Knowledges and abilities catalog for nuclear power plant operators: Savannah River Site (SRS) production reactors

The Knowledges and Abilities Catalog for Nuclear Power Plant Operations: Savannah River Site (SRS) Production Reactors, provides the basis for the development of content-valid certification examinations for Senior Reactor Operators (SROs) and Central Control Room Supervisors (SUP). The position of Shift Technical Engineer (STE) has been included in the catalog for completeness. This new SRS reactor operating shift crew position is held by an individual holding a CCR Supervisor Certification who has received special engineering and technical training. Also, the STE has a Bachelor of Science degree in engineering or a related technical field. The SRS catalog contains approximately 2500 knowledge and ability (K/A) statements for SROs and SUPs at heavy water moderated production reactors. Each K/A statement has been rated for its importance to the safe operation of the plant in a manner ensuring the health and safety of the public. The SRS K/A catalog is presently organized into five major sections: Plant Systems grouped by Safety Function, Plant Wide Generic K/As, Emergency Plant Evolutions, Theory and Components (to be developed).

Analysis of soil and water at the Four Mile Creek seepline near the F H Areas of SRS

Until 1988, solutions containing sodium hydroxide, nitride acid, low levels of radionuclides (mostly tritiated water) and some metals were discharged to unlined seepage basins at the F and H Areas of the Savannah River Site (SRS) as part of normal operations (Killian et al, 1987a,b). The basins are now being closed according to the Resource Conservation and Recovery Act (RCRA). As part of the closure, a Part B Post-Closure Care Permit is being prepared. The information included in this report will fulfill some of the data requirements for that Part B permit. Several soil and water samples were collected along the Four Mile Creek (FMC) seepline at the F H Areas of the Savannah River Site. The samples were analyzed for concentrations of metals, radionuclides, and inorganic constituents. The goal of the work reported herein is to document the impacts from the basins of FMC has been completed in a phased approach.

Defense Burdensharing: Is Japan's Host Nation Support a Model for Other Allies?

This report reviews data that the Administration has provided to Congress on the costs of U.S. forces based abroad and on the value of host nation support contributions. It analyzes the data in order to assess potential defense budget savings from measures now under congressional consideration. The report concludes that, because of shortcomings in the data, estimates of savings in the U.S. defense budget from increased host nation contributions are often overstated. Some commonly accepted assertions frequently cited in the congressional burdensharing debate, therefore, are of doubtful validity.

Wear mechanism and wear prevention in coal-fueled diesel engines

The overall objective of this program is to develop the diesel engine and lubricant system design approach that has the highest probability for commercial acceptance. Several specific objectives can also be identified. These objectives include: Definition of the dominant wear mechanisms prevailing in coal-fueled diesel engines; Definition of the specific effect of each coal-related lube oil contaminant; Determination of the potential of traditional engine lubrication design approaches to either solve or mitigate the effects of the coal related lube oil contaminants; Evaluation of several different engine design approaches aimed specifically at preventing lube oil contamination or preventing damage due to lube oil contamination; and Presentation of the engine/lubricant system design determined to have the most potential.

Low Latency Remote Memory Access on the Intel Paragon

We describe a cooperative project between Pacific Northwest Laboratory and Intel on providing low latency communications on the Intel Paragon. Our interest is in developing modules that are tailored to specific types of communication and are optimized for these cases. The modules described are implemented as simple extensions to the Paragon operating system. The first extension supports remote reads, writes, and accumulates on subsections of matrices. This module is intended to be used where the communication pattern is not known until run time. The second extension is designed to support low latency communication for short messages in a pipelined fashion. Finally, an interface for doing highly structured communication where the patterns of communication are well understood ahead of time is described. This is intended to be used in global communications such as global reduction.

Nb3Sn Magnets for a Muon Collider

High field dipole and quadrupole magnet designs with racetrack coils are investigated. The design option is particularly attractive for a muon collider dipole magnet using the Nb{sub 3}Sn superconductor. A conceptual design of {approx} 15 T single aperture dipole magnet is presented where the coils maintain a simple 2-d structure through the ends. The use of racetrack coils in quadrupole magnets is also discussed. It appears that the racetrack coils are less attractive for high gradient quadrupole magnets.

Induction Accelerator Buncher for Storage Rings

A separate induction accelerator buncher following after the storage rings is one of the options for final bunch compression. The other option is to apply the bunching voltage within the ring, but this requires a low-frequency, high gradient accelerating structure within the ring and a large aperture, which are difficult to do and undesirable. The induction accelerator buncher option here differs from the bunching function in a standard induction accelerator scenario in that here, a separate buncher is required, whereas in the induction linac the bunching function is accomplished by ramping the acceleration voltages near the end of the machine. This is a minor difference, but one that allows consideration of a bipolar buncher, which has no net acceleration. The other major difference is that the currents per beam to be bunched are smaller than in the straight induction linac, permitting use of transversely smaller, and hence less expensive, structures.

Analysis of particle flow in the DIII-D SOL and divertor

The scrape-off layer (SOL) and divertor plasma in the DEEI-D tokamak has been modeled using the 2-D fluid code UEDGE. The resulting simulated plasmas are compared in detail with the numerous diagnostics available on the device. Good agreement is obtained between the experimental measurements and the simulations when relatively small values of the assumed anomalous perpendicular transport coefficients are used. We use a purely diffusive model for perpendicular transport, with transport coefficients which are constant in space. The value of each of these transport coefficients is varied in the simulation to match the measured upstream density and temperature profiles. The resulting plasma parameters are then compared with all other diagnostics which measure parameters at various poloidal locations in the SOL.

