The Department of Energy has requested SRL assistance in developing offsite Emergency Planning Zones (EPZs) for the Savannah River Plant, based on projected dose consequences of atmospheric releases of radioactivity from potential credible accidents in the SRP operating areas. This memorandum presents the assessment of the offsite doses via the plume exposure pathway from the 300-Area potential accidents. 8 refs., 3 tabs.

The first gas propagation experiment on ATA is planned to be conducted in a 1-foot diameter tank of up to 10 m length. The primary objectives are to measure beam parameters at injection to determine whether the desired beam conditioning is achieved, and to observe how such conditioned beams propagate in air and neon.

In examining the issues in Conrail's sale, Congress most likely will consider the welfare of Conrail employees as affected by the terms and conditions of the sale. Should negotiations on labor conditions with the final bidder fail, Congress might be asked to include labor conditions as part of any legislation related to the sale of Conrail.

Some flow-cytometric and image analysis procedures under development for quantitative analysis of sperm morphology are reviewed. The results of flow-cytometric DNA-content measurements on sperm from radiation exposed mice are also summarized, the results related to the available cytological information, and their potential dosimetric sensitivity discussed. The long term survivability and usefulness of the melter surface viewing borescopes would be greatly increased if a method of remote lense cleaning was available. The two units to be installed on the DWPF melter will incorporate air cooling and lense purging into their design. At present a single air supply line would serve both needs. Separating the two air services will allow the introduction of water or steam into the purge service. Tests on the prototype borescope at ETF have shown this to be an extremely effective way of cleaning the lense of occasional deposits or splatter. It is recommended that this change be incorporated into the DWPF design.

Soft x-ray streak cameras are used in conjunction with several instruments for the diagnostic of laser irradiated targets. A program was undertaken to develop cameras satisfying the requirements of the laser facility, to improve the reliability and performance of the camera and to reduce the level of effort required to set and operate each diagnostic. The implemented soft x-ray streak cameras can be operated either manually or automatically.

The cross section for the production and subsequent decay to electron and neutrino of the W intermediate vector boson has been measured in 1.8 TeV /bar p/p collisions at the Collider Detector at Fermilab. An analysis of events with missing transverse energy greater than 25 GeV and an electron of transverse energy greater than 15 GeV from a data sample of 25nb/sup /minus/1/ gives sigma/center dot/B = 2.57 +- 0.56 +- 0.46nb, in agreement with theoretical predictions. 10 refs., 4 figs.

Measurements of the normalized emittance of the beam produced by the Advanced Test Accelerator (ATA) injector yielded values near 0.4 Radian-Centimeters at currents up to 10 kAmps. The instrument was also used to obtain beam-current-density profiles in two dimensions at the entrance mask of the instrument.

This research is directed towards the development of engineering guidelines that define the application of distributed fuel addition as a technique for NOx abatement. It is expected that multiple fuel and air addition in the post-flame of a combustion process will increase free radical concentrations which destroy nitrogenous species and thus help them decay toward their equilibrium concentrations, which can be very low in that region of the combustor. Screening experiments were conducted on a laboratory scale downfired combustor. The objective was to compare NOx emissions arising from various combustion configurations, including fuel and/or air staging. Although the primary focus of this research is on NO control, a secondary effort was directed towards the measurement of N2O emissions from various coal combustion processes. N2O has been identified as a trace gas responsible for stratospheric ozone depletion, and has been hypothesized to arise from combustion processes, in amounts roughly proportional to NO emissions. Results presented in this report showed that the ratio N2O/NO was far from constant. The introduction of secondary air into a combustion process was accompanied an increase in N2O emissions. The results of a two-dimensional simulation of a high-gain free electron laser (FEL) amplifier is presented. The simulation solves the inhomogeneous paraxial wave equation. The source term is radially resolved and is obtained by tracking the interaction of the laser field with localized macroparticles.

This report is the second of a two part study addressing the seismic risk or hazard of the special nuclear materials (SNM) facility of the General Electric Vallecitos Nuclear Center at Pleasanton, California. The Part I companion to this report, dated July 31, 1978, presented the seismic hazard at the site that resulted from exposure to earthquakes on the Calaveras, Hayward, San Andreas and, additionally, from smaller unassociated earthquakes that could not be attributed to these specific faults. However, while this study was in progress, certain additional geologic information became available that could be interpreted in terms of the existance of a nearby fault. Although substantial geologic investigations were subsequently deployed, the existance of this postulated fault, called the Verona Fault, remained very controversial. The purpose of the Part II study was to assume the existance of such a capable fault and, under this assumption, to examine the loads that the fault could impose on the SNM facility. This report first reviews the geologic setting with a focus on specifying sufficient geologic parameters to characterize the postulated fault.
