Brief summary concerning strategic withholding (nuclear parsimony)

This memorandum provides a brief summary on thoughts concerning `Strategic Withholding` (or perhaps, `Nuclear Parsimony`). It is chiefly meant to further support the view that there should be other significant doctrines besides `Brute-Force Retaliation`. The basic doctrinal argument is that it may be broadly disadvantageous to fire one`s missiles in equal, or `total` retaliation. It may be better to reply only softly, or not at all. The basic justification rests on an assumption of extended war, and on a logic addressed to what`s best for the surviving population and capability at any given point. In most strategic wargame exercises, it is rarely apparent that this principle is taken into account. The essential point of argument is that an extended war is not so different from peacetime posturing.

Research and development areas that hold promise for maritime energy conservation are identified and evaluated. The methodology used is discussed in Chapter II. The technology base of the commercial marine transportation industry relating to energy usage is made up of: main propulsion plants, propulsors, hydrodynamics, vessel operations, and fuels. Fifteen specific program areas in the first four generic technologies are identified and are evaluated. An economic and energy impact analysis and technological risk assessment was performed on the specific program areas and the results are summarized in Chapter III. The first five appendices address the generic technologies. The sixth appendix contains the baseline operating and cost parameters against which the 15 program areas were evaluated, and the last appendix contains sample printouts of the MTEM model used to evaluate the energy consumption and economic impacts associated with the candidate technology areas. Most of the briefings discuss differences between the US repository design bases presented in US Working Draft on Repository Physical Descriptions in a Salt Formation, prepared in support of INFCE discussions of May 1978 and the FRG-Netherlands design bases, presented in Design Study of a Radioactive Waste Repository to be Mined in a Medium-Size Salt Dome by Hamstra and Velzeboer, Netherlands Energy Research Foundation, January 1978. Advantages and disadvantages of the two sets of design bases are discussed, and the impacts of adopting either of these bases on the other's programs and positions are identified.

Growth of Second Phase Particles in a Copper--Beryllium Alloy. Final Technical Report

Growth of second phase particles from a solid solution of copper-beryllium was studied to determine this alloy's suitability for acoustic emission testing. Optical and Scanning Electron microscopes were used to study the microstructure. Micro and macro hardness tests were also performed. A hardness curve for aging at 550/sup 0/F was determined. Microscopic examination revealed the presence of large inclusions which make this alloy unsuitable for the acoustic tests envisioned.

Mortality, migration, income, and air pollution: a comparative study

The interrelationships among different demographic factors, specific causes of death, median family income, and estimated air pollution emissions were examined. Using the Medical Data Base (MEDABA) developed at Brookhaven National Laboratory, the entire population of the United States was cross-tabulated by income and emission levels of air pollutants. Path analysis was used to examine a number of patterns and relationships for each age, race, and sex group containing a minimum of 10,000 persons. Competitive and complementary effects were observed. These effects were frequently age dependent and occasionaly sex related. This specialized data base, the application of path analysis, and the development of a dynamic population and mortality model, in combination, proved to be a useful tool for investigating the effects of energy related pollutants on the exposed population.

Stability crileria are developed for the stability of motions of particles in a bucket while subjected to an acceleration voltage at small frequency difference {Delta}{nu}. The motion is stable if {Delta}{nu} {>=} {nu}{sub s} where {nu}{sub s} is the phase oscíllation frequency. This is essentially the same criterion as that the buckets not touch.

Survey of supression of sodium fires in liquid metal fast breeder reactors

A survey was made of protection and suppression technologies relative to liquid sodium fires at selected sites. These technologies will find application in the Liquid Metal Fast Breeder Reactor (LMFBR) program. Based on this survey, a series of conclusions and recommendations are given. Dry type powder agents will only be of use of relatively small sodium fires. Large fires will be extinguished by inerting the chamber or collecting pans where the sodium leak occurs. Liquid sodium fire suppression methods must be incorporated into the initial design of an LMFBR. There exists a need for close coordination of liquid sodium fire technology and guidelines for fire fighting personnel. Suggestions are made for a number of technical development programs. An extensive search for new suppression agents is not recommended although carbon microspheres should be submitted for approval.