Specification of optical components using the power spectral density function

This paper describes the use of Fourier techniques to characterize the wavefront of optical components, specifically, the use of the power spectral density, (PSD), function. The PSDs of several precision optical components will be shown. Many of the optical components of interest to us have square, rectangular or irregularly shaped apertures with major dimensions up-to 800 mm. The wavefronts of components with non-circular apertures cannot be analyzed with Zernicke polynomials since these functions are an orthogonal set for circular apertures only. Furthermore, Zernicke analysis is limited to treating low frequency wavefront aberrations; mid-spatial scale and high frequency error are expressed only as ``residuals.`` A more complete and powerful representation of the optical wavefront can be obtained by Fourier analysis in 1 or 2 dimensions. The PSD is obtained from the amplitude of frequency components present in the Fourier spectrum. The PSD corresponds to the scattered intensity as a function of scattering angle in the wavefront and can be used to describe the intensity distribution at focus. The shape of a resultant wavefront or the focal spot of a complex multi-component laser system can be calculated and optimized using the PSDs of individual optical components which comprise it.

This report presents progress made on a technique for {sup 14}C dating pictographs. A low-temperature oxygen plasma is used coupled with high-vacuum technologies to selectively remove C-containing material in the paints without contamination from inorganic carbon from rock substrates or accretions.

Removal of mixing pump in tank 102-AP -- pump drop onto central pit

The mixing pump, if dropped in the pump pit following its removal from the tank, is incapable of compromising the tank structure either locally or in a structural displacement mode to an extent which might allow dispersion of the contents. A drop from 10 ft above the pit floor (considered the maximum credible height) of a pump which is considered perfectly rigid does not approach the required perforation velocity. The velocity required to perforate requires a drop height which is physically impossible to attain with existing cranes. An analysis of the location of the deposition of the strain energy required to match the pump`s impact kinetic energy, the results of which are shown in Table 2, verifies that there is no credible chance for compromise of the tank roof by such a drop.

Flow-through Z-pinch study for radiation generation and fusion energy production

We discuss a high-density fusion reactor which utilizes a flow-through Z pinch magnetic confinement configuration. Assessment of this reactor system is motivated by simplicity and small unit size (few hundred MWe) and immunity to plasma contamination made possible at high density. The type reactor discussed here would employ a liquid Li vortex as the first wall/blanket to capture fusion neutrons with minimum induced radioactivity and to achieve high wall loading and a power density of 200 w/cm{sup 3}.

This document was prepared to take the place of a Safety Evaluation Report since the Baseline Safety Analysis File (BSAF)and associated Baseline Technical Safety Requirements (TSR) File do not meet the requirements of a complete safety analysis documentation. Its purpose is to present in summary form the background of how the BSAF and Baseline TSR originated and a description of the process by which it was produced and approved for use in the Environmental Restoration Program.The BSAF is a facility safety reference document for INEL environmental restoration activities including environmental remediation of inactive waste sites and decontamination and decommissioning (D&D) of surplus facilities. The BSAF contains safety bases common to environmental restoration activities and guidelines for performing and documenting safety analysis. The common safety bases can be incorporated by reference into the safety analysis documentation prepared for individual environmental restoration activities with justification and any necessary revisions. The safety analysis guidelines in BSAF provide an accepted method for hazard analysis; analysis of normal, abnormal, and accident conditions; human factors analysis; and derivation of TSRS. The BSAF safety bases and guidelines are graded for environmental restoration activities.

Minuteman 3: Stage 3 propellant fire characterization

We have completed an experimental program to diagnose and characterize the thermal environment of a solid rocket propellant fire burning in ambient atmospheric conditions. This work has been conducted as part of the Defense Nuclear Agency`s probabilistic risk assessment (PRA) of the Minuteman III (MMIII) weapon system. The goals of this study are two-fold; (1) to provide a description of a propellant fire in sufficient detail so as to allow system response models to predict the outcome of various hypothetical accident, scenarios and, (2) to identify diagnostics that could be used in a large-scale test fire of MMIII stage 3 motor. The study has been performed burning SRAM II and MMIII stage 3 propellant (ANB-3066), in chimneys ranging in size from 18 cm to 53 cm (twenty-one inches) in diameter. Several methods have been used to determine and confirm temperature measurements including thermometry, radiometry, and ultrasonic thermal sensing. Temperature profiles with peaks in excess of 2300{degree} C have been measured. Temperature measurements have been used in conjunction with inverse modeling to determine heat flux characteristics. The regression rate for ANB-3066 (under ambient conditions) has also been determined. Finally, at a very cursory level, we have studied the characteristics of aluminum …

Six-dimensional supergravity on S3 x AdS3 and 2d conformal field theory

In this paper we study the relation between six-dimensional supergravity compactified on S{sup 3} x AdS{sub 3} and certain two-dimensional conformal field theories. We compute the Kaluza-Klein spectrum of supergravity using representation theory; these methods are quite general and can also be applied to other compactifications involving anti-de Sitter spaces. A detailed comparison between the spectrum of the two-dimensional conformal field theory and supergravity is made, and we find complete agreement. This applies even at the level of certain non-chiral primaries, and we propose a resolution to the puzzle of the missing states recently raised by Vafa. As a further illustration of the method the Kaluza-Klein spectra of F-theory on M{sup 6} x S{sup 3} x AdS{sub 3} and of M-theory on M{sup 6} x S{sup 2} x AdS{sub 3} are computed, with M{sup 6} some Calabi-Yau manifold.
