The Americans with Disabilities Act and Emergency Preparedness and Response
This report discusses the Americans with Disabilities Act (ADA), which provides broad nondiscrimination protection for individuals with disabilities in employment, public services, and public accommodations and services operated by private entities. Although the ADA does not include provisions specifically discussing its application to disasters, its nondiscrimination provisions are applicable to emergency preparedness and responses to disasters.

Brazil’s WTO Case Against the U.S. Cotton Program
U.S. and Brazilian trade negotiators reached agreement on June 17, 2010, on a "Framework agreement" regarding a World Trade Organization dispute settlement case over U.S. cotton subsidies and GSM-102 agricultural export credit guarantees. The Framework agreement - which lays out a number of "steps and discussions" - represents a path forward toward the ultimate goal of reaching a negotiated solution to the dispute, while avoiding World Trade Organization-sanctioned trade retaliation by Brazil against U.S. goods and services. This report includes information on the dispute, panel recommendations, implementation of recommendations, compliance panel review and ruling, arbitration of Brazil's proposed countermeasures, and more related the dispute.

Brazil's WTO Case Against the U.S. Cotton Program
This report provides a description and status report on Brazil's challenge to certain aspects of the U.S. cotton program under the rules of the World Trade Organization's (WTO's) dispute settlement process in case DS267.1 The "Brazil cotton case" had its WTO origins in 2002 and has since evolved into a sprawling legal enterprise that is still ongoing as of mid-2010. The report begins by summarizing the most recent developments in the case. It then provides a detailed history of the case in chronological phases. Readers interested in the current status of the dispute, and in particular details of the negotiations to reach a mutual settlement and avoid trade retaliation against U.S. goods and services, should proceed directly to the report section entitled "Phase V: Retaliation or Settlement?"

The "Volcker": Proposals to Limit "Speculative" Proprietary Trading by Banks
This report briefly discusses the permissible proprietary trading activities of commercial banks and their subsidiaries under current law. It then analyzes the Volcker Rule proposals under the House- and Senate-passed financial reform bills and under the Conference Report, which would limit the ability of commercial banking institutions and their affiliated companies and subsidiaries to engage in trading unrelated to customer needs and investing in and sponsoring hedge funds or private equity funds.

North Korea: Back on the Terrorism List?
This report describes the rationales for including North Korea on the terrorism list from 1987- 2008, for North Korea's delisting in 2008, and the debate in 2010 over whether to re-list North Korea. The major impact of a decision to return North Korea to the list would likely be symbolic, because removing North Korea from the list does not appear to have provided Pyongyang with direct, tangible benefits.

The 2010 Oil Spill: Criminal Liability Under Wildlife Laws
In April 2010 an explosion occurred on an oil rig in the Gulf of Mexico, reportedly killing 11 people, and, according to federal experts, causing the worst oil spill in U.S. history. Millions of barrels of oil are believed to have leaked into the Gulf of Mexico. As the oil spreads, the implications for harm to wildlife grow. The United States has many laws that protect wildlife from harm. This report discusses three: the Endangered Species Act, the Marine Mammal Protection Act, and the Migratory Bird Treaty Act.

Congressional Member Organizations: Their Purpose and Activities, History, and Formation
This report examines the purpose and activities of CMOs and the reasons Members form them. It also identifies and describes seven CMO types, and it provides an overview of the historical development of informal Member organizations since the first Congress, focusing on their regulation in the House by the Committee on House Oversight/Committee on House Administration, the rise and fall of legislative service organizations, and the House’s decision in 1995 to issue regulations for establishing CMOs and governing their behavior. It concludes with a step-by-step guide for House Members and staff who might be interested in forming a CMO. Many of the steps in the guide may be of interest to Senators and their staff who are considering forming an informal Member group in the Senate.
