The latest HAPO Five Year Program review, HW-59633, forecasts substantial increases in Pu production from the eight existing Hanford reactors over the next several years. These production increases would be attained by a combination of several methods which include increased reactor power levels resulting from higher process water flow rates and coolant bulk outlet temperatures, improved time operated efficiency, higher conversion ratios, and reduced transient reactivity losses. In order to provide a realistic basis for budgeting to meet these or other increased production goals, it is necessary that a study program be undertaken to determine in general terms the plant changes required to support these forecasted levels, to evaluate the economic and technical feasibility of achieving the process conditions, and to present an integrated program for achieving these objectives. This study program will necessarily consider the interrelated effects of a number of various facets of reactor and water plant process conditions, operational requirements, and proposed development programs. The Palmolive program is directed toward the recovery of neptunium-237 and production of plutonium-238. The neptunium is recovered during the chemical processing of irradiated uranium and is purified and fabricated into target elements. The target elements are irradiated to produce plutonium-238 by neutron capture of neptunium-237 and are processed to provide plutonium for shipment to the final customer and neptunium for recycle within the system. The following report summarizes a preliminary engineering study of the technical and economic factors involved in installing long-term Palmolive manufacturing facilities at Hanford to meet the reduced production goals. Prime emphasis is placed on the process technology and plant design requirements for fabricating and reprocessing neptunium target elements on a production basis. The relationships of these phases of the target cycle to the recovery and purification of virgin neptunium in the Purex Plant and irradiation of target elements in the Hanford reactors are reviewed in the light of the reduced plutonium-238 demands.

This material is the outgrowth of the notes prepared for lectures on reactor controls given in 1953-55 at the Oak Ridge School of Reactor Technology. The course on reactor controls was for the purpose of acquainting the student with some of the elementary considerations involved in setting up a control and safety system for a nuclear reactor. Abstract: "Since the first report on the use of amines as uranium extractants (ORNL-1734) over eighty additional organo-nitrogen compounds have been examined for their ability to extract uranium from aqueous solutions, particularly sulfate solutions, of the types usually encountered in uranium ore processing. As before, the more promising of these (as well as other compounds previously reported) have been examined further with respect to other characteristics essential to practical application, i.e., reagent loss to the aqueous phase, compatibility with practicable diluents, influence of commonly present anions, reagent stability, sufficient selectivity for uranium, adequate phase separation properties, compatibility with practicable stripping methods, etc. The potential cost and availability of the reagents tested, i.e., certain secondary and tertiary amines, have shown even greater promise as practicable extraction agents than many of the promising compounds previously tested. In addition to the work with sulfate liquors, cursory studies have been made of uranium extraction from fluoride and sulfate-fluoride solutions. Extractions of other metals from sulfate liquors, i.e., titanium and thorium, have been briefly examined."

Report of an investigation using three rocket-propelled delta-wing-body combinations for a range of Mach numbers to determine the damping-in-pitch characteristics. All models were statically stable but dynamically unstable at transonic speeds. Information about trim, lift, and drag is also provided.

Memorandum presenting static longitudinal stability and control characteristics of a flare-stabilized body of revolution employing a movable portion of the flare surface as a pitch control determined for a range of Mach numbers, angles of attack, and control deflections. The variation of lift coefficient with pitching-moment coefficient for the basic configuration with control undeflected was found to be essentially linear, and the stability to increase slightly with increasing Mach number.

Report presenting the results of an investigation to determine the effect of chord discontinuities and chordwise fences on the static longitudinal stability and wake characteristics of an airplane model with a 35-degree sweptback wing. The use of a fence or chord extension was found to cause a slight improvement in the static longitudinal stability of the basic wing alone. The force data and flow characteristics in the form of wake surveys and surface tufts are provided.

From Summary: "An investigation was made in the Langley high-speed 7- by 10-foot tunnel through a Mach number range from 0.60 to 0.93 to determine the effects on the chordwise pressure distributions of projecting various spoiler-type ailerons on a swept wing. The semispan 35 degree sweptback wing had an NACA 65A006 airfoil section, an aspect ratio of 4, and a taper ratio of 0.6. The results of the investigation are presented as curves of chordwise pressure distributions near the midspan of the spoilers (0.46-wing-semispan station)."
