Congress enacted the Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA) to protect the employment and reemployment rights of federal and nonfederal employees when they leave their employment to perform military or other uniformed service. Among other rights, servicemembers who meet the statutory requirements are entitled to reinstatement to the positions they would have held if they had never left their employment or to positions of like seniority, status, and pay. USERRA applies to a wide range of employers, including federal, state, and local governments as well as private-sector firms. This report focuses on federal executive agencies. Under USERRA, an employee who believes that his or her USERRA rights have been violated may file a claim with the Department of Labor's (DOL) Veterans' Employment and Training Service (VETS), which investigates and attempts to resolve the claim. Speciation of Heptavalent Technetium in Sulfuric Acid: Structural and Spectroscopic Studies.

The speciation of Tc(VII) in 12 M sulfuric acid was studied by NMR, UV-visible and XAFS spectroscopy, experimental results were supported by DFT calculation and were in agreement with the formation of TcO{sub 3}OH(H{sub 2}O){sub 2}. In summary, the speciation of heptvalent technetium has been investigated in sulfuric acid. In 12 M H{sub 2}SO{sub 4}, a yellow solution is observed, and its {sup 99}Tc NMR spectrum is consistent with a heptavalent complex. The yellow solution was further characterized by EXAFS spectroscopy, and results are consistent with the formation of TcO{sub 3}(OH)(H{sub 2}O){sub 2}. No technetium heptoxide or sulfato- complexes were detected in these conditions. The molecular structure of TcO{sub 3}(OH)(H{sub 2}O){sub 2} has been optimized by DFT techniques, and the structural parameters are well in accordance with those found by XAFS spectroscopy. The experimental electronic spectra exhibit ligand-to-metal charge transfer transitions that have been assigned using TDDFT methods. Calculations demonstrate the theoretical electronic spectrum of TcO{sub 3}(OH)(H{sub 2}O){sub 2} to be in very good agreement with the experimental one. Recent experiments in 12 M H{sub 2}SO{sub 4} show the yellow solution to be very reactive in presence of reducing agents presumably forming low valent Tc species. Current spectroscopic works focus …

RESULTS OF ROUTINE STRIP EFFLUENT HOLD TANK AND DECONTAMINATED SALT SOLUTION HOLD TANK SAMPLES FROM MODULAR CAUSTIC-SIDE SOLVENT EXTRACTION UNIT DURING MACROBATCH 3 OPERATIONS

Strip Effluent Hold Tank (SEHT) and Decontaminated Salt Solution Hold Tank (DSSHT) samples from several of the 'microbatches' of Integrated Salt Disposition Project (ISDP) Salt Batch ('Macrobatch') 3 have been analyzed for {sup 238}Pu, {sup 90}Sr, {sup 137}Cs, and by Inductively Coupled Plasma Emission Spectroscopy (ICPES). The results indicate good decontamination performance within process design expectations. While the data set is sparse, the results of this set and the previous set of results for Macrobatch 3 samples indicate consistent operations. However, the Decontamination Factors for plutonium and strontium removal have declined in Macrobatch 3, compared to Macrobatch 2. This may be due to the differences in the Pu concentration or the bulk chemical concentrations in the feed material. SRNL is considering the possible reasons for this decline. The DSSHT samples show continued presence of titanium, likely from leaching of the monosodium titanate in ARP. During operation of the ISDP, quantities of salt waste are processed through the Actinide Removal Process (ARP) and MCU in batches of {approx}3800 gallons. Monosodium titanate (MST) is used in ARP to adsorb actinides and strontium from the salt waste and the waste slurry is then filtered prior to sending the clarified salt solution to MCU. …

National Emission Standards for Hazardous Air Pollutants - Radionuclide Emissions Calendar Year 2012

The U.S. Department of Energy, National Nuclear Security Administration Nevada Field Office (NNSA/NFO) operates the Nevada National Security Site (NNSS) and North Las Vegas Facility (NLVF). From 1951 through 1992, the NNSS was the continental testing location for U.S. nuclear weapons. The release of radionuclides from NNSS activities has been monitored since the initiation of atmospheric testing. Limitation to underground detonations after 1962 greatly reduced radiation exposure to the public surrounding the NNSS. After nuclear testing ended in 1992, NNSS radiation monitoring focused on detecting airborne radionuclides from historically contaminated soils. These radionuclides are derived from re-suspension of soil (primarily by wind) and emission of tritium-contaminated soil moisture through evapotranspiration. Low amounts of legacy-related tritium are also emitted to air at the NLVF, an NNSS support complex in North Las Vegas. To protect the public from harmful levels of man-made radiation, the Clean Air Act, National Emission Standards for Hazardous Air Pollutants (NESHAP) (Title 40 Code of Federal Regulations [CFR] Part 61 Subpart H) (CFR 2010a) limits the release of radioactivity from a U.S. Department of Energy (DOE) facility to that which would cause 10 millirem per year (mrem/yr) effective dose equivalent to any member of the public. Surface Tension Estimates for Droplet Formation in Slurries with Low Concentrations of Hydrophobic Particles, Polymer Flocculants or Surface-Active Contaminants

In support of the K-Basin project, Pacific Northwest National Laboratory (PNNL) was requested to evaluate the appropriate surface tension value to use in models predicting the formation of droplets from spray leaks of K-Basin slurries. The specific issue was whether it was more appropriate to use the surface tension of pure water in model predictions for all plausible spray leaks or to use a lower value. The surface tension of K-Basin slurries is potentially affected not only by particles but by low concentrations of nonionic polyacrylamide flocculant and perhaps by contaminants with surfactant properties, which could decrease the surface tension below that of water. A lower surface tension value typically results in smaller droplets being formed with a larger fraction of droplets in the respirable size range, so using the higher surface tension value of pure water is not conservative and thus needs a strong technical basis.

Numerical Model for Conduction-Cooled Current Lead Heat Loads

Current leads are utilized to deliver electrical power from a room temperature junction mounted on the vacuum vessel to a superconducting magnet located within the vacuum space of a cryostat. There are many types of current leads used at laboratories throughout the world; however, conduction-cooled current leads are often chosen for their simplicity and reliability. Conduction-cooled leads have the advantage of using common materials, have no superconducting/normal state transition, and have no boil-off vapor to collect. This paper presents a numerical model for conduction-cooled current lead heat loads. This model takes into account varying material and fluid thermal properties, varying thicknesses along the length of the lead, heat transfer in the circumferential and longitudinal directions, electrical power dissipation, and the effect of thermal intercepts. The model is validated by comparing the numerical model results to ideal cases where analytical equations are valid. In addition, the XFEL (X-Ray Free Electron Laser) prototype current leads are modeled and compared to the experimental results from testing at DESY's XFEL Magnet Test Stand (XMTS) and Cryomodule Test Bench (CMTB).
