Anaerobic Resistance to High Levels of Cadmium and Other Toxic Metals in a Facultative Anaerobe Isolated From Pristine Salt Marsh Sediments

The authors have isolated many Cd (II) resistant bacterial strains from relatively pristine sediments collected from salt marshes in Shelter Island, New York. Detailed studies are being performed on one isolate, strain Cd-1. Strain Cd-1 is metabolically diverse, halotolerant, Gram-negative, facultative anaerobe. It can resist high amounts of Cd (II), Cr (VI), As (V), Se (IV), Co (II), Pb (II), or Zn (II) under defined anaerobic conditions. With pyruvate as the energy source, Cd-1 can grow well at examined Cd (II) concentrations ranging up to 15 mM. It can resist Cd (II) with or without marine level NaCl concentration, under acidic or neutral conditions. It can resist Cd (II) under aerobic conditions as well. These features are novel for a heavy metal resistant bacterium.

Analysis of particle flow in the DIII-D SOL and divertor

The scrape-off layer (SOL) and divertor plasma in the DEEI-D tokamak has been modeled using the 2-D fluid code UEDGE. The resulting simulated plasmas are compared in detail with the numerous diagnostics available on the device. Good agreement is obtained between the experimental measurements and the simulations when relatively small values of the assumed anomalous perpendicular transport coefficients are used. We use a purely diffusive model for perpendicular transport, with transport coefficients which are constant in space. The value of each of these transport coefficients is varied in the simulation to match the measured upstream density and temperature profiles. The resulting plasma parameters are then compared with all other diagnostics which measure parameters at various poloidal locations in the SOL.

Until 1988, solutions containing sodium hydroxide, nitride acid, low levels of radionuclides (mostly tritiated water) and some metals were discharged to unlined seepage basins at the F and H Areas of the Savannah River Site (SRS) as part of normal operations (Killian et al, 1987a,b). The basins are now being closed according to the Resource Conservation and Recovery Act (RCRA). As part of the closure, a Part B Post-Closure Care Permit is being prepared. The information included in this report will fulfill some of the data requirements for that Part B permit. Several soil and water samples were collected along the Four Mile Creek (FMC) seepline at the F H Areas of the Savannah River Site. The samples were analyzed for concentrations of metals, radionuclides, and inorganic constituents. The goal of the work reported herein is to document the impacts from the basins of FMC has been completed in a phased approach.

The Area 2 Photo Skid Wastewater Pit, Corrective Action Site (CAS) Number 02-42-03, the only CAS in Corrective Action Unit (CAU) Number 332, has been identified as a source of unquantified, uncontrolled, and unpermitted wastewater discharge. The Photo Skid was used for photographic processing of film for projects related to weapons testing, using Kodak RA4 and GPX film processing facilities for black and white and color photographs. The CAU is located in Area 2 of the Nevada Test Site, Nye County, Nevada. The CAS consists of one unlined pit which received discharged photographic process wastewater from 1984 to 1991. The Corrective Action Decision Document (CADD) and the Closure Report (CR) have been developed to meet the requirements of the Federal Facility Agreement and Consent Order (FFACO, 1996). The CADD and the CR for this CAS have been combined because sample data collected during the site investigation do not exceed regulatory limits established during the Data Quality Objectives (DQO) process. The purpose of the CADD and the CR is to justify why no corrective action is necessary at the CAU based on process knowledge and the results of the corrective action investigation and to request closure of the CAU. The goal of this research was to develop the understanding of the structure/property relations in Y{sub 2}O{sub 3}-stabilized cubic ZrO{sub 2} (Y-CSZ) single crystals with emphasis on the potential use of these materials as a fibrous reinforcement for high temperature structural applications. In particular, the issues addressed include: (i) determination of the structure of as-grown Y-CSZ and its relation to the deformation behavior and (ii) initial fiber growth and evaluation. Consultant subcontracting at the Idaho National Engineering Laboratory

The Department of Energy (Department), Idaho Operations Office (ID) is responsible for ensuring that its management and operating (M&O) contractors subcontract consultant services in a manner most advantageous to the Department. The objectives of the audit were to determine whether consultant subcontracts were competitively and objectively awarded and whether these subcontracts supported the Idaho National Engineering Laboratory`s (INEL) mission. The audit showed that M&O contractors generally did not award consultant subcontracts competitively and objectively. Also, many of the subcontracts were awarded to former INEL employees, increasing the potential for conflicts of interest. These problems occurred because M&O contractors` internal controls did not ensure that sole source procurements were adequately justified and that potential conflicts of interest were avoided. By not competing consultant subcontracts the Department may not have obtained the most economical consultant services. Further, the fundamental fairness upon which such subcontracts were awarded to former employees was questionable. Additionally, one INEL M&O contractor was subcontracting consultant support services directly for Department Headquarters. This occurred because Headquarters elements and the M&O contractor did not follow Department guidance prohibiting subcontractual support from an M&O contractor directly to Headquarters. Defense Burdensharing: Is Japan's Host Nation Support a Model for Other Allies?

This report reviews data that the Administration has provided to Congress on the costs of U.S. forces based abroad and on the value of host nation support contributions. It analyzes the data in order to assess potential defense budget savings from measures now under congressional consideration. The report concludes that, because of shortcomings in the data, estimates of savings in the U.S. defense budget from increased host nation contributions are often overstated. Some commonly accepted assertions frequently cited in the congressional burdensharing debate, therefore, are of doubtful validity.

