Abortion: Legislative Response

The primary focus of this issue brief is legislative action with respect to abortion. However, discussion of those legislative proposals necessarily involves a brief discussion of the leading U.S. Supreme Court decisions concerning a woman’s right to choose whether to terminate her pregnancy. This report summarizes current programs for adult education and literacy, provides a funding history, and analyzes major provisions of the legislative proposals being considered by the 105th Congress for amending adult education and literacy programs. Specifically, the report examines the provisions of H.R. 1385, the Employment, Training, and Literacy Enhancement Act of 1997, as passed by the House, and H.R. 1385, the Workforce Investment Partnership Act of 1998, as amended by the Senate (originally considered as S. 1186). Key issues include state and local administration issues, comprehensive state plan requirements, integration with other federal training and employment programs, and program performance standards. The report will be updated as legislative action occurs.

Agriculture in the WTO: Member Spending on Domestic Support

Under the World Trade Organization’s (WTO’s) Agreement on Agriculture (AA), member countries agreed to general rules regarding disciplines on domestic and export subsidies, and concessions on market access. This report focuses solely on the commitments made by WTO member countries concerning government outlays in support of domestic agricultural production. The three sections of the report provide a brief overview of WTO domestic policy commitments; background information on WTO member requirements for reporting on domestic subsidy outlays; WTO member outlays made to support agricultural production; and U.S. agricultural support outlays compared against spending limits. In addition, the report briefly discusses the implications for U.S. agricultural policy of continued adherence to existing WTO commitments.

The Appointment Process for U.S. Circuit and District Court Nominations: An Overview

This report discusses the process of appointment of U.S. circuit and district court judges through presidential nomination and Senate confirmation. In recent decades, the process for appointing judges to the U.S. circuit courts of appeals and the U.S. district courts has been of continuing Senate interest. The responsibility for making these appointments is shared by the President and the Senate. Pursuant to the Constitution's Appointments Clause, the President nominates persons to fill federal judgeships, with the appointment of each nominee also requiring Senate confirmation. Although not mentioned in the Constitution, an important role is also played midway in the appointment process by the Senate Judiciary Committee.

Balkan cooperation with the International Criminal Tribunal for the former Yugoslavia (ICTY) in The Hague remains an issues of ongoing U.S. and international concern. On June 2, 2008, a World Trade Organization (WTO) Appellate Body (AB) publicly released its final report upholding a December 2007 compliance panel ruling that the United States has not fully complied with a March 2005 WTO ruling against certain U.S. cotton support programs. This AB ruling was part of a prolonged dispute settlement case (DS267) originated by Brazil against certain aspects of the U.S. cotton program in September 2002. This report provides a brief overview of Brazil's case against the U.S. cotton program, the evolution and current status of the case, and the potential role for Congress.

Child Welfare Issues in the 110th Congress

As the U.S. Constitution has been interpreted, states have the primary obligation to ensure child welfare. However, Congress provides significant federal funds to help states exercise this responsibility ($7.9 billion appropriated in FY2008). Most of this support is provided for children who are in foster care and who meet specific federal eligibility criteria. This report discusses the federal framework for child welfare policy; reviews the scope of activities, and children and families served, by state child welfare agencies; summarizes several child welfare-related hearings that were held in 2007; describes child welfare and related legislative proposals that have been introduced in the 110th Congress; and reviews child welfare programs for which funding authorization has expired or is set to expire on the last day of FY2008.
