Amplifying Real Estate Value through Energy&WaterManagement: From ESCO to 'Energy Services Partner'

The energy service company (ESCO) business model could become significantly more effective by integrating the energy-efficiency purveyor and their capital into the underlying building ownership and operation partnership, rather than the current model in which the ESCO remains an outsider with higher transaction costs and limited interest and participation in the value created by the cost savings. Resource conservation advocates rarely use the language of real estate to articulate the cost effectiveness of capital improvements aimed at reducing utility costs in commercial and residential income properties. Conventional methods that rely on rarefied academic notions of simple payback time or a narrow definition of return on investment fail to capture a significant component of the true market value created by virtue of reduced operating expenses. Improvements in energy and water efficiency can increase the fundamental profitability of real estate investments by raising Net Operating Income (NOI), and hence returns during the holding period, and, ultimately, proceeds at time of sale. We introduce the concept of an Energy Services Partner, who takes an equity interest in a real estate partnership in exchange for providing the expertise and capital required to reduce utility operating costs. Analysis of oil-bearing Cretaceous sandstone hydrocarbon reservoirs, exclusive of the Dakota Sandstone, on the Jicarilla Apache Indian Reservation, New Mexico

This is the Phase One contract report to the United States Department of Energy, United State Geological Survey and the Jicarilla Apache Indian Tribe on the project entitled ``Outcrop Analysis of the Cretaceous Mesaverde Group: Jicarilla Apache Reservation, New Mexico.'' Field work for this project was conducted during July and August 1998, at which time fourteen measured sections were described and correlated on or adjacent to Jicarilla Apache Reservation lands. A fifteen section, described east of the main field area, is included in this report, although its distant location precluded use in the correlation's and cross-sections presented herein. Ground-based photo mosaics were shot for much of the exposed Mesaverde outcrop belt and were used to assist in correlation. Outcrop gamma-ray surveys at six of the fifteen measured sections using a GAD-6 scintillometer was conducted. The raw gamma-ray data are included in this report, however, analysis of those data is part of the ongoing Phase Two of this project.

Antenna-coupled bolometer arrays using transition-edgesensors

We describe the development of an antenna-coupled bolometer array for use in a Cosmic Microwave Background polarization experiment. Prototype single pixels using double-slot dipole antennas and integrated microstrip band defining filters have been built and tested. Preliminary results of optical testing and simulations are presented. A bolometer array design based on this pixel will also be shown and future plans for application of the technology will be discussed.

Aviation and Climate Change: Aircraft Emissions Expected to Grow, but Technological and Operational Improvements and Government Policies Can Help Control Emissions

A letter report issued by the Government Accountability Office with an abstract that begins "Aircraft emit greenhouse gases and other emissions, contributing to increasing concentrations of such gases in the atmosphere. Many scientists and the Intergovernmental Panel on Climate Change (IPCC)--a United Nations organization that assesses scientific, technical, and economic information on climate change--believe these gases may negatively affect the earth's climate. Given forecasts of growth in aviation emissions, some governments are taking steps to reduce emissions. In response to a congressional request, GAO reviewed (1) estimates of aviation's current and future contribution to greenhouse gas and other emissions that may affect climate change; (2) existing and potential technological and operational improvements that can reduce aircraft emissions; and (3) policy options for governments to help address commercial aircraft emissions. GAO conducted a literature review; interviewed representatives of government agencies, industry and environmental organizations, airlines, and manufacturers, and interviewed and surveyed 18 experts in economics and aviation on improvements for reducing emissions from aircraft. A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. transportation sector is almost entirely dependent on oil, a condition that poses significant economic and environmental risks. Biofuels, such as ethanol and biodiesel, have the potential to displace oil use in transportation fuel. GAO was asked to describe the status of and impediments to expanding biofuel production, distribution infrastructure, and compatible vehicles as well as federal policy options to overcome the impediments. GAO was also asked to assess the extent to which the Department of Energy (DOE) has developed a strategic approach to coordinate the expansion of biofuel production, infrastructure, and vehicles and has evaluated the effectiveness of biofuel tax credits.
