45-Day safety screening results for tank 241-U-102, push mode cores 143 and 144

This document is the 45-day report deliverable for tank 241-U-102 push mode core segments collected between April 16, 1996 and May 6, 1996 and received by the 222-S Laboratory between April 17, 1996 and May 8, 1996. The segments were subsampled and analyzed in accordance, with the Tank 241-U-102 Push Mode Core Sampling and analysis Plan (TSAP) (Hu, 1996) and the Safety Screening Data Quality Objective (DQO) (Dukelow, et al., 1995). The analytical results are included in Table 1. Attachment I is a cross reference to relate the tank farm identification numbers to the 222-S Laboratory LabCore sample numbers. The subsamples generated in the laboratory for analysis are identified in these diagrams with their sources shown. The diagram identifying the hydrostatic head fluid (HHF) blank is also included, Primary safety screening results and the raw data from Differential Scanning Calorimetry (DSC) and thermogravimetric analysis (TGA) analyses are included in this report. Two of the samples submitted for DSC analysis exceeded notification limits as stated in the Safety Screening DQO (Dukelow, et al., 1995). 225-B Pool Cell 5 Liner Leak Investigation

This document describes the actions taken to confirm and respond to a very small (0.046 ml/min) leak in the stainless steel liner of Hanford`s Waste Encapsulation and Storage Facility (WESF) storage pool cell 5 in Building 225-B. Manual level measurements confirmed a consistent weekly accumulation of 0.46 liters of water in the leak detection grid sump below the pool cell 5 liner. Video inspections and samples point to the capsule storage pool as the source of the water. The present leak rate corresponds to a decrease of only 0.002 inches per week in the pool cell water level, and consequently does not threaten any catastrophic loss of pool cell shielding and cooling water. The configuration of the pool cell liner, sump system, and associated risers will limit the short-term consequences of even a total liner breach to a loss of 1 inch in pool cell level. The small amount of demineralized pool cell water which has been in contact with the concrete structure is not enough to cause significant structural damage. However, ongoing water-concrete interaction increases. The pool cell leak detection sump instrumentation will be modified to improve monitoring of the leak rate in the future. This report addresses the Section 61.94 reporting requirements for operations at INEL for CY 1995. For that year, airborne radionuclide emissions from INEL operations were calculated to result in a maximum individual dose to a member of the public of 1.80E-02 mrem (1.80E-07 Sievert), well below the 40 CFR 61, Subpart H, regulatory standard of 10 mrem per year (1.0E-04 Sievert per year).

Absorption spectroscopy characterization measurements of a laser-produced Na atomic beam

This work describes a pulsed Na atomic beam source developed for spectroscopic diagnosis of a high-power ion diode on the Particle Beam Fusion Accelerator II. The goal is to produce a {approximately} 10{sup 12}-cm{sup {minus}3}-density Na atomic beam that can be injected into the diode acceleration gap to measure electric and magnetic fields from the Stark and Zeeman effects through laser-induced-fluorescence or absorption spectroscopy. A {approximately} 10 ns fwhm, 1.06 {micro}m, 0.6 J/cm{sup 2} laser incident through a glass slide heats a Na-bearing thin film, creating a plasma that generates a sodium vapor plume. A {approximately} 1 {micro}sec fwhm dye laser beam tuned to 5,890 {angstrom} is used for absorption measurement of the Na I resonant doublet by viewing parallel to the film surface. The dye laser light is coupled through a fiber to a spectrograph with a time-integrated CCD camera. A two-dimensional mapping of the Na vapor density is obtained through absorption measurements at different spatial locations. Time-of-flight and Doppler broadening of the absorption with {approximately} 0.1 {angstrom} spectral resolution indicate that the Na neutral vapor temperature is about 0.5 to 2 eV. Accelerated aging of EPDM and butyl elastomers

This study was composed of three parts: a post cure study to optimize final properties of an ethylene-propylene-diene (EPDM) formulation, an accelerated aging study to compare the stress relaxation behavior of a butyl and an EPDM elastomer under compression, and a cursory evaluation of a new 70 Shore A EPDM. The optimum postcure for the EPDM was found to be 2 to 4 hours at 182{degrees}C in a vacuum. The EPDM was also shown to have superior aging characteristics compared to the butyl and is recommended for use instead of the butyl material. The physical properties for new 70 Shore A EPDM are satisfactory, and the stress relaxation behavior was only slightly inferior to the other EPDM.

