An experiment was designed utilizing a charge-exchange reaction to study the decay and interactions of the neutral K mesons produced. The experiment produced no events that could be interpreted as either the decay or interaction of neutral K mesons. The nature of the experiment and the possible explanations of this unexpected result are presented in this paper.

The primary objectives of this project are to evaluate the contents of Tank 241-2-361 in order to resolve safety and safeguards issues and to assess alternatives for sludge removal and disposal.

324 Building liquid waste handling and removal system project plan

This report evaluates the modification options for handling radiological liquid waste generated during decontamination and cleanout of the 324 Building. Recent discussions indicate that the Hanford site railroad system will be closed by the end of FY 1998 necessitating the need for an alternate transfer method. The issue of handling of Radioactive Liquid Waste (RLW) from the 324 Building (assuming the 340 Facility is not available to accept the RLW) has been examined in at least two earlier engineering studies (Parsons 1997a and Hobart 1997). Each study identified a similar preferred alternative that included modifying the 324 Building RLWS to allow load-out of wastewater to a truck tanker, while making maximum use of existing piping, tanks, instrumentation, controls and other features to minimize costs and physical changes to the building. This alternative is accepted as the basis for further discussion presented in this study. The goal of this engineering study is to verify the path forward presented in the previous studies and assure that the selected alternative satisfies the 324 Building deactivation goals and objectives as currently described in the project management plan. Accelerating the Loop Expansion

This thesis introduces a new non-perturbative technique into quantum field theory. To illustrate the method, I analyze the much-studied phi/sup 4/ theory in two dimensions. As a prelude, I first show that the Hartree approximation is easy to obtain from the calculation of the one-loop effective potential by a simple modification of the propagator that does not affect the perturbative renormalization procedure. A further modification then susggests itself, which has the same nice property, and which automatically yields a convex effective potential. I then show that both of these modifications extend naturally to higher orders in the derivative expansion of the effective action and to higher orders in the loop-expansion. The net effect is to re-sum the perturbation series for the effective action as a systematic ''accelerated'' non-perturbative expansion. Each term in the accelerated expansion corresponds to an infinite number of terms in the original series. Each term can be computed explicitly, albeit numerically. Many numerical graphs of the various approximations to the first two terms in the derivative expansion are given. I discuss the reliability of the results and the problem of spontaneous symmetry-breaking, as well as some potential applications to more interesting field theories. 40 refs.

Accelerator improvement options for NuMI oroton intensity.

In order to meet the needs for protons for MINOS and other experiments, substantial improvements will be necessary in the Booster and Main Injector. They have evaluated a number of improvements which would yield an increase in the number of protons on target for NuMI and Mini-BooNE in the years 2005-2008. They outline a possible program of improvements in the Booster and Main Injector which can be implemented in steps over a five year period and which could result in an increase in proton intensity through the Main Injector which is approximately four times what is currently possible. They provide a list of specific improvements and suggest a possible schedule for the implementation.

Acquisition Workforce: Agencies Need to Better Define and Track the Training of Their Employees

A letter report issued by the General Accounting Office with an abstract that begins "GAO's continuing reviews of the acquisition workforce, focusing on the Department of Defense (DOD); the Departments of the Army, Navy, and Air Force; the Departments of Veterans Affairs, Energy, and Health and Human Services; the General Services Administration; and the National Aeronautics and Space Administration, indicate that some of the government's largest procurement operations are not run efficiently. GAO found that requirements are not clearly defined, prices and alternatives are not fully considered, or contracts are not adequately overseen. The ongoing technological revolution requires a workforce with new knowledge, skills, and abilities, and the nature of acquisition is changing from routine simple buys toward more complex acquisitions and new business practices. DOD has adopted multidisciplinary and multifunctional definitions of their acquisition workforce, but the civilian agencies have not. DOD and the civilian agencies reviewed have developed specific training requirements for their acquisition workforce and mechanisms to track the training of acquisition personnel. All of the agencies reviewed said they had sufficient funding to provide current required core training for their acquisition workforce, but some expressed concerns about funding training for future requirements and career development, particularly …

The calculations are based on the observation that at constant ionic strength and temperature the logarithm of the activity coefficient of HCi in HCl--NaCl mixtures varies linearly with NaCl concentration. This document provides a printout of the ``Fuel Activity Database`` (version U6) generated by the Hanford DKPRO code and transmitted to the Los Alamos National Laboratory for input to their ``Hanford Defined Waste`` model of waste tank inventories. This fuel activity file consists of 1,276 records--each record representing the activity associated with a batch of spent reactor fuel processed by month (or shorter period) through individual Hanford separations plants between 1944 and 1989. Each record gives the curies for 46 key radionuclides, decayed to a common reference date of January 1, 1994.

