FEMA: Action Needed to Improve Administration of the National Flood Insurance Program

A letter report issued by the Government Accountability Office with an abstract that begins "The National Flood Insurance Program (NFIP) has been on GAO's high-risk list since March 2006 because of concerns about its long-term financial solvency and related operational issues. Significant management challenges also affect the Federal Emergency Management Agency's (FEMA) ability to administer NFIP. This report examines (1) the extent to which FEMA's management practices affect the administration of NFIP; (2) lessons learned from the cancellation of FEMA's attempt to modernize NFIP's insurance management system; and (3) limitations on FEMA's authority that could affect NFIP's financial stability. To do this work, GAO reviewed internal control standards and best practices, analyzed agency documentation, reviewed previous work, and interviewed relevant agency officials."

Federal Real Property: Proposed Civilian Board Could Address Disposal of Unneeded Facilities

Testimony issued by the Government Accountability Office with an abstract that begins "The federal government holds more than 45,000 underutilized properties that cost nearly $1.7 billion annually to operate, yet significant obstacles impede efforts to close, consolidate, or find other uses for these properties. GAO has designated federal real property management as a high-risk area, in part because of the number and cost of these properties. The Office of Management and Budget (OMB) is responsible for reviewing federal agencies' progress in real property management. In 2007, GAO recommended that OMB assist agencies by developing an action plan to address key obstacles associated with decisions related to unneeded real property, including stakeholder influences. In May 2011, the administration proposed legislation, referred to as the Civilian Property Realignment Act (CPRA), to, among other things, establish a legislative framework for disposing of and consolidating civilian real property and that could help limit stakeholder influences in real property decision making. SOLVENT HOLD TANK SAMPLE RESULTS FOR MCU-11-314, MCU-11-315, MCU-11-316, MCU-11-317, MCU-11-318 AND MCU-11-319

Savannah River National Laboratory (SRNL) analyzed solvent samples from Modular Caustic-Side Solvent Extraction Unit (MCU) in support of continuing operations. A quarterly analysis of the solvent is required to maintain solvent composition within specifications. Analytical results of the analyses of Solvent Hold Tank (SHT) samples MCU-11-314, MCU-11-315, MCU-11-316, MCU-11-317, MCU-11-318 and MCU-11-319 are reported. The results show that the solvent at MCU does not require an Isopar{reg_sign} L addition, but it will require addition of trioctylamine. Cesium mass transfer testing with the solvent matches expected extraction behavior but shows a slightly lower stripping efficiency than seen in the original process demonstration for Macrobatch 3. The entrained aqueous solution indicates the scrub wash is significantly out of specification. As a result, the facility replaced the scrub wash. Unlike the previous solvent sample results, these analyses indicate that the solvent does not require minor Isopar{reg_sign} L trimming at this time. However, addition of TOA is warranted. These findings indicate that the new protocols for solvent monitoring and control are yielding favorable results. Nevertheless, the deviation in the TOA concentration since the last analysis indicates continued periodic (i.e., quarterly) monitoring is recommended. Comparison of the PLTEMP code flow instability predictions with measurements made with electrically heated channels for the advanced test reactor.

When the University of Missouri Research Reactor (MURR) was designed in the 1960s the potential for fuel element burnout by a phenomenon referred to at that time as 'autocatalytic vapor binding' was of serious concern. This type of burnout was observed to occur at power levels considerably lower than those that were known to cause critical heat flux. The conversion of the MURR from HEU fuel to LEU fuel will probably require significant design changes, such as changes in coolant channel thicknesses, that could affect the thermal-hydraulic behavior of the reactor core. Therefore, the redesign of the MURR to accommodate an LEU core must address the same issues of fuel element burnout that were of concern in the 1960s. The Advanced Test Reactor (ATR) was designed at about the same time as the MURR and had similar concerns with regard to fuel element burnout. These concerns were addressed in the ATR by two groups of thermal-hydraulic tests that employed electrically heated simulated fuel channels. The Croft (1964), Reference 1, tests were performed at ANL. The Waters (1966), Reference 2, tests were performed at Hanford Laboratories in Richland Washington. Identification of Molecular and Cellular Responses of Desulfovibrio vulgaris Biofilms under Culture Conditions Relevant to Field Conditions for Bioreduction of Toxic Metals and Radionuclides

Our findings demonstrated that D. vulgaris surface-adhered populations produce extracellular structures, and that that the cells have altered carbon and energy flux compared to planktonic cells. Biofilms did not have greatly increased carbohydrate accumulation. Interestingly genes present on the native plasmid found in D. vulgaris Hildenborough were necessary for wild type biofilm formation. In addition, extracellular appendages dependent on functions or proteins encoded by flaG or fliA also contributed to biofilm formation. Studies with SRB biofilms have indicated that the reduction and precipitation of metals can occur within the biofilm matrix; however, little work has been done to elucidate the physiological state of surface-adhered cells during metal reduction (Cr6+, U6+) and how this process is affected by nutrient feed levels (i.e., the stimulant).

