Military and Dual-Use Technology: Covert Testing Shows Continuing Vulnerabilities of Domestic Sales for Illegal Export

Testimony issued by the Government Accountability Office with an abstract that begins "Terrorists and foreign governments regularly attempt to obtain sensitive dual-use and military technology from manufacturers and distributors within the United States. Although the Department of State (State) or Department of Commerce (Commerce), or both, must grant approval to export sensitive military and dual-use items, publicly reported criminal cases show that individuals can bypass this requirement and illegally export restricted items such as night-vision goggles. In the wrong hands, this technology poses a risk to U.S. security, including the threat that it will be reverse engineered or used directly against U.S. soldiers. Given the threat, the subcommittee asked GAO to conduct undercover tests to attempt to (1) purchase sensitive dual-use and military items from manufacturers and distributors in the United States; and (2) export purchased items without detection by domestic law-enforcement officials. To perform this work, GAO used fictitious individuals, a bogus front company, and domestic mailboxes to pose as a buyer for sensitive items. GAO, in coordination with foreign law-enforcement officials, also covertly attempted to export dummy versions of items. Testimony issued by the Government Accountability Office with an abstract that begins "In 2007, GAO designated ensuring the effective protection of technologies critical to U.S. national security interests as a high-risk area. Each year, the Department of Defense spends billions of dollars to develop and produce technologically advanced weaponry. To enhance its foreign policy, security, and economic interests, the U.S. government must approve selling these weapons and defense-related technologies overseas and has a number of programs to identify and protect the critical technologies involved in these sales. These programs include export control systems for weapons and defense-related technologies, the foreign military sales program, and reviews of foreign investments in U.S. companies. Yet, these weapons and technologies continue to be targets for theft, espionage, reverse engineering, and illegal export. This testimony (1) provides an overview of the safety net of government programs and processes aimed at ensuring the effective protection of technologies critical to U.S. national security interests and (2) identifies the weaknesses and challenges in the U.S. export control system--one of the government programs to protect critical technologies. Testimony issued by the Government Accountability Office with an abstract that begins "This testimony discusses how local and regional procurement (LRP) can provide opportunities to enhance U.S. food aid, though challenges can constrain its implementation. This hearing is of particular importance given today's environment of increasing emergencies and growing global food insecurity, in which the United States and other donors face intense pressures to feed the world's expanding undernourished population. In September 2008, the United Nations (UN) Food and Agriculture Organization (FAO) reported that high food prices had resulted in the number of undernourished people reaching a record 963 million. LRP has increasingly become a key element in the multilateral food aid response over the past decade. Most bilateral donors of food aid have switched from commodity-based in-kind food aid to a cash-based food assistance program in recent years. As the largest international food aid donor, contributing over half of all food aid supplies to alleviate hunger and support development, the United States plays an important role in responding to emergency food assistance needs and ensuring global food security. Summary of operations and performance of the Murdock site restoration project in 2008.

This document summarizes the performance of the groundwater and surface water restoration systems installed by the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) at the former CCC/USDA grain storage facility in Murdock, Nebraska, during the third full year of system operation, from January 1 through December 31, 2008. Performance in June 2005 through December 2007 was reported previously (Argonne 2007, 2008). In the Murdock project, several innovative technologies are being used to remove carbon tetrachloride contamination from a shallow aquifer underlying the town, as well as from water naturally discharged to the surface at the headwaters of a small creek (a tributary to Pawnee Creek) north of the town (Figure 1.1). The restoration activities at Murdock are being conducted by the CCC/USDA as a non-time-critical removal action under the regulatory authority and supervision of the U.S. Environmental Protection Agency (EPA), Region VII. Argonne National Laboratory assisted the CCC/USDA by providing technical oversight for the restoration effort and facilities during this review period. A Satellite Workshop of the 14th International Congress on Photosynthesis on the topic of photosynthetic light-harvesting systems was held on 18-21 July 2007, at the Buchanan Arms Hotel in Drymen, Scotland, near Glasgow. This meeting continued the tradition of satellite light-harvesting conferences occurring prior to the last five international photosynthesis congresses in Japan, France, Hungary, Australia and Canada, dating from 1992. With an attendance of 124 participants, this Workshop represents an intimate gathering of scientists interested in a thorough coverage of the light-harvesting aspects of photosynthesis. A significant amount of time was set aside for discussion and poster sessions. The organizers were: Richard J. Cogdell, UK (Chairperson), Alastair T. Gardiner, UK, Conrad W. Mullineaux, UK, Robert A. Niederman, USA, Robert E. Blankenship, USA, Harry Frank, USA, Bruno Robert, France. Sessions were focused on new concepts relating to the function, regulation, assembly, photoprotection and evolution of a wide variety of antenna systems. Modeling and Simulation of Fluid Mixing Laser Experiments and Supernova

The three year plan for this project was to develop novel theories and advanced simulation methods leading to a systematic understanding of turbulent mixing. A primary focus is the comparison of simulation models (Direct Numerical Simulation (DNS), Large Eddy Simulations (LES), full two fluid simulations and subgrid averaged models) to experiments. The comprehension and reduction of experimental and simulation data are central goals of this proposal. We model 2D and 3D perturbations of planar or circular interfaces. We compare these tests with models derived from averaged equations (our own and those of others). As a second focus, we develop physics based subgrid simulation models of diffusion across an interface, with physical but no numerical mass diffusion. Multiple layers and reshock are considered here.