In addition, permeation experiments were performed to determine the effect of crystallographic orientation on membrane performance. Sintering conditions were optimized for preparation of new cermets containing high permeability metals. Theoretical calculations were performed to determine potential sulfur tolerant catalysts. Finally, work was continued on mechanical and process & control documentation for a hydrogen separation unit.

A letter report issued by the Government Accountability Office with an abstract that begins "In the past, governments worldwide owned, operated, and regulated air navigation services, viewing air traffic control as a governmental function. But as nations faced increasing financial strains, many governments decided to shift the responsibility to an independent air navigation service provider (ANSP) that operates as a business. As of March 2005, 38 nations worldwide had commercialized their air navigation services, fundamentally shifting the operational and financial responsibility for providing these services from the national government to an independent commercial authority. GAO selected five ANSPs--in Australia, Canada, Germany, New Zealand, and the United Kingdom--to develop, as requested, a descriptive analysis of commercialized ANSPs that illustrated similarities and differences in ownership, length of experience with commercialization, and size and scope of operations. This report addresses the following questions: (1) What are common characteristics of commercialized ANSPs in selected foreign countries? (2) What do available data show about how the safety, cost, and efficiency of air navigation services have changed since commercialization? (3) What are some key lessons learned about the commercialization of air navigation services?"

Analysis of Devonian Black Shales in Kentucky for Potential Carbon Dioxide Sequestration and Enhanced Natural Gas Production Quarterly Report: April-June 2005

Devonian gas shales underlie approximately two-thirds of Kentucky. In the shale, natural gas is adsorbed on clay and kerogen surfaces. This is analogous to methane storage in coal beds, where CO{sub 2} is preferentially adsorbed, displacing methane. Black shales may similarly desorb methane in the presence of CO{sub 2}. Drill cuttings from the Kentucky Geological Survey Well Sample and Core Library were sampled to determine CO{sub 2} and CH{sub 4} adsorption isotherms. Sidewall core samples were acquired to investigate CO{sub 2} displacement of methane. An elemental capture spectroscopy log was acquired to investigate possible correlations between adsorption capacity and mineralogy. Average random vitrinite reflectance data range from 0.78 to 1.59 (upper oil to wet gas and condensate hydrocarbon maturity range). Total organic content determined from acid-washed samples ranges from 0.69 to 14 percent. CO{sub 2} adsorption capacities at 400 psi range from a low of 14 scf/ton in less organic-rich zones to more than 136 scf/ton. There is a direct correlation between measured total organic carbon content and the adsorptive capacity of the shale; CO{sub 2} adsorption capacity increases with increasing organic carbon content. A letter report issued by the Government Accountability Office with an abstract that begins "Ice formation on aircraft can disrupt the smooth flow of air over the wings and prevent the aircraft from taking off or decrease the pilot's ability to maintain control of the aircraft. Takeoff and landing operations can also be risky in winter weather. Despite persistent efforts by the Federal Aviation Administration (FAA) and others to mitigate icing risks, icing remains a serious concern. GAO reviewed (1) the extent to which commercial airplanes have experienced accidents and incidents related to icing, (2) FAA's inspection and enforcement activities related to icing, (3) the efforts of FAA and others to improve safety in winter weather, and (4) the challenges that continue to affect aviation safety in winter weather. GAO analyzed data obtained from FAA, the National Transportation Safety Board (NTSB), the National Aeronautics and Space Administration (NASA), and others. Further, GAO obtained information from FAA and NTSB officials and representatives of key aviation industry stakeholders."
