This report uses the context of the current and long-term economic environment to examine the tax cuts implemented by the George W. Bush Administration, including the Economic Growth and Tax Relief Reconciliation Act of 2001 and the Jobs and Growth Tax Relief Reconciliation Act of 2003.

This is an application of techniques of molecular theory to the study of nanostructures build on planar substrates and the face of membranes, with the ultimate goal of modifying their equilibrium and transport behavior. The work is focused on the mechanism for adsorption or deposition and how various regimes can be achieved by changing the rate of adsorption relative to characteristic diffusion and reaction time scales.

To more effectively manage such investments, in 2005 the Office of Management and Budget required agencies to use earned value management (EVM). EVM is a project management approach that, if implemented appropriately, provides objective reports of project status, produces early warning signs of impending schedule delays and cost overruns, and provides unbiased estimates of a program's total costs. Among other objectives, GAO was asked to assess FAA's policies for implementing EVM on its IT investments, evaluate whether the agency is adequately using these techniques to manage key IT acquisitions, and assess the agency's efforts to oversee EVM compliance. To do so, GAO compared agency policies with best practices, performed four case studies, and interviewed key FAA officials."

Memorandum presenting an analysis of one-spool ducted-fan engines in order to determine the primarily limitations on ducted-fan-engine design and to compare this type with the turboprop and turbojet engines for the same application. Designs were studied at flight Mach numbers of 0 and 0.6 at sea level and Mach numbers of 0.6 and 0.8 at the tropopause. Results regarding the discussion of charts, effect of design parameters on turbine stress, effect of design parameters, effect of design parameters on thrust specific fuel consumption, and effect of design parameters on thrust per unit total weight flow are provided.

In the two years since the last Gordon Conference, we have shifted our interest in laser-plasma interactions to the long pulse (1 ns) regime on the Argus facility. A variable Z disk series (at 3 x 10/sup 14/ W/cm/sup 2/) has been carried out and the Z dependence of line emission, backscatter, /sub h/ (hot electron temperature) and transport inhibition will be described. A variable thickness Au disk series that studied preheat and shocks will be analyzed. A simple theory for why T/sub h/ scales as Z/sup 1/4/ is presented, and a description of an electron transport experiment through layered disk targets is given.

A variety of animal agriculture issues, including prices, the impact of consolidation in the meat production/packing industry, trade, and the environmental impacts of large feedlots, continue to generate interest in Congress. This issue brief discusses these issues, as well as the 2002 farm bill, which contains several provisions affecting animal agriculture, including protections for contract growers, disaster assistance, country-of-origin labeling, and increased funding for conservation purposes.

Amorphous metal and ceramic thermal spray coatings have been developed that can be used to enhance the corrosion resistance of containers for the transportation, aging and disposal of spent nuclear fuel and high-level radioactive wastes. Fe-based amorphous metal formulations with chromium, molybdenum and tungsten have shown the corrosion resistance believed to be necessary for such applications. Rare earth additions enable very low critical cooling rates to be achieved. The boron content of these materials, and their stability at high neutron doses, enable them to serve as high efficiency neutron absorbers for criticality control. Ceramic coatings may provide even greater corrosion resistance for container applications, though the boron-containing amorphous metals are still favored for criticality control applications. These amorphous metal and ceramic materials have been produced as gas atomized powders and applied as near full density, non-porous coatings with the high-velocity oxy-fuel process. This paper summarizes the performance of these coatings as corrosion-resistant barriers, and as neutron absorbers. Relevant corrosion models are also discussed, as well as a cost model to quantify the economic benefits possible with these new materials.

A letter report issued by the Government Accountability Office with an abstract that begins "Since 2002, the Department of Defense (DOD) has spent over $80 billion on developing and fielding a Ballistic Missile Defense System (BMDS) comprised of various land-and sea-based elements employed by multiple combatant commands and services. Since the time available to intercept a missile is short, integrating training among all organizations involved is important to connect seams where commands and elements must work together. In response to House Report 111-491 which accompanied H.R. 5136, GAO assessed the extent to which DOD has (1) developed a plan for integrating ballistic missile defense training across and among commands and multiple elements, and identified training roles, responsibilities, and commensurate authorities; and (2) identified and budgeted for the resources to support training. To do so, GAO analyzed DOD training instructions, plans, exercises, and budgets and assessed the extent to which the Missile Defense Agency (MDA) and the services have agreed on training cost estimates and funding responsibilities."

The overall objective of the project is to develop an integrated two-stage fermentation process for conversion of coal-derived synthesis gas to a mixture of alcohols. This is achieved in two steps. In the first step, Butyribacterium methylotrophicum converts carbon monoxide (CO) to butyric and acetic acids. Subsequent fermentation of the acids by Clostridium acetobutylicum leads to the production of butanol and ethanol. The tasks for this quarter were: development/isolation of superior strains for fermentation of syngas; evaluation of bioreactor configuration for improved mass transfer of syngas; recovery of carbon and electrons from H{sub 2}-CO{sub 2}; initiation of pervaporation for recovery of solvents; and selection of solid support material for trickle-bed fermentation. Technical progress included the following. Butyrate production was enhanced during H{sub 2}/CO{sub 2} (50/50) batch fermentation. Isolation of CO-utilizing anaerobic strains is in progress. Pressure (15 psig) fermentation was evaluated as a means of increasing CO availability. Polyurethane foam packing material was selected for trickle bed solid support. Cell recycle fermentation on syngas operated for 3 months. Acetate was the primary product at pH 6.8. Trickle bed and gas lift fermentor designs were modified after initial water testing. The appearance of BSE (bovine spongiform encephalopathy or “mad cow disease”) in North America in 2003 raised meat safety concerns and disrupted trade for cattle and beef producers. A major issue for Congress has been how to rebuild foreign confidence in the safety of U.S. beef and regain lost markets like Japan and Korea. Among other issues are whether additional measures are needed to further protect the public and cattle herd, and concerns over the relative costs and benefits of such measures for consumers, taxpayers and industry.
