission (CFTC). These exemptions are popularly known as the "Enron loophole." Soaring energy prices have raised concerns about whether the CFTC has enough information about these unregulated markets to monitor energy trading in a comprehensive manner. A number of other bills in the 110th Congress would impose new reporting or regulatory requirements on the bilateral energy swaps market, which was not addressed by the Farm Bill.

This report considers the constitutionality of federal tort reform legislation, such as the products liability and medical malpractice reform proposals that have been introduced for the last several Congresses. Tort law at present is almost exclusively state law rather than federal law, although, as noted in the appendix to this report, Congress has enacted a number of tort reform statutes.

This report analyzes the development of regulation for energy derivatives (financial contracts whose value is linked to changes in the price of some energy product). Regulation may be needed [1] to help prevent abusive trading and price manipulation, and [2] to help prevent the failure of a large derivatives dealer which could trigger disruptions of supplies and prices in oil and gas markets.

A letter report issued by the Government Accountability Office with an abstract that begins "Title XVII of the Energy Policy Act of 2005 established DOE's loan guarantee program (LGP) for innovative energy projects that should decrease air pollutants or greenhouse gases and that have a reasonable prospect of repayment. For fiscal years 2008 and 2009, Congress authorized the use of borrower fees to pay the costs of loan guarantees through Title XVII's "borrower pays" option, under which DOE will limit loan guarantees to $38.5 billion. Congress mandated that GAO review DOE's progress in implementing the LGP. GAO assessed DOE's progress in (1) issuing final regulations and (2) taking actions to help ensure that the program is managed effectively and to maintain accountability. GAO also assessed how inherent risks due to the nature of the LGP may affect DOE's ability to achieve intended program outcomes. GAO analyzed DOE's regulations, guidance, and program documents and files; reviewed Title XVII; and interviewed DOE officials."

This report briefly outlines three issues relating to electronic surveillance under the Foreign Intelligence Surveillance Act (FISA) and touches upon some of the perspectives reflected in the ongoing debate. These issues include the inherent and often dynamic tension between national security and civil liberties, particularly rights of privacy and free speech; the need for the intelligence community to be able to efficiently and effectively collect foreign intelligence information from the communications of foreign persons located outside the United States in a changing, fast-paced, and technologically sophisticated international environment or from United States persons abroad, and the differing approaches suggested to meet this need; and limitations of liability for those electronic communication service providers who furnish aid to the federal government in its foreign intelligence collection. Two constitutional provisions, in particular, are implicated in this debate — the Fourth and First Amendments. This report briefly examines these issues and sets them in context.

P. fluorescens PfO-1 is a soil bacterium isolated by this laboratory from sandy loam soil (4). Because of the importance of adhesion for persistence in natural environments, we utilized adherence to sand as an assay to screen a library of PfO-1 mutants for defects in adhesion. Three adhesion defective mutants, PfO-5, PfO-10, and PfO-15 were recovered. PfO-5 and PfO-10 had different insertions in the same gene, which we called adnA, and also showed motility defects (3). PfO-15 was motile, but was hyper-flagellated. The insertion was in a different gene, adnB, which shows similarity to mot genes involved in flagella functions (Strain and Levy, unpublished). These early studies demonstrated the important but separable requirements for flagella and motility in adherence. In a field study, the adnA mutant PfO-5 was less able to persist than the wildtype PfO-1 and did not spread as fast or as far from the point of inoculation as did PfO-1 (7), linking adhesion and soil fitness. DNA sequencing revealed that AdnA shares 82% identity with the flagella regulator FleQ from P. aeruginosa (3). In a future linear collider, such as the International Linear Collider (ILC), trains of high current, low emittance bunches will be accelerated in a linac before colliding at the interaction point. Asymmetries in the accelerating cavities of the linac will generate fields that will kick the beam transversely and degrade the beam emittance and thus the collider performance. In the main linac of the ILC, which is filled with TESLA-type superconducting cavities, it is the fundamental (FM) and higher mode (HM) couplers that are asymmetric and thus the source of such kicks. The kicks are of two types: one, due to (the asymmetry in) the fundamental RF fields and the other, due to transverse wakefields that are generated by the beam even when it is on axis. In this report we calculate the strength of these kicks and estimate their effect on the ILC beam. The TESLA cavity comprises nine cells, one HM coupler in the upstream end, and one (identical, though rotated) HM coupler and one FM coupler in the downstream end (for their shapes and location see Figs. 1, 2) [1]. The trace anomaly of gluodynamics encodes the breakdown of classical scale invariance due to interactions around the deconfinement phase transition. While it is expected that at high temperatures perturbation theory becomes applicable we show that current lattice calculations are far from the perturbative regime and are dominated instead by inverse even power corrections in the temperature, while the total perturbative contribution is estimated to be extremely small and compatible with zero within error bars. We provide an interpretation in terms of dimension-two gluon condensate of the dimensionally reduced theory which value agrees with a similar analysis of power corrections from available lattice data for the renormalized Polyakov loop and the heavy quark-antiquark free energy in the deconfined phase of QCD [1,2].

The growth rates of the longitudinal higher-order impedance-driven beam modes have greatly increased since the initial PEP-II design and commissioning. This increase is attributed to the addition of 6 1.2MW RF stations with 8 accelerating cavities in the HER and 2 1.2MW RF stations with 4 accelerating cavities in the LER, which allowed operations at twice the design current and almost four times the luminosity. As a result, the damping requirements for the longitudinal feedback have greatly increased since the design, and the feedback filters and control schemes have evolved during PEP-II operations. In this paper, growth and damping rate data for the higher-order mode (HOM) driven coupled-bunch modes are presented from various PEP-II runs and are compared with historical estimates during commissioning. The effect of noise in the feedback processing channel is also studied. Both the stability and performance limits of the system are analyzed.