Acoustic Doppler current profiling from the JGOFS Arabian sea cruises aboard the RV T.G. Thompson

Acoustic Doppler current profiler (ADCP) data is part of the core data for the U.S. JGOFS Arabian Sea project, along with hydrographic and nutrient data. Seventeen cruises are scheduled to take place between September 1994 and January 1996 on the R/V T.G. Thompson. They are numbered consecutively from the ship`s commissioning with the first JGOFS cruise designated TN039. Table 1 lists start and end dates of each cruise with its mission. All but the first cruise have been or will be staged from Muscat, Oman. Each cruise is scheduled for a duration of between two weeks and one month. Seven of the cruises, referred to as process cruises, follow a standard cruise track, taking hydrographic, chemical and biological measurements. The rest of the cruises, which take place generally within the standard cruise region defined by a set track, are for the deployment and recovery of moored equipments and towing of a SeaSoar. ADCP data are collected using an autonomous data acquisition system developed for ship-of-opportunity cruises, named the AutoADCP system. The system is an extension of RD instrument`s DAS version 2.48 using enhancements made possible with {open_quotes}user-exit{close_quotes} programs. Acute skin lesions due to localized ``hot particle`` radiation exposures

Purpose of the studies was to determine incidence and severity of lesions resulting from localized deposition of dose to the skin from small (<0.5 mm) discrete radioactive particles. Hanford mini-swine were exposed to localized doses from 0.2 to over 600 Gy (averaged over 1 cm{sup 2} at 70{mu}m depth) from isotopes having max beta particle energies from about 0.3-3 MeV. Incidence of erythema and scabs (indicating ulceration) were scored routinely for up to 71 days post-irradiation. Responses followed normal probability distributions, and thus, no true threshold could be defined. Ten and 50% incidence rates were deduced using probit analyses. Lowest dose producing 10% incidence was about 1 Gy for exposures to Yb-175 (0.5 MeV max energy) beta particles. Severity of lesions was estimated using diameters and persistence. From preliminary considerations of probability of induction, size, and persistence of acute lesions, a special limit for hot particle exposures in the range of 5-50 Gy may be reasonable, with an action level between about 1 Gy and the limit.

A Ford Ecostar vehicle was tested in the Idaho National Engineering Laboratory (INEL) Hybrid Electric Vehicle (HEV) Laboratory over two standard driving regimes, coastdown testing, and typical charge testing. The test vehicle was delivered to the INEL in February 19, 1995 under the DOE sponsored Modular Electric Vehicle Program. This report presents the results of dynamometer driving cycle tests, charge data, and coastdown testing for California Air Resources Board (CARB) under a CRADA with the Department Of Energy (DOE).

This detailed report describes the technical progress made on the Advanced Coal Conversion Process (ACCP) Demonstration Project. This U.S. Department of Energy (DOE) Clean Coal Technology Project demonstrates an advanced thermal coal upgrading process, coupled with physical cleaning techniques, that is designed to upgrade high-moisture, low-rank coals to high-quality, low-sulfur fuel. During this reporting period, the primary focus for the project was to expand market awareness and acceptability for the products and the technology. The use of covered hopper cars has been successful and marketing efforts have focused on this technique. Operational improvements are currently aimed at developing fines marketing systems, increasing throughput capacity, decreasing operation costs, and developing standardized continuous operator training. Testburns at industrial user sites were also conducted. A detailed process description; technical progress report including facility operations/plant production, facility testing, product testing, and testburn product; and process stability report are included. 3 figs., 8 tabs.