SRF Test Areas Cryogenic System Controls Graphical User Interface

Fermi National Accelerator Laboratory has constructed a superconducting 1.3 GHz cavity test facility at Meson Detector Building (MDB) and a superconducting 1.3 GHz cryomodule test facility located at the New Muon Lab Building (NML). The control of these 2K cryogenic systems is accomplished by using a Synoptic graphical user interface (GUI) to interact with the underlying Fermilab Accelerator Control System. The design, testing and operational experience of employing the Synoptic client-server system for graphical representation will be discussed. Details on the Synoptic deployment to the MDB and NML cryogenic sub-systems will also be discussed. The implementation of the Synoptic as the GUI for both NML and MDB has been a success. Both facilities are currently fulfilling their individual roles in SCRF testing as a result of successful availability of the cryogenic systems. The tools available for creating Synoptic pages will continue to be developed to serve the evolving needs of users.

Three Dimensional Molecular Imaging for Lignocellulosic Materials

The development of high efficiency, inexpensive processing protocols to render biomass components into fermentable substrates for the sequential processing of cell wall components into fuels and important feedstocks for the biorefinery of the future is a key goal of the national roadmap for renewable energy. Furthermore, the development of such protocols depends critically on detailed knowledge of the spatial and temporal infiltration of reagents designed to remove and separate the phenylpropenoid heteropolymer (lignin) from the processable sugar components sequestered in the rigid cell walls of plants. A detailed chemical and structural understanding of this pre-enzymatic processing in space and time was the focus of this program. We worked to develop new imaging strategies that produce real-time molecular speciation information in situ; extract sub-surface information about the effects of processing; and follow the spatial and temporal characteristics of the molecular species in the matrix and correlate this complex profile with saccharification. Spatially correlated SIMS and Raman imaging were used to provide high quality, high resolution subcellular images of Miscanthus cross sections. The Pacific Northwest National Laboratory (PNNL), in collaboration with the Applied Physics Laboratory at the University of Washington (APL-UW), has carried out a detailed preliminary fluid flow field study at site selected for testing of marine and hydrokinetic turbines using Acoustic Doppler Velocimetry (ADV) measurements, Acoustic Doppler Current Profiler (ADCP) measurements, and Conductivity, Temperature and Depth (CTD) measurements. In FY-2011 these measurements were performed continuously for two weeks, in order to collect data during neap and spring tides, as well as during diurnal tidal variations.

Testimony issued by the Government Accountability Office with an abstract that begins "In the Energy Independence and Security Act of 2007, Congress mandated higher vehicle fuel economy by model year 2020 and established the Advanced Technology Vehicles Manufacturing (ATVM) loan program in the Department of Energy (DOE). ATVM is to provide up to $25 billion in loans for more fuel-efficient vehicles and components. Congress also provided $7.5 billion to pay the required credit subsidy costs--the government's estimated net long-term cost, in present value terms, of the loans. This testimony is based on GAO's February 2011 report on the ATVM loan program (GAO-11-145). It discusses (1) steps DOE has taken to implement the program, (2) progress in awarding loans, (3) how the program is overseeing the loans, and (4) the extent to which DOE can assess progress toward its goals."

ATOMIC FORCE LITHOGRAPHY OF NANO MICROFLUIDIC CHANNELS FOR VERIFICATION AND MONITORING IN AQUEOUS SOLUTIONS

The growing interest in the physics of fluidic flow in nanoscale channels, as well as the possibility for high sensitive detection of ions and single molecules is driving the development of nanofluidic channels. The enrichment of charged analytes due to electric field-controlled flow and surface charge/dipole interactions along the channel can lead to enhancement of sensitivity and limits-of-detection in sensor instruments. Nuclear material processing, waste remediation, and nuclear non-proliferation applications can greatly benefit from this capability. Atomic force microscopy (AFM) provides a low-cost alternative for the machining of disposable nanochannels. The small AFM tip diameter (< 10 nm) can provide for features at scales restricted in conventional optical and electron-beam lithography. This work presents preliminary results on the fabrication of nano/microfluidic channels on polymer films deposited on quartz substrates by AFM lithography.

MONTE-CARLO BURNUP CALCULATION UNCERTAINTY QUANTIFICATION AND PROPAGATION DETERMINATION

Reactor burnup or depletion codes are used thoroughly in the fields of nuclear forensics and nuclear safeguards. Two common codes include MONTEBURNS and MCNPX/CINDER. These are Monte-Carlo depletion routines utilizing MCNP for neutron transport calculations and either ORIGEN or CINDER for burnup calculations. Uncertainties exist in the MCNP steps, but this information is not passed to the depletion calculations or saved. To quantify this transport uncertainty and determine how it propagates between burnup steps, a statistical analysis of multiple repeated depletion runs is performed. The reactor model chosen is the Oak Ridge Research Reactor (ORR) in a single assembly, infinite lattice configuration. This model was burned for a 150 day cycle broken down into three steps. The output isotopics as well as effective multiplication factor (k-effective) were tabulated and histograms were created at each burnup step using the Scott Method to determine the bin width. The distributions for each code are a statistical benchmark and comparisons made. It was expected that the gram quantities and k-effective histograms would produce normally distributed results since they were produced from a Monte-Carlo routine, but some of the results appear to not. Organic hydrogen getters are utilized to minimize hydrogen accumulation in sealed systems where such build up could produce either a safety problem from pressure build up or corrosion problem due the hydriding of metals contained in the sealed vessel. DEB (1,4 bis (phenyl ethynyl) benzene) is a hydrogen getter that is based on the palladium catalyzed hydrogenation of triple bonds to single bonds in aromatic aryl compound. DEB is a getter mixed with 25% carbon and 1% Pd and pressed into pellets with some porosity. The reaction mechanisms are complex involving solid state reactions with a heterogeneous catalyst leading to the many intermediates.
