Afghanistan: U.S. Efforts to Vet Non-U.S. Vendors Need Improvement

A letter report issued by the Government Accountability Office with an abstract that begins "The Departments of Defense (DOD) and State (State) and the United States Agency for International Development (USAID) have collectively obligated billions of dollars for contracts and assistance to support U.S. efforts in Afghanistan. There are concerns that U.S. funds are being diverted to fund insurgent and criminal activity in Afghanistan. In light of these concerns, under the authority of the Comptroller General of the United States, we initiated a review to identify DOD, State, and USAID efforts to vet non-U.S. contractors and assistance recipients in Afghanistan. GAO examined (1) the extent to which DOD has established a process to vet non-U.S. vendors to ensure that resources are not used to support insurgents; (2) the extent to which State and USAID have established processes to vet vendors and assistance recipients; and (3) the extent to which vetting information is shared among DOD, State, and USAID. GAO reviewed documents and met with a variety of agency officials to address the report's objectives."

Annealing to Mitigate Pitting in Electropolished Niobium Coupons and SRF Cavities

Ongoing studies at Fermilab investigate whether dislocations and other factors instigate pitting during cavity electropolishing (EP), despite careful processing controls and the inherent leveling mechanism of EP itself. Here, cold-worked niobium coupons, which exhibited increased tendencies for pitting in our past study, were annealed in a high vacuum furnace and subsequently processed by EP. Laser confocal scanning microscopy and special defect counting algorithms were used to assess the population of pits formed. Hardness measurements indicated that annealing for 2 hours at 800 C produced recovery, whereas annealing for 12 hours at 600 C did not, as is consistent with known changes for cavities annealed in a similar way. The 800 C anneal was effective in some cases but not others, and we discuss reasons why tendencies for pitting remain. We discuss implications for cavities and continued work to understand pitting.

CESIUM REMOVAL FROM TANKS 241-AN-103 & 241-SX-105 & 241-AZ-101/102 COMPOSITE FOR TESTING IN BENCH SCALE STEAM REFORMER

This report documents the preparation of three actual Hanford tank waste samples for shipment to the Savannah River National Laboratory (SRNL). Two of the samples were dissolved saltcakes from tank 241-AN-103 (hereafter AN-103) and tank 241-SX-105 (hereafter SX-105); one sample was a supernate composite from tanks 241-AZ-101 and 241-AZ-102 (hereafter AZ-101/102). The preparation of the samples was executed following the test plans LAB-PLAN-10-00006, Test Plan for the Preparation of Samples from Hanford Tanks 241-SX-105, 241-AN-103, 241-AN-107, and LAB-PLN-10-00014, Test Plan for the Preparation of a Composite Sample from Hanford Tanks 241-AZ-101 and 241-AZ-102 for Steam Reformer Testing at the Savannah River National Laboratory. All procedural steps were recorded in laboratory notebook HNF-N-274 3. Sample breakdown diagrams for AN-103 and SX-105 are presented in Appendix A. The tank samples were prepared in support of a series of treatability studies of the Fluidized Bed Steam Reforming (FBSR) process using a Bench-Scale Reformer (BSR) at SRNL. Electroweak Physics at the Tevatron

The most recent Electroweak results from the Tevatron are presented. The importance of precise Standard Model measurements in the Higgs sector, quantum chromodynamics and searches for new physics is emphasized. Analyzed data correspond to 1-7 fb{sup -1} of integrated luminosity recorded by the CDF and D0 detectors at the Tevatron Collider at {radical}s = 1.96 TeV during the period between 2002-2010. The main goal of the Electroweak (EW) physics is to probe the mechanism of the EW symmetry breaking. An important aspect of these studies is related to precise measurements of the Standard Model (SM) parameters and tests of the SU(2) x U(1) gauge symmetry. Deviations from the SM may be indicative of new physics. Thus, the interplay between the tests of the 'standard' physics and searches for a 'nonstandard' physics is an important aspect of the EW measurements. The observables commonly used in these measurements are cross sections, gauge boson couplings, differential distributions, asymmetries, etc. Besides, many EW processes represent a non-negligible background in a Higgs boson and top quark production, and production of supersymmetric particles. HHFW Heating and Current Drive Studies of NSTX H-Mode Plasmas