Circularly Polarized Luminescence in Enantiopure Europium and Terbium Complexes with Modular, All-Oxygen Donor Ligands

The modular syntheses of three new octadentate, enantiopure ligands are reported, one with the bidentate chelating unit 2-hydroxyisophthalamide (IAM) and two with bidentate 1-hydroxy-2-pyridinone (1,2-HOPO) units. A new design principle is introduced for the chiral, non-racemic hexamines which constitute the central backbones for the presented class of ligands. The terbium(III) complex of the IAM ligand, as well as the europium(III) complexes of the 1,2-HOPO ligands, are synthesized and characterized by various techniques (NMR, UV, CD, luminescence spectroscopy). All species exhibit excellent stability and moderate to high luminescence efficiency (quantum yields {phi}{sub Eu} = 0.05-0.08 and {phi}{sub Tb} = 0.30-0.57) in aqueous solution at physiological pH. Special focus is put onto the properties of the complexes in regard to circularly polarized luminescence (CPL). The maximum luminescence dissymmetry factors (glum) in aqueous solution are high with |glum|max = 0.08-0.40. Together with the very favorable general properties (good stability, high quantum yields, long lifetimes), the presented lanthanide complexes can be considered as good candidates for analytical probes based on CPL in biologically relevant environments.

Calix[4]arene Based Single-Molecule Magnets

Single-molecule magnets (SMMs) have been the subject of much interest in recent years because their molecular nature and inherent physical properties allow the crossover between classical and quantum physics to be observed. The macroscopic observation of quantum phenomena - tunneling between different spin states, quantum interference between tunnel paths - not only allows scientists to study quantum mechanical laws in great detail, but also provides model systems with which to investigate the possible implementation of spin-based solid state qubits and molecular spintronics. The isolation of small, simple SMMs is therefore an exciting prospect. To date almost all SMMs have been made via the self-assembly of 3d metal ions in the presence of bridging/chelating organic ligands. However, very recently an exciting new class of SMMs, based on 3d metal clusters (or single lanthanide ions) housed within polyoxometalates, has appeared. These types of molecule, in which the SMM is completely encapsulated within (or shrouded by) a 'protective' organic or inorganic sheath have much potential for design and manipulation: for example, for the removal of unwanted dipolar interactions, the introduction of redox activity, or to simply aid functionalization for surface grafting. Measurement of sound speed vs. depth in South Pole ice: pressure waves and shear waves

We have measured the speed of both pressure waves and shear waves as a function of depth between 80 and 500 m depth in South Pole ice with better than 1% precision. The measurements were made using the South Pole Acoustic Test Setup (SPATS), an array of transmitters and sensors deployed in the ice at the South Pole in order to measure the acoustic properties relevant to acoustic detection of astrophysical neutrinos. The transmitters and sensors use piezoceramics operating at {approx}5-25 kHz. Between 200 m and 500 m depth, the measured profile is consistent with zero variation of the sound speed with depth, resulting in zero refraction, for both pressure and shear waves. We also performed a complementary study featuring an explosive signal propagating vertically from 50 to 2250 m depth, from which we determined a value for the pressure wave speed consistent with that determined for shallower depths, higher frequencies, and horizontal propagation with the SPATS sensors. The sound speed profile presented here can be used to achieve good acoustic source position and emission time reconstruction in general, and neutrino direction and energy reconstruction in particular. The reconstructed quantities could also help separate neutrino signals from background.

Since 1990, the EC-US Task Force on Biotechnology Research has been coordinating transatlantic efforts to guide and exploit the ongoing revolution in biotechnology and the life sciences. The Task Force was established in June 1990 by the European Commission and the White House Office of Science and Technology Policy. The Task Force has acted as an effective forum for discussion, coordination, and development of new ideas for the last 18 years. Task Force members are European Commission and US Government science and technology administrators who meet annually to enhance communication across the Atlantic, and to encourage collaborative research. Through sponsoring workshops, and other activities, the Task Force also brings together scientific leaders and early career researchers from both sides of the Atlantic to forecast research challenges and opportunities and to promote better links between researchers. Over the years, by keeping a focus on the future of science, the Task Force has played a key role in establishing a diverse range of emerging scientific fields, including biodiversity research, neuroinformatics, genomics, nanobiotechnology, neonatal immunology, transkingdom molecular biology, biologically-based fuels, and environmental biotechnology.