The ability to accurately model NO{sub x} formation from coal combustion requires an understanding of the mechanisms of volatile-N and char-N oxidation and reduction. This study has focused on NO{sub x} formation from the char-N fraction of coal since much less is known about the fate of char-N than that of volatile-N. As stated in earlier reports, chars from five different coals were collected for this study. These chars were subsequently burned in a simulated coal flame (see report for quarter ending 12/95) under a variety of conditions. The experimental phase of the study is now complete and key results are included in this report.

The goals of the NREL PVMaT program are, among others, to reduce module manufacturing costs and improve the quality, and we might add here the reliability, of manufactured PV products. One component critical to the service life of PV modules is the useful life of the EVA resin-based encapsulant which is employed extensively by module manufacturers on a worldwide basis. This pottant has been in commercial use since 1982, and over that time has proven to be a dependable material from the standpoint of production, module fabrication, and end-use. But despite the widespread acceptance of the EVA resin-based A9918 and similar formulations for PV encapsulation, some module producers, end-users, and investigators have reported a yellowing or browning phenomenon with EVA resin-based encapsulants in the field. Wile the incidence of this discoloration/degradation appeared at comparatively few sites at the time that this present program was conceived, it raised serious concern as to the long term reliability of EVA resin-based encapsulation systems. Consequently, under the NREL PVMaT program, Springborn Laboratories proposed a comprehensive study of the EVA aging and discoloration problem and its possible solution(s). Advanced devices and systems for radiation measurements

The authors` most recent work continues their long-standing efforts to develop semiconductor detectors based on the collection of only a single type of charge carrier. Their best results are an extension of the principle of coplanar electrodes first described by Paul Luke of Lawrence Berkeley Laboratory 18 months ago. This technique, described in past progress reports, has the effect of deriving an output signal from detectors that depends only on the motion of carriers close to one surface. Since nearly all of these carriers are of one type (electrons) that are attracted to that electrode, the net effect is to nearly eliminate the influence of hole motion on the properties of the output signal. The result is that the much better mobility of electrons in compound semiconductors materials such as CZT can now be exploited without the concurrent penalty of poor hole collection. They have also developed new techniques in conjunction with the coplanar electrode principle that extends the technique into a new dimension. By proper processing of signals from the opposite electrode (the cathode) from the coplanar surface, they are able to derive a signal that is a good indication of the depth of interaction at which the charge …

Advanced digital I&C systems in nuclear power plants: Risk- sensitivities to environmental stressors

Microprocessor-based advanced digital systems are being used for upgrading analog instrumentation and control (I&C) systems in nuclear power plants (NPPs) in the United States. A concern with using such advanced systems for safety-related applications in NPPs is the limited experience with this equipment in these environments. In this study, we investigate the risk effects of environmental stressors by quantifying the plant`s risk-sensitivities to them. The risk- sensitivities are changes in plant risk caused by the stressors, and are quantified by estimating their effects on I&C failure occurrences and the consequent increase in risk in terms of core damage frequency (CDF). We used available data, including military and NPP operating experience, on the effects of environmental stressors on the reliability of digital I&C equipment. The methods developed are applied to determine and compare risk-sensitivities to temperature, humidity, vibration, EMI (electromagnetic interference) from lightning and smoke as stressors in an example plant using a PRA (Probabilistic Risk Assessment). Uncertainties in the estimates of the stressor effects on the equipment`s reliability are expressed in terms of ranges for risk-sensitivities. The results show that environmental stressors potentially can cause a significant increase in I&C contributions to the CDF. Further, considerable variations can be expected …