30 MHz high-harmonic fast wave (HHFW) heating and current drive are being developed to assist fully non-inductive plasma current (I{sub p}) ramp-up in NSTX. The initial approach to achieving this goal has been to heat I{sub p} = 300 kA inductive plasmas with current drive antenna phasing in order to generate an HHFW H-mode with significant bootstrap and RF-driven current. Recent experiments, using only 1.4 MW of RF power (P{sub RF}), achieved a noninductive current fraction, f{sub NI} {approx} 0.65. Improved antenna conditioning resulted in the generation of I{sub p} = 650 kA HHFW H-mode plasmas, with f{sub NI} {approx} 0.35, when P{sub RF} {ge} 2.5 MW. These plasmas have little or no edge localized mode (ELM) activity during HHFW heating, a substantial increase in stored energy and a sustained central electron temperature of 5-6 keV. Another focus of NSTX HHFW research is to heat an H-mode generated by 90 keV neutral beam injection (NBI). Improved HHFW coupling to NBI-generated H-modes has resulted in a broad increase in electron temperature profile when HHFW heating is applied. Mitigation of Hydrogen Gas Generation from the Reaction of Uranium Metal with Water in K Basin Sludge and Sludge Waste Forms

Prior laboratory testing identified sodium nitrate and nitrite to be the most promising agents to minimize hydrogen generation from uranium metal aqueous corrosion in Hanford Site K Basin sludge. Of the two, nitrate was determined to be better because of higher chemical capacity, lower toxicity, more reliable efficacy, and fewer side reactions than nitrite. The present lab tests were run to determine if nitrate’s beneficial effects to lower H2 generation in simulated and genuine sludge continued for simulated sludge mixed with agents to immobilize water to help meet the Waste Isolation Pilot Plant (WIPP) waste acceptance drainable liquid criterion. Tests were run at ~60°C, 80°C, and 95°C using near spherical high-purity uranium metal beads and simulated sludge to emulate uranium-rich KW containerized sludge currently residing in engineered containers KW-210 and KW-220. Immobilization agents tested were Portland cement (PC), a commercial blend of PC with sepiolite clay (Aquaset II H), granulated sepiolite clay (Aquaset II G), and sepiolite clay powder (Aquaset II). In all cases except tests with Aquaset II G, the simulated sludge was mixed intimately with the immobilization agent before testing commenced. NEUTRALIZATIONS OF HIGH ALUMINUM LOW URANIUM USED NUCLEAR FUEL SOLUTIONS CONTAINING GADOLINIUM AS A NEUTRON POISON

H-Canyon will begin dissolving High Aluminum - Low Uranium (High Al/Low U) Used Nuclear Fuel (UNF) following approval by DOE which is anticipated in CY2011. High Al/Low U is an aluminum/enriched uranium UNF with small quantities of uranium relative to aluminum. The maximum enrichment level expected is 93% {sup 235}U. The High Al/Low U UNF will be dissolved in H-Canyon in a nitric acid/mercury/gadolinium solution. The resulting solution will be neutralized and transferred to Tank 39H in the Tank Farm. To confirm that the solution generated could be poisoned with Gd, neutralized, and discarded to the Savannah River Site (SRS) high level waste (HLW) system without undue nuclear safety concerns the caustic precipitation of simulant solutions was examined. Experiments were performed with three simulant solutions representative of the H-Canyon estimated concentrations in the final solutions after dissolution. The maximum U, Gd, and Al concentration were selected for testing from the range of solution compositions provided. Simulants were prepared in three different nitric acid concentrations, ranging from 0.5 to 1.5 M. Observation of the dynamics leading to a conical intersection in dissociative electron attachment to water

Following prior work on the lower-energy resonances, we apply techniques of momentum imaging and ab initio scattering calculations to the process of dissociative electron attachment to water via the highest-energy {sup 2}B{sub 2} resonance. We focus on the H{sup -} anion fragment, which is produced via dynamics passing through and avoiding the conical intersection with the lower A{sub 1} state, leading to OH ((sup 2}{Pi}#5;) and OH ({sup 2}{Sigma}#6;), respectively. The momentum imaging technique, when combined with theoretical calculations on the attachment amplitude and dissociation dynamics, demonstrates that the angular distributions provide a signature of the location of the conical intersection in the space of nuclear con#12;gurations.
