Testimony issued by the Government Accountability Office with an abstract that begins "The Forest Service manages over 192 million acres of land, often conducting a variety of vegetation management projects such as thinning trees. Before approving projects that may significantly affect the environment, the National Environmental Policy Act (NEPA) generally requires the Forest Service to prepare an environmental assessment (EA) or an environmental impact statement (EIS). However, the Forest Service can decide not to prepare an EA or EIS if the project involves categories of activities that it previously found to have no significant environmental effect (categorical exclusions). As of 2003, the Forest Service had established one such exclusion affecting vegetation management projects and has since added four new ones. This testimony is based on GAO's report, Forest Service: Use of Categorical Exclusions for Vegetation Management Projects, Calendar Years 2003 through 2005 (GAO-07-99). For vegetation management during these years, GAO determined (1) how many projects the Forest Service approved, including those approved using categorical exclusions; (2) which categorical exclusions it used to approve projects; and (3) if categorical exclusions are not being used in any field offices, why. In fiscal year 2006, Congress appropriated about $900 million for TAA, including about $220 million for training. GAO has conducted a number of studies on the TAA program since the program was last reauthorized in 2002. Furthermore, finding a new job may be harder for these workers because they tend to be older with have fewer transferable skills than other laid-off workers. The Trade Adjustment Assistance (TAA) program was established in 1962 to assist manufacturing workers who lose their jobs because of international trade. In 2002, the Congress made a number of key changes designed to expand benefits and decrease the time it takes to get workers into services. This testimony draws upon several GAO reports, including our most recently issued TAA report and our case study of five layoffs, and provides an overview of (1) how the TAA program operates, (2) recent trends in the Department of Labor's (Labor) certification of petitions, (3) the extent to which workers participate in training, (4) the extent to which workers take advantage of other TAA benefits, and (5) what is known about TAA program outcomes. It is intended to provide lodging, dining, shopping, and entertainment for thousands of U.S. military and civilian personnel and their families in the Kaiserslautern, Germany, area. Initial costs for the KMCC were estimated at about $150 million, with funding coming from a variety of appropriated and nonappropriated fund sources. The construction for the project, which began in late 2003, was originally scheduled to be completed in early 2006. This testimony discusses GAO findings to date related to the KMCC. The testimony describes (1) current problems facing the KMCC, (2) causes for identified problems, and (3) the effect of problems identified and their implications for future projects in Germany. Testimony issued by the Government Accountability Office with an abstract that begins "As of June 2007, more than 100,000 military and civilian personnel are engaged in United Nations (UN) peacekeeping operations in 15 locations in Africa, Europe, Asia, the Americas, and the Middle East. In 2006, the United States provided the UN with about $1 billion to support peacekeeping operations. Given that thousands of U.S. troops are intensively deployed in combat operations in Iraq and Afghanistan, UN peacekeeping operations are an important element in maintaining a secure international environment. As requested, this testimony discusses (1) the costs of the current UN mission in Haiti compared with the estimated cost of a hypothetical U.S. operation and (2) the strengths and limitations of the United States and the UN in leading peace operations. This testimony is based on our prior report and information we updated for this hearing. To estimate U.S. costs, we developed parameters for a U.S. mission similar to the UN mission in Haiti, which the Joint Staff validated as reasonable. We then applied DOD's official cost estimating model. However, it is uncertain whether the United States would implement an operation in Haiti in the same way as the UN."

This is significant because a person's SSN, along with name and date of birth, are the key pieces of personal information used to perpetrate identity theft. Consequently, the potential for misuse of the SSN has raised questions about how private and public sector entities obtain, use, and protect SSNs. Accordingly, this testimony focuses on describing the (1) use of SSNs by government agencies, (2) use of SSNs by the private sector, and (3) vulnerabilities that remain to protecting SSNs. For this testimony, we primarily relied on information from our prior reports and testimonies that address public and private sector use and protection of SSNs. We believe that effective, ongoing coordination of the federal oversight efforts of GAO and the Inspectors General (IG) is more critical than ever, due to the challenges and risks currently facing our nation including our immediate and long-term fiscal challenges, increasing demands being made for federal programs, and changing risk. Close strategic planning and ongoing coordination of audit efforts between GAO and the IGs would help to enhance the effectiveness and impact of work performed by federal auditors. In May of this year the Comptroller General hosted a meeting with the IGs for the principal purpose of improving the coordination of federal oversight between the IGs and GAO. Testimony issued by the Government Accountability Office with an abstract that begins "In January 2004, Congress established the Millennium Challenge Corporation (MCC) to administer the Millennium Challenge Account for foreign assistance. MCC's mission is to reduce poverty by supporting sustainable, transformative economic growth in partnership with developing countries that create and maintain sound policy environments. MCC signs compacts obligating funds for such projects with countries it selects as eligible for this assistance, according to criteria outlined in MCC's authorizing legislation. Each compact has a maximum duration of 5 years. After signed compacts enter into force, MCC begins to disburse funds. For fiscal years 2004 to 2007, MCC received appropriations of almost $6 billion. MCC has obligated almost $3 billion for 11 compacts; $1.5 billion of this amount is for 5 compacts in sub-Saharan Africa (Africa). This testimony examines (1) the pace of MCC's initiation of compacts in Africa, (2) MCC projects and management structures in African countries with signed compacts, and (3) MCC's progress in disbursing compact funds. Annual appropriations to prepare for and respond to wildland fires have also increased substantially over the past decade, totaling about $3 billion in recent years. The MMA requires the Centers for Medicare & Medicaid Services (CMS) to enroll these beneficiaries in a Medicare prescription drug plan (PDP) if they do not select a plan on their own. CMS enrolled about 5.5 million dual-eligible beneficiaries in late 2005 and about 634,000 who became dually eligible during 2006. GAO was asked to testify on (1) CMS's process for enrolling new dual-eligible beneficiaries into PDPs and its effect on access to drugs and (2) how CMS set the effective coverage date for certain dual-eligible beneficiaries and its implementation of this policy. A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Veterans Affairs (VA) spends nearly $1 billion yearly to support its information technology (IT) needs; yet it has encountered persistent challenges in managing IT projects. In October 2005, VA initiated a realignment to centralize its IT management program that it plans to complete by July 2008. GAO was requested to determine (1) whether the department's realignment plan includes critical factors for successful implementation and (2) how the centralized management approach is to ensure that the chief information officer (CIO) is accountable for the department's entire IT budget. To do so, GAO identified critical success factors, analyzed realignment and budget documents, and held discussions with VA officials."

A letter report issued by the Government Accountability Office with an abstract that begins "The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) protects the rights of military personnel, their dependents, and overseas citizens to vote by absentee ballot. The Department of Defense (DOD) and others have reported that absentee voting, which relies primarily on mail, can be slow and may, in certain circumstances, serve to disenfranchise these voters. In 2004, Congress required DOD to develop an Internet-based absentee voting demonstration project and required the Election Assistance Commission--which reviews election procedures--to develop guidelines for DOD's project. In 2006, Congress required DOD to report, by May 15, 2007, on plans for expanding its use of electronic voting technologies and required GAO to assess efforts by (1) DOD to facilitate electronic absentee voting and (2) the Commission to develop Internet voting guidelines and DOD to develop an Internet-based demonstration project. GAO also assessed DOD's efforts to develop plans to expand its use of electronic voting technologies. GAO interviewed officials and reviewed and analyzed documents related to these efforts."