The Advanced Photon Source (APS) Linear Accelerator: design and performance

The Advanced Photon Source linear accelerator (linac) system consists of a 200-MeV, 2856-MHz S-band electron linac and a 2-radiation-length- thick tungsten target followed by a 450-MeV positron linac. The linac system has operated 24 hours per day for the past two years to support accelerator commissioning and beam studies, and to provide beam for the experimental program. It achieves the design goal for positron current of 8 mA, and produces electron energies up to 650 MeV without the target in place. The primary objective of this research is to conduct advanced reservoir characterization and modeling studies in the Antelope Shale reservoir. Characterization studies will be used to determine the technical feasibility of implementing a CO{sub 2} enhanced oil recovery project in the Buena Vista Hills field. The Buena Vista Hills pilot CO{sub 2} project will demonstrate the economic viability and widespread applicability Of CO{sub 2} flooding in fractured siliceous shales reservoirs of the San Joaquin Valley. The research consists of four primary work processes: Reservoir Matrix and Fluid Characterization; Fracture Characterization; Reservoir Modeling and Simulation; and, CO{sub 2} Pilot Flood and Evaluation. Work done in these areas can be subdivided into two phases or budget periods. The first phase of the project will focus on the application of a variety of advanced reservoir characterization techniques to determine the production characteristics of the Antelope Shale reservoir. Reservoir models based on the results of the characterization work will be used to evaluate how the reservoir will respond to secondary recovery and EOR processes. The objective of this work is to develop a novel system for regenerable SO{sub 2} and NO{sub x} scrubbing of flue gas that focuses on (a) a novel method for regeneration of spent SO{sub 2} scrubbing liquor and (b) novel chemistry for reversible absorption of NO{sub x}. In addition, high efficiency hollow fiber contactors (BFC) are proposed as the devices for scrubbing the SO{sub 2} and NO{sub x} from the flue gas. The system will be designed to remove more than 95% of the SO{sub x} and more than 75% of the NO{sub x} from flue gases typical of pulverized coal-fired power plants at a cost that is at least 20% less than combined wet limestone scrubbing of SO{sub x} and selective catalytic reduction of NO{sub x}. In addition, the process will make only marketable byproducts, if any (no waste streams). The major cost item in existing technology is capital investment. Therefore, our approach is to reduce the capital cost by using high efficiency hollow fiber devices for absorbing and desorbing the SO{sub 2} and NO{sub x}. Advanced spheromak fusion reactor

The spheromak has no toroidal magnetic field coils or other structure along its geometric axis, and is thus more attractive than the leading magnetic fusion reactor concept, the tokamak. As a consequence of this and other attributes, the spheromak reactor may be compact and produce a power density sufficiently high to warrant consideration of a liquid `blanket` that breeds tritium, converts neutron kinetic energy to heat, and protects the reactor vessel from severe neutron damage. However, the physics is more complex, so that considerable research is required to learn how to achieve the reactor potential. Critical physics problems and possible ways of solving them are described. The opportunities and issues associated with a possible liquid wall are considered to direct future research.

Advanced thermal barrier coating system development. Technical progress report

The objectives of the program are to provide an improved TBC system with increased temperature capability and improved reliability relative to current state of the art TBC systems. The development of such a coating system is essential to the ATS engine meeting its objectives. The base program consists of three phases: Phase 1: Program Planning--Complete; Phase 2: Development; Phase 3: Selected Specimen--Bench Test. Work is currently being performed in Phase 2 of the program. In Phase 2, process improvements will be married with new bond coat and ceramic materials systems to provide improvements over currently available TBC systems. Coating reliability will be further improved with the development of an improved lifing model and NDE techniques. This will be accomplished by conducting the following program tasks: II.1 Process Modeling; II.2 Bond Coat Development; II.3 Analytical Lifing Model; II.4 Process Development; II.5 NDE, Maintenance and Repair; II.6 New TBC Concepts. A brief summary is given of progress made in each of these 6 areas.

Advanced thermal imaging of composites

Composite materials were studied by Scanning Thermal Conductivity Microscope (STCM) and high speed thermography. The STCM is a qualitative technique which is used to study thermal conductivity variations on a sub-micrometer scale. High speed thermography is a quantitative technique for measuring thermal diffusivity with a variable spatial resolution from centimeters down to less than 25 gm. A relative thermal conductivity contrast map was obtained from a SiC/Si3N4 continuous fiber ceramic composite using the STCM. Temperature changes of a carbon/carbon composite after a heat pulse were captured by an IR camera to generate a thermal diffusivity map of the specimen. Line profiles of the temperature distribution showed significant variations as a result of fiber orientation.
