Immigration: Policy Considerations Related to Guest Worker Programs

At present, the United States has two main programs for temporarily importing low-skilled workers, sometimes referred to as guest workers. Agricultural guest workers enter through the H-2A program and other guest workers enter through the H-2B program. Employers interested in importing workers under either program must first apply to the U.S. Labor Department for a certification that U.S. workers capable of performing the work are not available and that the employment of alien workers will not adversely affect the wages and working conditions of similarly employed U.S. workers. Other requirements of the programs differ.

Palestinian Factions

Palestinian factionalism continues to dominate the political landscape in the West Bank and Gaza Strip. The manner in which competing nationalist, socialist, Islamist, and democratic-minded Palestinians vie to control the direction of any future Palestinian state may influence United States objectives in the region. These include ending antiIsraeli violence, supporting Palestinian reforms, and bolstering Palestinian democratization and civil society. Some factions are designated foreign terrorist organizations by the State Department. One of these, Hamas, is building on recent electoral successes and may soon join the Palestinian parliament. Public Safety Communications: Policy, Proposals, Legislation and Progress

Since September 11, 2001, the effectiveness of America’s communications capabilities in support of the information needs of first responders and other public safety workers have been a matter of concern to Congress. The Intelligence Reform and Terrorism Prevention Act of 2004 (P.L. 108-458) included sections that responded to recommendations made by the 9/ll Commission, in its report of July 2004, and by others in recent years, regarding public safety communications. Nonetheless, there is much still to be done to bring the United States to the threshold of adequate communications capabilities in emergencies. Congress can expect that the many advocates for public safety, in all its forms, will continue to push for improvements in public safety communications and interoperability.

Presently, the United States and other countries are moving to third-generation (3G) and fourth-generation mobile telephony. The defining feature of these technologies is that transmission speeds are significantly faster than prevailing technologies. A related trend is the growth in use of Wi-Fi (wireless fidelity) and WiMAX (an industry designation for a specific broadband standard). Lebanon

The United States and Lebanon continue to enjoy good relations. Prominent current issues between the United States and Lebanon include progress toward a Lebanon-Israel peace treaty, U.S. aid to Lebanon, and Lebanon's capacity to stop Hizballah militia attacks on Israel. Lebanon's government is based in part on a 1943 agreement that called for a Maronite Christian President, a Sunni Muslim Prime Minister, and a Shi'ite Muslim Speaker of the National Assembly. This report explores the above, as well as the assassination of former Lebanese Prime Minister Rafiq Hariri and the formation of a new Lebanese government following the withdrawal of Syrian forces from Lebanon.

Under the Bush Administration, U.S.-China-Taiwan relations have undergone a number of changes. Initially, the new Administration seemed to abandon the long-standing U.S. policy of "strategic ambiguity" on Taiwan in favor of "strategic clarity" that placed more emphasis on Taiwan's interests and less on PRC concerns. President Bush's first term has been a time of increasing complexity and unpredictability in Taiwan's political environment. Political trends in Taiwan have raised anxieties about its future and the implications for U.S. policy.

The F/A-18E/F Super Hornet is the Navy's highest priority aviation modernization program. The decision to undertake F/A-18E/F Super Hornet program was made during a period of great turbulence in Navy aviation modernization. During this time frame the Navy struggled to identify and implement the best way to modernize its aging fleet of F-14 fighters and A-6E attack aircraft. The Department of Defense is currently facing a shortage of radar and communications jamming capability. The Super Hornet has been approved for international export, but no sales have been made as of June 2006. Key issues surrounding the program relate to the total number of Super Hornets to be procured.

China-U.S. Relations: Current Issues and Implications for U.S. Policy

Throughout much of the George W. Bush Administration, U.S.-China relations have remained unusually smooth and stable. But U.S. policy toward China now appears to be subject to competing reassessments. State Department officials late in 2005 unveiled what they described as a new policy framework for the relationship -- one in which the United States was willing to work cooperatively with a non-democratic China while encouraging Beijing to become a "responsible stakeholder" in the global system. Other U.S. policymakers appear to be adopting somewhat tougher stances on issues involving China and U.S.-China relations, expressing their concerns about strong PRC economic growth and a more assertive and influential PRC diplomacy in the international arena.

Immigration Related Border Security Legislation in the 109th Congress

Border security is considered a central aspect of the United States' overall homeland security. Securing the border involves controlling the official ports of entry (POE) through which legitimate travelers and commerce enter the country, as well as monitoring and patrolling the nation's land and maritime borders to detect and interdict the entry of illegal persons and contraband. In the 109th Congress, there are a large number of bills currently pending that would address some of the immigration issues associated with border security by focusing on the movement of people into the country, both at POE and illegally across the U.S. international land border. This report will focus on the main legislative issues facing the 109th Congress relating to the movement of people across the border. It will not address interior enforcement issues or cargo security issues.