Among other things, Japan agreed by 1995 to absorb 100 percent of the cost of Japanese nationals employed at U.S. military facilities and to pay for all utilities supplied to U.S. bases, to increase the amount of military and family housing construction that it is providing to support U.S. forces, to continue to provide facilities at no charge to the United States and to waive taxes and fees that might otherwise apply to U.S. activities.

A new gravitational head formulation for the treatment of stratified flows has been developed for CONTAIN, a lumped-parameter code used primarily for the analysis of postulated accidents in nuclear power plants. This new hybrid formulation is discussed and compared in this paper with the old, average-density CONTAIN formulation. In addition, these formulations are assessed against experimental data from three large-scale experiments in which stratified conditions were observed. These are the NUPEC M-8-1, Surtsey ST-3, and the HDR E11.2 experiments.

Development of a Coal Quality Expert

ABB Power Plant Laboratories Combustion Engineering, Inc., (ABB CE) and CQ Inc. completed a broad, comprehensive program to demonstrate the economic and environmental benefits of using higher quality U.S. coals for electrical power generation and developed state-of-the-art user-friendly software--Coal Quality Expert (CQE)-to reliably predict/estimate these benefits in a consistent manner. The program was an essential extension and integration of R and D projects performed in the past under U.S. DOE and EPRI sponsorship and it expanded the available database of coal quality and power plant performance information. This software will permit utilities to purchase the lowest cost clean coals tailored to their specific requirements. Based on common interest and mutual benefit, the subject program was cosponsored by the U.S. DOE, EPRI, and eight U.S. coal-burning utilities. In addition to cosponsoring this program, EPN contributed its background research, data, and computer models, and managed some other supporting contracts under the terms of a project agreement established between CQ Inc. and EPRI. We discuss a high-density fusion reactor which utilizes a flow-through Z pinch magnetic confinement configuration. Assessment of this reactor system is motivated by simplicity and small unit size (few hundred MWe) and immunity to plasma contamination made possible at high density. The type reactor discussed here would employ a liquid Li vortex as the first wall/blanket to capture fusion neutrons with minimum induced radioactivity and to achieve high wall loading and a power density of 200 w/cm{sup 3}.

History of ultrahigh carbon steels

The history and development of ultrahigh carbon steels (i.e., steels containing between 1 and 2.l percent C and now known as UHCS) are described. The early use of steel compositions containing carbon contents above the eutectoid level is found in ancient weapons from around the world. For example, both Damascus and Japanese sword steels are hypereutectoid steels. Their manufacture and processing is of interest in understanding the role of carbon content in the development of modern steels. Although sporadic examples of UHCS compositions are found in steels examined in the early part of this century, it was not until the mid-1970s that the modern study began. This study had its origin in the development of superplastic behavior in steels and the recognition that increasing the carbon content was of importance in developing that property. The compositions that were optimal for superplasticity involved the development of steels that contained higher carbon contents than conventional modern steels. It was discovered, however, that the room temperature properties of these compositions were of interest in their own right. Following this discovery, a period of intense work began on understanding their manufacture, processing, and properties for both superplastic forming and room temperature applications. PRC pressures and resistance in Hong Kong could also have negative effects on U.S. interests in Hong Kong's economic progress, although Hong Kong seems poised to continue to advance economically along with the rest of coastal China.

This document was prepared to take the place of a Safety Evaluation Report since the Baseline Safety Analysis File (BSAF)and associated Baseline Technical Safety Requirements (TSR) File do not meet the requirements of a complete safety analysis documentation. Its purpose is to present in summary form the background of how the BSAF and Baseline TSR originated and a description of the process by which it was produced and approved for use in the Environmental Restoration Program.The BSAF is a facility safety reference document for INEL environmental restoration activities including environmental remediation of inactive waste sites and decontamination and decommissioning (D&D) of surplus facilities. The BSAF contains safety bases common to environmental restoration activities and guidelines for performing and documenting safety analysis. The common safety bases can be incorporated by reference into the safety analysis documentation prepared for individual environmental restoration activities with justification and any necessary revisions. The safety analysis guidelines in BSAF provide an accepted method for hazard analysis; analysis of normal, abnormal, and accident conditions; human factors analysis; and derivation of TSRS. The BSAF safety bases and guidelines are graded for environmental restoration activities.

Induction Accelerator Buncher for Storage Rings

A separate induction accelerator buncher following after the storage rings is one of the options for final bunch compression. The other option is to apply the bunching voltage within the ring, but this requires a low-frequency, high gradient accelerating structure within the ring and a large aperture, which are difficult to do and undesirable. The induction accelerator buncher option here differs from the bunching function in a standard induction accelerator scenario in that here, a separate buncher is required, whereas in the induction linac the bunching function is accomplished by ramping the acceleration voltages near the end of the machine. This is a minor difference, but one that allows consideration of a bipolar buncher, which has no net acceleration. The other major difference is that the currents per beam to be bunched are smaller than in the straight induction linac, permitting use of transversely smaller, and hence less expensive, structures.

Each K/A statement has been rated for its importance to the safe operation of the plant in a manner ensuring the health and safety of the public.
